    National Civil Defence Cadet Corps Staff Assistant Helped Accident Victims While On Way To Work

    On 4th April 2016 around 0515 hours, NCDCC Staff Assistant PTE Mohammad Haiqal Bin Zailani was driving to work when he witnessed an accident involving three automobiles, namely: a car, a motorcycle and a bus, at Kranji Expressway (KJE).

    A car had collided onto the safety railings of the KJE and a motorbike was lying flat on the ground. There was a casualty lying consciously approximately 100 meters away from the bus.

    PTE Haiqal immediately stopped his car safely and assured the casualty that help is on the way. He then alerted both ambulance and police of the accident, and checked for any major bruises or cuts on the casualty that might lead to blood loss.

    When the ambulance arrived at the accident scene, PTE Haiqal helped the paramedics with first aid procedures by bandaging the bruise. The casualty was unable to move his back and his left leg, this prompted PTE Haiqal that the use of spinal board would be required. He assisted the paramedic to move the casualty carefully onto the spinal board. PTE Haiqal then assisted the ambulance crew to carry the casualty onto the ambulance stretcher.

    NCDCC is proud of PTE Haiqal for advocating active citizenry by assisting the casualty and ambulance crew with the Civil Defence skills and knowledge that he acquired in his vocation as a SCDF NSF.

    SCDF: Saddened By Death Of PTE Shek Salmin, Ready To Assist His Family

    We refer to the online posting in the Hardwarezone forum “NSF commit suicide after being charged”.

    The SCDF is saddened by the demise of PTE Shek Salmin Bin Murad and extends our condolences to his family. PTE Shek was a Full-time National Serviceman (NSF) at 1st SCDF Division HQ. Personnel from the Division, led by the Division Commander, attended his funeral yesterday.

    The SCDF stands ready to render assistance to the family members during this difficult time. The Division Commander met the family members to offer our support to them during this time of bereavement.

    All uniformed personnel in SCDF including NSFs are subjected to the Civil Defence Act which stipulates our Code of Conduct and decorum. Anyone who is subjected to formal disciplinary proceedings will appear before an appointed disciplinary officer. The officer will review the case, including taking into consideration mitigating factors, before imposing disciplinary actions. In doing so, the officer is guided by established disciplinary guidelines.

    Any personnel who is encountering personal problem or in distress is encouraged to approach his/her immediate supervisor or Head of Unit. There are also other available avenues for such individual, which include a 24-hour counselling helpline and face-to-face engagement with counsellors.

    23 SCDF Officers Face Varying Punishment For Wrecking Dorm

    Nine regulars and 14 National Service full-time (NSF) officers will face varying punishments for their involvement in an incident where Singapore Civil Defence Force (SCDF) officers were captured in two video clips thrashing a dormitory.

    In a media release today (June 26), the SCDF said its investigations showed that these officers were attending a Section Commander course when they were found to be misbehaving and damaging property in a dormitory at the Civil Defence Academy on April 24.

    The two short video clips, which attracted much criticism from members of the public after they were widely circulated on social media, show a trashed dormitory where SCDF personnel sporting close-cropped hair were flouting rules, such as smoking.

    According to the SCDF, the nine regulars, which are facing Civil Service disciplinary actions, are liable for punishments ranging from letter of warning to dismissal, depending on their extent of involvement in the incident.

    The 14 NSFs, who have been charged under the Civil Defence Act, are liable for punishments ranging from a fine to detention and demotion.

    Another five SCDF regular officers with supervisory roles in the course “are facing disciplinary actions with a view to letters of warning or advice”, it added.

    The SCDF said it deeply regrets the misconduct of its officers and takes a very serious view of it.

    “Such behaviour does not reflect the culture and discipline expected of all SCDF officers. We expect all SCDF officers, whether regular officers, NSFs or NSmen, to demonstrate exemplary personal and professional conduct in line with our core values of Pride and Care,” it said.

    Pegawai SCDF Cipta Sejarah Lompat Pangkat Jadi Pegawai Kanan

    Timbalan Komander Rota dari Balai Bomba Alexandra, Pegawai waran kanan kedua (WO2) Azharee Arsad, mencipta sejarah mulai 1 Jun ini apabila beliau menjadi pegawai pertama dalam Pasukan Pertahanan Awam Singapura (SCDF) yang melompat satu pangkat daripada pegawai rendah kepada pangkat pegawai kanan.

