    Barry Desker: Mindset Shift Needed On MInimum Wage And Dual Citizenship

    Professor Barry Desker believes that Singapore should be prepared to have a minimum wage and allow dual citizenship. He also said that Singaporeans should welcome new citizens.

    “Attitudes need to change,” Prof Barry wrote in his opinion piece in The Straits Times.

    “We should welcome the presence of new Singaporeans and encourage their integration into Singapore society.

    “We should revise our laws to permit dual citizenship, which benefits some who are permanent residents but do not wish to give up the citizenship of their land of birth.

    “It would also allow the growing numbers of Singaporeans working abroad to retain their links with Singapore,” he said.

    “We should be prepared to adopt a minimum wage policy to protect vulnerable groups in our workforce and to ensure that cheap foreign labour does not displace Singaporeans in their twilight years eking out a living.”

    Prof Barry said that a minimum wage should be considered because “The ease with which foreign labour was recruited has resulted in depressed wages for a segment of our population with minimal educational qualifications, unskilled and often in their 50s and 60s.”

    But he admitted that even though there have been “calls for the introduction of a minimum wage”, the government has resisted implementing one over the years.

    Prof Barry also admitted that the “high levels of economic growth over the past two decades resulted from increases in capital and foreign labour deployed, not from significant productivity increases.”

    “However, the unsustainable sharp influx of foreigners granted permanent residence, as well as employment permits, in recent years has resulted in a backlash, making the issue of immigration politically toxic,” he said.

    Prof Barry said that as a result, for younger Singaporeans, they are “concerned about competition for university places or preferred jobs”.

    “Older Singaporeans worry about the changing environment around them, as they have neighbours with alien languages and different lifestyles.”

    However, he felt that “ethnic ghettos in HDB estates have disappeared, as legislation has ensured an ethnic balance”, even as he admitted that “condominiums are beginning to see such ghettos, as new immigrants and expatriates from certain nationalities congregate in preferred locations”.

    “The past year has seen rising anti-immigration sentiment in Singapore,” Prof Barry added.

    He said that these “views” have been “influenced” by “the pressure placed on Singapore’s infrastructure because of the sharp increase in the number of people residing in Singapore.”

    “MRT trains are crowded, hospital beds always full, traffic jams occur frequently, once-quiet parks are filled with foreign workers on weekends.

    “The rapid pace of the foreign influx resulted in growing criticism and an undercurrent of resentment reflected in social media sites.”

    Prof Barry also said that “the tightening of government policy on foreign workers in recent months” has led to Singaporeans being employed in “restaurants, offices and department stores, for example, cannot rely on cheap foreign labour”.

    He asked, “One wonders where these people were employed before the restrictions were imposed.”

    “But the reality is that immigration will continue and there will be more foreign labour employed, if low birth rates continue,” Prof Barry continued to say.

    But Prof Barry acknowledged the need for a minimum wage as “The pace of change over the past 50 years has left us with a pioneer generation lacking the education and skills to benefit from the transformation that has taken place in Singapore.

    He also suggested that the pioneer generation package is not a sustainable solution.

    “Ensuring a basic living wage will do more to retain their pride and sense of purpose than handouts as part of a pioneer generation package.”

    He also asked, “Do we retain Third World attitudes towards manual labour even as we proclaim ourselves a First World society?”

    He felt that “Internet chatter suggests that many in our community are unwilling to recognise that even temporary workers have rights and should be protected.”

    Prod Barry pointed to how “The Little India riots last December highlighted the risk of outbreaks of social unrest” and that “A minor dispute in Geylang or Beach Road on weekend nights involving Singaporeans and foreign workers could easily turn nasty.”

    He also warned of packing migrant workers into constructed ghettos because “As large self-contained dormitories are built, dissatisfaction on trivial issues could spark a destabilising wave of riots and public commotion.”

    Prof Barry also warned the government that “even as we want to focus on big ideas and grand plans for reimagining Singapore, reality will intrude.

    “Dealing with such challenges should not be seen as a distraction, but as part of the core test in remaking Singapore to meet the needs of the next generation.”

    Prof Barry is a Distinguished Fellow and Bakrie Professor of South-east Asia Policy at the S. Rajaratnam School of International Studies, Nanyang Technological University.

