  • Toa Payoh Fire: 61 Year Old Suspect Arrested, Residents Question Lack Of Safety Measures

Toa Payoh Fire: 61 Year Old Suspect Arrested, Residents Question Lack Of Safety Measures

A pre-dawn blaze on Tuesday led to chaos as residents of an HDB block in Toa Payoh scrambled to evacuate in the dark.

The fire broke out at the void deck of Block 14A, Lorong 7, Toa Payoh, at about 4.50am when most residents were asleep.

A resident at the top of the 25-storey block, who gave his name only as David, 65, said residents from the ninth storey and above evacuated via a single enclosed staircase that was filled with smoke.

He said: “The elderly had so many problems evacuating, and some had to be carried down more than 20 storeys.”

He added that none of the emergency exit lights worked, and residents were guided only by the light from their smartphones.

A police spokesman said a 61-year-old man has been arrested for mischief by fire, and that investigations are ongoing.

Residents told TNP the flames had engulfed discarded items at the void deck, including bulky furniture dumped there.

A resident on the 16th storey, retiree Henry Yeow, 70, said there were no safety measures in place.

“Everyone is angry. We pay taxes and fees, but safety is not there,” he said.

The incident resulted in utility services being disrupted for more than 24 hours, with most of them being restored by noon yesterday.

Lift services remained disrupted yesterday afternoon, with only one lift in service.

  • 23-Year-Old Illya Natassia Abdul Manaf Fined For Abandoning Pet Cat Due To Family Conflict

23-Year-Old Illya Natassia Abdul Manaf Fined For Abandoning Pet Cat Due To Family Conflict

A 23-year-old woman was on Wednesday (Jun 21) fined S$2,500 in court for abandoning her pet cat at a staircase landing.

The Agri-Food and Veterinary Authority (AVA) said in a media release that it was alerted to the incident on Jan 10 after a member of the public found the cat at a staircase landing along Canberra Road. Details of the owner were on the carrier next to the cat.

Upon questioning, the owner of the cat, Illya Natassia Abdul Manaf, admitted to abandoning it after a “family conflict”, AVA said.

The cat was cared for by a fosterer while investigations were underway, and has been successfully rehomed with the help of an animal welfare group, AVA said.

“AVA takes a stern view on pet abandonment. We investigate all feedback on pet abandonment and will take enforcement action, where necessary. Individuals who abandon their pets are liable to a maximum fine of S$10,000 and/or 12 months’ jail for first convictions,” the authority added.

It also urged members of the public to report cases of pet abandonment by calling its 24-hour hotline at 1800-476-1600, or submitting tip-offs via its website.

  • Singapore Identified As Part Of “East Asia Wilayah” Of ISIS

Singapore Identified As Part Of “East Asia Wilayah” Of ISIS

Singapore has been identified by supporters of the Islamic State in Iraq and Syria (ISIS) terror group as part of its “East Asia wilayah” or state, a move that analysts say could embolden foreign fighters to carry out attacks here.

The Republic was among the countries or territories singled out on social media as part of the wilayah – a development flagged by senior analyst Jasminder Singh in a paper published by the S. Rajaratnam School of International Studies last week. The others are Malaysia, Indonesia, the Philippines, southern Thailand, Myanmar and Japan.

“For foreign fighters coming into the region, this gives them an idea of what they will be in for, and what the targets are,” Mr Singh told The Straits Times yesterday.

He had noticed “chatter on social media” this month singling out specific countries as part of the wilayah, which could be the first time this has been done.

Other security analysts say this could embolden self-radicalised individuals to carry out attacks here, if they are unable to travel to the Middle East to fight.

The development comes as the terrorism threat facing Singapore is at the highest level in recent years, and the country sees a steady trickle of self-radicalised individuals.

Experts had warned last year that ISIS would want to create a wilayah, or state, in South-east Asia as it loses territory in the Middle East.

Dr Rohan Gunaratna, head of the International Centre for Political Violence and Terrorism Research, noted that the exact territorial boundaries of the wilayah in East Asia are unconfirmed, as ISIS has not made an official declaration.

But he added that it would probably include parts of Indonesia, Malaysia and the Philippines.

Dr Gunaratna said: “The growth of the ISIS threat in Singapore’s immediate neighbourhood presents a threat to security and stability here.”

In his paper, Mr Singh had discussed the security implications of the ongoing Marawi City siege in Mindanao, where Philippine forces are fighting to retake the city from ISIS-affiliated militants. The attacks there could “motivate other groups” in the region to carry out similar strikes in the region, he wrote.

Mr Remy Mahzam, associate research fellow at the International Centre for Political Violence and Terrorism Research, said an indication of the boundaries of a future wilayah could prompt self- radicalised individuals who face difficulty in travelling to Syria to carry out attacks in the region instead.
