    Singaporeans At The Centre Of Budget, COS Debates: Halimah

    Amid the intense discussions about the big picture, and the nuts and bolts of Government programmes and policies, Members of Parliament (MPs) have — over the past fortnight — “never lost sight” of Singaporeans and the country, said Speaker of Parliament Halimah Yacob yesterday as she wrapped up the Budget and Committee of Supply (COS) debates.

    Adding that this shone through very clearly, she reminded the House that “this is as it should be”.

    “Singapore and our fellow Singaporeans … are always at the centre of it all,” she said.

    Madam Halimah noted that the Budget statement was delivered against the backdrop of “a world in the grips of growing uncertainty in the global economy brought about by disruptive technologies and innovation, and the accompanying rise of populism and protectionist sentiments in a number of countries”.

    Despite having different political beliefs, MPs from the ruling People’s Action Party and the opposition Workers’ Party came together “for matters touching on the country’s interests”, said Madam Halimah, who noted a “convergence of views … when it comes to protecting our sovereignty”. This could also be seen at overseas parliamentary meetings when Members are representing Singapore, she said.

    While praising the MPs for their “sharp, incisive minds that have become a hallmark of our Parliament”, Madam Halimah did have a quibble: “If only Members could learn to do away with long preambles and go straight to the point raised in their questions and clarifications, they would not need to deliver their speeches at breakneck speeds.”

    There were a total of 545 cuts filed by MPs for the COS this year — a 9 per cent increase from last year and the highest in five years, said Leader of the House Grace Fu. The increase “speaks to the scale of the challenges we face and the dedication of the Members”, said Ms Fu, who is the Culture, Community and Youth Minister.

    Ms Fu said that the Budget came at a time when Singapore has to grapple with, and adapt to, changes. Businesses are bracing themselves for “difficult economic headwinds”, while workers are not concerned with just the short-term outlook on the job situation, but also their longer-term prospects.

    Hence, it came as “no surprise” that the Ministry of Manpower topped the list of total speech time for the cuts filed, with Members spending a significant amount of time scrutinising the Committee on the Future Economy initiatives, while others raised questions about how to help workers, and small and medium enterprises, she added.

    Ms Fu said she disagreed with the view of some MPs that the public service may have “lost its heart”. The Public Service is “bound closely to the people it serves”, with public servants across the sectors working hard to “transform our economy, safeguard our security, protect our environment, and build an inclusive society”, she stressed.

    “But the Government does not have all the answers, and we cannot steer this ship alone … If we all have that ‘heart’, that desire to forge a better future for all Singaporeans, we can build a stronger, a big-hearted Singapore,” said Ms Fu, urging businesses, unions, community organisations and individuals to work together.

    Everything now has fallen into places. This is history in the making! I believe I will be the first Chef to be the President of a developed country.

    This is what will happen when I am president:
    1. There will be no hungry citizen in my country. I will give whatever fundings needed to @free_food_for_all to feed every hungry people in Singapura!
    2. The IRC will not be only for blessing the F1 track.
    3. Have a 3 day food and music festival during National Day at the Istana. @bushmenspore and @wickedaura will headline the music fest. Alcohol Free of course. Wo dè Muslim ma….. Yes I am President but Allah is my Big Lau Pan. Obey Him I must. 😁😝🤣
    4. There will be no wall around Yishun. Infact I love Yishun! Few of my ex-gfs are from there and they were ehem ehem. 😝😝😝😝😝

    Halimah Yacob Akan Bertanding Di Marsiling-Yew Tee GRC

    Speaker Parlimen Cik Halimah Yacob akan berpindah ke Kawasan Undi Perwakilan Kumpulan (GRC) Marsiling-Yew Tee dan menerajui divisyen Marsiling di kawasan undi baru itu sebagai persiapan bagi pilihan raya umum akan datang.

    Pemindahan Cik Halimah, yang sebelum ini memimpin kawasan undi Bukit Batok East dalam GRC Jurong, disahkan oleh pemimpin akar umbi dan aktivis parti kepada Berita Harian (BH).

    Menurut salah seorang daripada mereka, yang enggan namanya disiarkan, Cik Halimah telah membuat pengumuman tersebut kepada pemimpin akar umbinya di Bukit Batok.