    As such, Prof Barry said that “the possibility of paradigm shifts should not be ignored.

    “The emergence of unexpected issues which become the focus of attention by policymakers can be seen in the current debate over the population challenge.”

    But he also resigned himself to the knowledge that, “What is striking is how much our imaginations are prisoners of the present.”

    Prof Barry is not the first to call for a minimum wage in Singapore. As he pointed out, there has been numerous calls in the past which the government has resisted.

    However, Prof Barry’s plea to the government is the latest, as worries about the threat of social rupture has crept in even for the well-heeled who are now finally beginning to worry about how the angry sentiments can impact Singapore’s social landscape.

    However, beneath Prof Barry’s plea is also an acknowledgement that the government might be choosing to overlook the social problems, while continuing to believe that it is able to plan for the future, based on old models of thinking. He cautioned the government about its state of denial, and is aware that his plea might just as well fall on deaf ears, as past warnings have as well.

    The state of the Singapore economy is in danger, as the government has over-extended its use of cheap labour which has not only resulted in depressed wages and livelihoods of Singaporeans which have suffered, but it also means that Singapore’s productivity is now backwards by more than a decade or so. This would mean at least a decade or more lost in Singapore, depending on when the government wakes up to its broken economic model.

    And until then, Singapore and Singaporeans will continue to lose out and by the time a change of mindset in the government, either by a mindset change by the current ruling party, the PAP, or by a change of government, decides to reverse the downward spiral of things, Singaporeans would have to brace themselves for the drastic restructuring to finally take place and one which has been postponed for far too long as the current government lacks the political will to do what is necessary to put Singapore back on track.

    But as Prof Barry tacitly acknowledges, any such change might take decades as the PAP is unlikely to change its mindset and neither is it likely to be willing to cede power to another government.

    New Clubhouse For Foreign Domestic Workers

    Foreign Domestic Workers (FDWs) will soon have a new hangout on their rest days. The Foreign Domestic Worker Association for Social Support and Training (FAST), a non-profit organisation, intends to open a second clubhouse to ramp up activities and provide extra support services to FDWs.

    FAST president Seah Seng Choon announced this at the 5th Foreign Domestic Workers Day on Sunday (Nov 30). The new facility will offer the same services as the first clubhouse at Raeburn Park, near the former Tanjong Pagar Railway Station.

    FAST, a charity which aims to promote skills training for FDWs, said it could not confirm the location of the new clubhouse as yet. But it hopes to open the facility in the last quarter of 2015. It will have a shelter for distressed workers.

    Mr Seah said: “For our shelter, we would like to provide activities. Besides just a home, we want to make sure that they are occupied with meaningful activities, like training, like going for developmental kind of activities to enrich their experience in the home as well. So, while recuperating from their issues they have, we don’t want them to sit there, and do nothing.”

    In 2013, the Manpower Ministry introduced the mandatory weekly day off for newly recruited foreign domestic workers and those renewing their work permits. Under the arrangement, employers and workers can work out compensation in lieu of a day off. On January 1 next year, this will cover all foreign domestic workers. These workers will need a place to go to during their rest days, thus the idea for the new clubhouse.

    Some 5,000 foreign domestic workers congregated at the Grandstand Turf City on Sunday to celebrate the special day dedicated to them. Many were given a day off by their employers to attend the event.

    The event also saw outstanding workers and employers being recognised, with Filipina Chona Bandejas winning the FDW of the Year award. The 47-year-old was hailed as a devoted caregiver for her employer of 22 years. “I’ve been working with them, they never scold me, and they never argue with each other. Our relationship is really like a family, and I’m very happy to work for them,” said Chona.

    Senior Minister of State for Health and Manpower Amy Khor, who was the guest of honour at the event, urged employers to understand and adapt to the needs of FDWs. This is to ensure their well being.

    As for FDWs, Dr Khor said they have a responsibility to highlight early on to employers any concerns they might have. Ultimately, open communication based on mutual respect and accommodation is the best guarantee of a successful working relationship, she added.

    Is The PAP Government Being Selectively Pro-Family?