    WO2 Azharee, 42 tahun, yang sudah 20 tahun berkhidmat, itu seharusnya melalui pangkat pegawai waran kanan pertama sebelum memasuki skim pegawai kanan sebagai Leftenan.

    Ketika ditemui semalam Encik Azharee berkata: “Saya bermula dari bawah sebagai anggota bomba berpangkat prebet 20 tahun lalu. Dari situ, saya dinaikkan pangkat kepada koperal, sarjan dan seterusnya.

    “Inilah kali pertama saya lompat pangkat. Saya rasa kalau kita kerja dengan ikhlas dan bersungguh-sungguh dan tidak mengharapkan naik pangkat, insya-Allah rezeki akan ada.”

    Beliau merupakan antara 5,300 pegawai Home Team yang menerima kenaikan pangkat dalam satu majlis di Hotel Orchard semalam. Hadir sebagai tetamu terhormat ialah Timbalan Perdana Menteri Encik Teo Chee Hean.

    Encik Azharee, yang masih bujang, sebelum ini pernah menerima beberapa anugerah seperti Pingat Kecekapan dan Anugerah Testimoni Pesuruhjaya 2014. Sebagai timbalan komander Rota termasuk menguruskan 35 pegawai dalam.

    “Melawan api atau menyelamat rasanya lebih senang daripada menjaga mereka. Ini bukan setakat menjaga malah melatih dan mengajar mereka selain memberikan motivasi,” tambah Encik Azharee yang kini mengikuti kursus Sarjana Muda Sosiologi di SIM.

    Di bawah kepimpinan beliau, 12 daripada 35 pegawai bawahannya dinaikkan pangkat tahun lalu.

    Menurut seorang jurucakap SCDF, pencapaian ‘lompat pangkat’ daripada pegawai rendah kepada pegawai kanan jarang berlaku.

    “Kami mengiktiraf prestasi luar biasa Azharee dan kemampuannya. Dalam usianya yang muda, kami tidak nampak ada keperluan bagi beliau melalui peringkat pegawai waran kanan pertama.

    “Ini kerana kami tahu beliau boleh memikul tanggungjawab tambahan,” kata jurucakap berkenaan.

    Turut dinaikkan pangkat semalam ialah pegawai Biro Narkotik Pusat (CNB), Encik Mohd Hamzah Md Yusop, daripada Superintenden (1) kepada Superintenden (1A); pegawai Penguasa Imigresen dan Pusat Pemeriksaan (ICA) Cik Siti Chotidjah Mohd Ali, daripada Inspektor Kanan Pusat Pemeriksaan (2) kepada Inspektor (1); dan pegawai Pasukan Khidmat Penjara (SPS), Cik Siti Khadijah Rowtin, daripada Ketua Warder 1 (Pemangku Pegawai Pemulihan) kepada Pegawai Pemulihan 1.

    Pikirkanlah blood brother korang yg bertungkus lumus bantu mangsa gempa kat Nepal. Jangan sebab segelintir, sebar video rosakkan harta bende, semua nama jadi busuk. Aku pun dulu SCDF jugak.

    Dulu-dulu pakcik-pakcik pandang hina kat aku beb. Nak tackle anak dia, tanya army ker SCDF. Bila sebut SCDF, dia pandang atas bawah.

    Last bila jumpa masa jemputan, cakap dia selalu dengar aku, dan berkenan sangat dengan aku. Well its too late pakcik, sapa suro ko pandang hina kat SCDF! Tapi mungkin selepas hari nih, dia akan senyum! Dia akan cakap, “Aku dah cakap dah!” Aku tau dia tengah senyum! Aku tampar kang. Jadi, hargailah mereka yg mengharumkan nama SCDF. Jangan amek sambil lewa, bila pakai uniform, sebab yg lain, yg tak bersalah, semua akan terbabit.

    Dan kepada SCDF, janganlah sampai buang mereka, tapi, hantarlah mereka ke Nepal, baru mereka tau hargai kehidupan susah, cari mangsa pakai tangan, angkat batu bata, jadi rescuer, jadi medic, baru tahu menilai erti pakai uniform biru tuh.

    Nih dah lemak sangat nih.