    Cik Halimah juga telah menghadiri acara sambutan Hari Raya Marsiling di Kelab Masyarakat Fuchun hujung minggu lalu. Acara tersebut dihoskan Setiauasaha Parlimen Kanan (Pendidikan merangkap Tenaga Manusia) Encik Hawazi Daipi, yang kini memimpin kawasan undi tersebut.

    Dalam pada itu, Menteri Kanan Emeritus Goh Chok Tong, yang telah menjadi Anggota Parlimen GRC Marine Parade sejak 1976, berkata beliau besar kemungkinan akan bertanding dalam pilihan raya akan datang.

    Dalam catatannya di laman Facebook Marine Parade, beliau turut mendedahkan senarai calon Parti Tindakan Rakyat (PAP) dalam GRC lima-anggota itu yang akan bertanding dalam pilihan raya, termasuk AP Melayu/Islam Profesor Madya Fatimah Lateef.

    Sementara itu, di kawasan undi Bukit Batok East, tempat Cik Halimah, dijangka diisi pendatang baru, Cik Rahayu Mahzam, 35 tahun, yang telah meninggalkan jawatannya dalam perkhidmatan awam selaku timbalan pendaftar bersama Mahkamah Syariah.

    Sejak kebelakangan ini, beberapa pegawai perkhidmatan awam telah meninggalkan jawatan mereka. Terkini Setiausaha Tetap Kedua (Perdagangan dan Perusahaan), Encik Chee Hong Tat telah meletakkan jawatan, sekali gus mencetus spekulasi beliau akan ditampilkan dalam pilihan raya akan datang.

    Menurut kenyataan Divisyen Perkhidmatan Awam di Pejabat Perdana Menteri semalam, tarikh akhir khidmat Encik Chee dalam perkhidmatan awam ialah pada 11 Ogos. Sebelum ini Encik Chee sering dilihat menghadiri acara kemasyarakatan di GRC Bishan-Toa Payoh.

    Dihubungi BH, Encik Chee enggan mengulas spekulasi itu namun berkata beliau berharap dapat diberi peluang untuk berkhidmat.

    Sebelum ini, pegawai polis kanan, Encik Melvin Yong, 43 tahun, yang aktif di kawasan undi Punggol North, telah meletak jawatan.

    Pegawai perkhidmatan awam dikehendaki meletakkan jawatan sebelum mereka menyertai politik dan lazimnya merupakan muka baru yang diperkenalkan oleh parti politik.

    Dalam pada itu, ketika dihubungi, Cik Halimah enggan mengulas meskipun tidak menyangkal berita tersebut.

    “Pergerakan calon itu adalah keputusan parti dan sesuatu yang biasa. Di mana saja saya disuruh berkhidmat untuk rakyat, saya akan berusaha sedaya upaya,” ujar beliau.

    Cik Halimah, 61 tahun, yang menjadi AP pada 2001, akan menyertai Menteri Kebudayaan, Kemasyarakatan dan Belia, Encik Lawrence Wong, yang telah mengumumkan akan berpindah ke GRC Marsiling-Yew Tee dari GRC West Coast.

    GRC tersebut turut merangkumi sebahagian daripada GRC Sembawang dan GRC Chua Chu Kang yang dipimpin Encik Alex Yam dan Encik Ong Teng Koon. Kededuanya telah melahirkan harapan agar dapat terus berkhidmat di kawasan undi masing-masing.

    GRC Marsiling-Yew Tee mempuyai sekitar 107,527 pengundi dengan kawasan undi Marsiling didiami sekitar 30,000 penduduk, 27 peratus daripada mereka merupakan penduduk Melayu. Perangkaan itu lebih tinggi daripada purata nasional.

    Marsiling juga mempunyai jumlah penduduk berendapatan rendah yang ramai, dengan sekitar 1,000 unit flat sewa dan hampir sepertiga daripada blok di situ merupakan flat tiga bilik.

    Pemindahan Cik Halimah ke kawasan undi Marsiling bermakna Encik Hawazi dijangka berundur pada pilihan raya akan datang. Encik Hawazi, 61 tahun, dilantik AP dan berkhidmat di GRC Sembawag sejak 1996.

    PAP Will Not Abandon Aljunied

    The People’s Action Party (PAP) team will stay on in Aljunied, said its Eunos branch chairman on Wednesday (Jul 29).

    “We are here to stay. We haven’t deserted you. We will continue to put in extra effort to win your vote, so please support us and let’s have a change,” said Mr Chua Eng Leong, on the sidelines of an event at Bedok North Ave 1 to celebrate Hari Raya.