    Singapore, we are told, is a pro-family country. The government actively introduces policies that will encourage young Singaporeans to get married and have children, and nuclear families are often given benefits in the form of tax rebates and subsidies. 

    Yet there are sometimes stories that make you doubt that stance.

    The New Paper ran an article on 17 November about a family now torn apart: upon returning to Singapore and applying for a Long-Term Visit Pass, married couple Mr Y. C. Chen and Ms Li Qiaoyan realised that Ms Li had been served an entry ban. Her offence was not seeking permission from the Ministry of Manpower before getting pregnant and married. Ms Li is now back in China, while Mr Chen had to quit his job to care for their 10-month-old son.

    Under Singapore’s current rules, existing and former work permit holders are required to obtain permission from the state before marrying Singaporeans. According to The New Paper, the Ministry of Manpower says:

    “MOM reviews all marriage applications on a case-by-case basis. Factors taken into consideration include the economic contributions of the applicants, the ability of the applicants to look after themselves and their family without becoming a burden to the society or state.” 

    The New Paper also reported MOM’s position that “work-permit holders, as transient workers, ought to come to Singapore only for work”.

    There are 980,8000 work permit holders in Singapore. It’s impossible that these men and women are here “only for work”; they don’t just come here to serve us food, work in our construction sites and clean our homes. They come here with all their likes and dislikes, their hopes, dreams and desires. They’re people. It’s hardly surprising that they might meet someone and fall in love. 

    Yet the state doesn’t seem to see them as the multi-dimensional human beings they are. It expects them to serve, and only to serve. When they fall in love and want to get married or have children, they are expected to apply to Singapore for permission, even though it should be none of the state’s business who anyone chooses to marry. The state will then decide if the work permit holder is a worthy (read: economically viable) spouse for the Singaporean.

    This rule even applies to former work permit holders. Come to Singapore on a work permit and your desire to marry your partner – if he/she is a Singaporean – will always be dependent on special dispensation from the Controller of Work Passes.

    Such rules and requirements show us that the state is, perhaps, only pro-a-certain-type-of-family. If you’re a non-Singaporean, if your “economic contribution” is deemed wanting, then maybe your family is not so important after all.

    Just when you thought the human rights transgression in Singapore cannot get worse, it surprises you with what else it can do.

    Apparently, the government wanted to test the Singapore Police Force and the Singapore Civil Defence Force on how they would respond if a riot occurs at the foreign worker dormitories.

    “What if some quarrels erupt, leading to fights or worse?,” National Development Minister Khaw Boon Wan asked on his Facebook.

    “To test our response capability, the Police, the SCDF, the dorms operators and our grassroots organisations organised a simulation exercise recently.

    “It was a useful way to network up the various agencies, and spread preventive messages.

    “Prevention is always better than cure,” Mr Khaw said.

    Sounds like a disease?

    No, actually Mr Khaw is talking about actual human beings here – yes, the foreign workers who build the flats that his ministry manages.

    And to conduct the test, actual foreign workers were asked to “riot” so that the police and civil defence could then quell the riot.

    It is uncertain why Indian workers were used or why it seems that a drill needs to be conducted specifically with foreign workers.

    Mr Khaw also said that, “given the concentration of foreign workers in one locality”, “These are possible scenarios (that they can riot).”

    As if it is not bad enough that the foreign workers in these dormitories earn the lowest wages in Singapore – as low as $300 to $500 every month, they are made to take part in exercises that discriminates against them.

    On 8 December last year, a riot took place in Little India, after a private bus knocked down and killed a foreign worker from India. The government blamed the riot on the rioters having drunk alcohol.

    Prime Minister Lee Hsien Loong had said, “We should not generalise a group because of some individuals. I don’t think that is fair or justifiable because their (foreign workers) crime rates are, in fact, lower than Singaporeans in general.”

    Sure, and this is why we need to conduct an exercise on riot management at a foreign worker dormitory.

  • Companies Force Foreign Workers out of Singapore

    Bapari Jakir’s employers wanted to see him off the job, but the welder was heavily in debt and didn’t want to go back to Bangladesh. So, he says, they encouraged him to leave — by hiring a company whose thugs held him captive in a room, holding a knife to his throat.