    The Workers’ Party took over Aljunied GRC from PAP in 2011, after winning the constituency in the general election.

    “We’re part of a team, let the party decide if we are to be candidates and if we’ll be fielded and where we’ll be fielded,” said the 44-year-old Mr Chua when asked about PAP candidates for the upcoming election. He has been with the PAP since 2001.

    Speaker of Parliament Halimah Yacob was guest-of-honour for the event organised by the Malay Activities Coordination Committee of Aljunied Cluster, a grassroots organisation. The celebrations included a dinner for about 1,200 residents of Aljunied and Hougang.

    “Our motto, our principle, our values are very simple. We work really, really hard. We do our best for the residents,” said Mdm Hailmah. “Our motive, objective, goal is always to see how we can uplift the welfare of the people. Having that as a motive and objective, we will not go wrong.”

    Mdm Halimah was also asked if the coming election will see a tough fight in Aljunied. “We must always be prepared,” she said. “We cannot be complacent and I’m sure the team in Aljunied has been working very hard to do their best for the residents.”

    Also present were PAP Serangoon branch chairman Chan Hui Yuh, Paya Lebar branch chairman K Muralidharan Pillai, Kaki Bukit branch chairman Mohamad Kahar Abu Hassan and Eunos Grassroots Adviser and former Aljunied Member of Parliament Zainul Abidin Rasheed.

    Mr Pillai, who has been involved in grassroots activities since 2001, said the Paya Lebar branch has helped residents to find jobs, get subsidised tuition and transport, as well as distribute food.

    He said many activities are funded by well-wishers, and the Paya Lebar branch spends a lot of time trying to raise funds as well. “When it comes to community assistance, that’s above politics. We do it putting the residents at the centre of what we do, so that’s the purpose. It’s not really an election gimmick. Aljunied residents won’t like that,” he said.

    Mr Mohamad Kahar has been conducting Meet the People sessions every Monday since March 2014. He admitted that when they started, the response was not that good, and he saw about five to six people per session. And so he went house-to-house, to tell residents about this “alternative” Meet the People sessions.

    His efforts have paid off, he said. Currently, the team sees around 30 cases each session. On busy nights, the number of cases can even reach 47.

    He still continues his house visits, to explain to residents the Pioneer Generation Package and Silver Support scheme.

    “The idea of telling people that we’ve always been here, we didn’t move out, despite the fact that there are opposition MPs, we provide you an alternative. That by itself tells people that you are genuine, we have your welfare, interests in our mind.”

    He added that he hopes to encourage more Malay residents to lead a healthy lifestyle. In Prime Minister Lee Hsien Loong’s National Day Rally speech last year, he had highlighted the prevalence of Malay and Muslim patients with hypertension, diabetes and obesity.
    Mr Mohamad Kahar also hopes those behind the Smart Nation initiative can consider rolling out pilot projects in the Kaki Bukit estate, where sensors can be used to monitor the movement of elderly who live alone and alert their family members if there is anything amiss.

    More Booking Tours On Long National Day Weekend

    Following the announcement of a long National Day weekend from Aug 7 to 10, tour agencies said they are seeing a spike in bookings.

    According to some agencies, there has been a 30 per cent increase in tour bookings for the extended National Day weekend, with some saying trips to nearby countries such as Thailand and Hong Kong are almost fully booked.

    Numbers are expected to increase further, said the agencies, and companies have also approached the agencies for corporate bookings to reward staff.

    BOOKINGS IN LOCAL HOTELS UP

    However, not all are heading overseas, with local hotels reporting an increase in bookings for the weekend. Some hotels said that about 90 per cent of their rooms with a view of the parade have already been reserved, while others have introduced special packages to celebrate the nation’s Golden Jubilee.

    “If they have done a 3-day booking, we’re obviously going to contact them again and offer the package over the four days because it is not fair that they didn’t know, so this is the government generosity of adding an extra day, which is terrific,” said Antoine Chahwan, Regional Vice President, Four Seasons Hotel. “To celebrate Singapore’s 50, I’m sure a lot of people will stay in Singapore to be part of this great celebrations.”

    Previously, Speaker of Parliament Halimah Yacob urged Singaporeans to remain in the country during the long weekend to celebrate the nation’s 50th birthday instead of travelling overseas.