    Singapore needs foreign workers, but it doesn’t want them to overstay their welcome, and firms get fined when they do. That has created a market for “repatriation companies,” which deny allegations from activists and the United States that they use illegal tactics to expel foreign workers.

    The country’s wealth and continued growth rely in large part on foreign workers like Jakir, who build its skyline and maintain its top-notch infrastructure. Yet as the numbers of migrant workers soar, tales of abuse and exploitation are threatening to take some of the shine off the city-state’s international reputation.

    In December, migrant workers from South Asia rioted in the country’s first social unrest for more than 40 years. Some activists claim that anger over working conditions might have been a factor in the riots, which shocked a nation long seen as an island of stability in an unruly region.

    The activities of “repatriation companies” are a major source of concern for activists on the tightly controlled island.

    Firms hiring foreign labor must lodge 5,000 Singapore dollars ($3,900) bond with the government for each worker that is returnable only when they leave. Some firms employ companies to hunt down fired or laid-off workers, or those whose contracts have expired, and put them on a plane.

    After more than year in the job, Jakir said he was taken to a repatriation company’s office in August 2012 because his employer wanted him out of the country before his contract expired. He wasn’t given a reason, but suspects it was because they thought he was disruptive on account of his assertiveness in pressing for more working hours.

    Once inside the office, he was asked to sign a document by three “big gangsters” stating that his employers didn’t owe him any salary arrears. He refused because he figured doing so would make it easier for them to repatriate him. He then alleges he was punched and had “a knife put to his neck.” Jakir was able to call a friend, who in turn contacted migrant rights activist Jolovan Wham.

    Jakir was allowed to leave the officers of the repatriation company after Wham signed a form stating that he would be responsible for paying the bond should he run away or disappear. Jakir is now living at a friend’s house, while his case is appealed. He wants to keep on working in the country to pay back the S$9,000 ($7,100) debt he took out to pay agents who got him the job in Singapore.

    “My father is sick now and he can’t work anymore. My two younger brothers have stopped school because I can’t send money home anymore. I also cannot call them often so I worry how they are doing,” he said.

    Jakir’s case was handled by UTR Services, the largest repatriation company in Singapore.

    In an email, the head of the company denied the allegations, which he said were fabricated.

    “We build good relationships with workers we are sending back. In fact some workers visit us when they return back to Singapore,” said J. Ravi. “If a worker refuses to go back, we will first find the reason for his refusal and if there is a valid reason, we may than refer him to the relevant authorities to legalize his stay pending outcome of his case.”

    In its 2013 report on human trafficking, the United States said the some repatriation companies in Singapore had “seized and confined” workers and used “assaults, threats and coercion to get them to the airport.” The report added that the high costs of coming to Singapore to work via agent fees “makes migrants very vulnerable to forced labor, including debt bondage.”

    Singapore’s manpower ministry said the Jakir’s case was “with the police.” In a statement, it said companies were obliged to follow the law when sending migrant workers home, and were not allowed to confine them. It said last year the ministry investigated four allegations of abuse by repatriation companies, but they were found to be unsubstantiated. The manpower ministry said it was aware of cases where foreign workers paid high fees to employment agents in their home countries before coming to Singapore, but it said the Singapore government was unable to regulate this.

    One of the wealthiest countries in the world, Singapore has about 1.1 million foreign workers out of a population of 5.3 million. The vast majority of them are low wage workers from developing countries — mainly from India, China and Bangladesh.

    Complaints about overcrowding and the difficulties some Singaporeans face in finding well-paid work are leading to discontent and anti-foreigner sentiment, a worry for the government given the key role imported labor plays in the country’s economic life.

    Compared to other places that rely on migrant workers like Dubai, conditions in Singapore are seen as relatively good. Most workers leave after a few years with the kind of savings they would have little chance of building if they had stayed at home.

    Yet, activists like Wham say many employers use repatriation companies to help them manage workers whom they perceive to be giving them problems or to get rid of those who are injured. Some say employers use the threat of repatriation to keep workers from arguing over pay disputes.

    Ravi from UTR Services said he repatriated around 1,200 workers last year. He said companies pay him S$250-S$350 ($199-$278) per worker, depending on the complexity of the job and time. On the average, he said it takes his company between six and eight hours to get the job done.
