    More Diversity In Voices Need To Be Heard On Racism In Singapore

    This article, “Racism in Singapore: Stop telling us minorities how to react to it“. has been shared widely, and I definitely think it is an important voice. I see a growing number of articles/conversations about racism, and a wider range of people speaking up, which I think are encouraging signs that there is more awareness and willingness to talk about race in Singapore.

    I hope the conversation doesn’t fixate on or stagnate at individualised, interpersonal instances of microaggressions, exclusion or privilege. Of course, these experiences aren’t separate from systemic racism, and are in fact deeply linked to them, but the connection often isn’t made as strongly as it could be.

    People switching to Chinese in conversations, friends telling racist jokes, etc are definitely significant and we should keep talking about these things and how they affect us, as well as how we can respond to them. We’ve all had these experiences and can feel solidarity around them.

    But I’m also interested in conversations that I don’t hear as much – about how Malay and Tamil people are overrepresented in prisons, whether they’re more likely to be profiled/picked up for certain crimes than Chinese people are, how Malay students are grossly underrepresented in universities, and what the barriers racial minorities face in accessing education, housing and jobs are.

    I’m interested in critiquing more closely, how our cultures and people are portrayed as backward, lazy, violent, uncivilised and parasitic in national narratives, and whether we can organise to push for anti-discrimination laws, for greater political representation and more in-depth analysis on how the media perpetuates harmful stereotypes about race.

    How many of the 1 in 10 families that live in poverty in Singapore are Malay or Tamil, and how much harder is it for racial minorities to experience intergenerational social mobility? The narrative continues to be that minorities need to work harder to catch up, and some minority groups are held up as “model minorities” and pitted against others. The recent study on Singaporeans’ receptivity to a president of a different race showed that both Indian and Malay respondents would prefer a Chinese candidate over each other. Is this what the success of a divide and rule approach looks like? Solidarity amongst racial minorities is low, and there’s plenty of racism to be explored there too.

    Social problems like unplanned teenage pregnancy, drug abuse and gang culture are ghettoised, stigmatised and pinned to the cultural deficit of minority communities rather than to structural discrimination, alienation and poverty. They’re also not given the same centrality in social policy as problems like gambling, that are more common in Chinese communities, are (as Alfian Sa’at’s play ‘GRC’ points out so well).

    Race needs to be a lens we apply to every social phenomenon we study, and we need more race disaggregated data about everything. The government, certain think tanks and the media are quick to look at race when it is to pin an issue as an “Indian problem” or “Malay problem”, but not to pinpoint racial discrimination.

    To take one example, there’s been a lot of discussion about bullying in Singapore schools – if studies on this also looked at whether racial minorities face more abuse/different types of abuse in school (I’m sure it’s true), anecdotes of interpersonal racism that appear in articles like this would have more context and meaning, and we would be able to offer deeper analysis and make stronger arguments for change. It doesn’t just stop at “my friends needs to be more sensitive” but allows us to demand that MOE, schools and educators take a proactive stance in addressing racial discrimination on a nationwide, school-wide or at least classroom-wide level.

    But maybe there is a different point to be made here too. While there is more interest in discussing race, while there are more voices addressing this now than before, are they diverse enough? Many of these voices, including mine, are middle-class voices. And I believe there are more important voices to listen to, when it comes to racism. The same way that middle-class feminism can silence working class women’s struggles, race consciousness that is not informed by class struggle can be a hazard. I am excited to explore possibilities for organising, for collective action, and to not allow individualised identity politics (or the “cult of individualism”) to become self-limiting or deteriorate into navel gazing.

    He was anything but.

    Things you should know about the late S.R. Nathan:

    1) He worked for the Japanese during the Japanese Occupation.

    So he knew first hand how much it sucked to work for bosses you think might kill you any other day. During the Japanese Occupation, Mr S.R. Nathan worked for the Japanese Civilian Police as a translator. It takes guts to go in to work everyday under those circumstances and Mr Nathan had plenty, as we will talk about next.

    2) He’s actually a hero.

    No exaggeration. We all know this by now. Not just a regular hero. He volunteered to lead the team. At the time of the ferry hijacking, he was the Director of Security and Intelligence Division. The Director. But this is S.R. Nathan we are talking about. He wasn’t going to just send a team in. The man led by example. He volunteered to go.

    3) He didn’t get to finish school before he had to start working.

    What is your excuse? Too difficult to manage work and study? S.R Nathan had to start working before he could finish school but is something like a war going to throw Mr Nathan off his tracks? No way. After the war, he completed his secondary education via distance learning with Oxford while working. Yes you read that right. Before computers were even a thing, Mr Nathan completed his secondary school education via a correspondence course. He then went on to graduate with a Diploma in Social Studies with a distinction in 1954 from the University of Malaya. So again, what’s your excuse?

    4) He made mistakes too.

    Mr. Nathan made mistakes growing up too, but they did not stop him from having an illustrious career his whole life. Sure, it may sound like your typical rags-to-riches story, but why is this story different? He didn’t care for being rich. After his father committed suicide when he was 8, Mr. Nathan went wayward for a couple of years, running away from home, getting expelled for school, even living on the streets for awhile. Eventually he would find work as an office boy and drift from job to job, working as a postman, a hawker’s assistant and even a tuition teacher. He had help along the way, and this was probably the reason why he saw how important it was to help others less fortunate. He learnt it first hand. There are many many stories of how Mr. Nathan helped his colleagues and friends to put their kids through school and find them jobs upon graduation.

    5) He started the President’s Challenge.

    In 2000, he started the President’s Challenge and in 11 years, it had raised more than S$100 million. More than 500 organizations are beneficiaries. He also co-founded SINDA.

    6) He had to be asked to be a Presidential Candidate.

    The Late Mr. Lee Kuan Yew and several others had to ask Mr. Nathan to run for office. Everyone says he only became President because he was the only candidate. We think he became President because everyone unanimously agreed he was the right man for the job.

    7) The next time you hear somebody say S.R Nathan was a useless fella, you can refer this list of accolades to them.

    State Funeral For Former President S R Nathan On Friday

    The late former President S R Nathan will receive a State Funeral on Friday (Aug 26), announced the Prime Minister’s Office (PMO) after he passed away on Monday.

    In a statement, the PMO said: “The Government has accepted the wishes of the late Mr S R Nathan and his family in making the following funeral arrangements. The Government will provide all the necessary assistance.

    “As a mark of respect to Mr Nathan, the State flag on all Government buildings will be flown at half-mast from Tuesday, Aug 23, to Friday, Aug 26, 2016.”

    The body of the late Mr Nathan will lie in state at Parliament House from 10am on Thursday, Aug 25 to 12.00pm on Friday, Aug 26.

    In its statement, the PMO said the public can pay their last respects at Parliament House from 10.00am to 8.00pm on Thursday, Aug 25. On Friday, Aug 26, members of the diplomatic corps and other officials can pay their last respects from 9.00am till 12.00pm.

    A State Funeral Service will take place from 4.00 pm on Friday, Aug 26, at the University Cultural Centre (NUS). It will be attended by Mr Nathan’s family, friends and former colleagues, the President, Cabinet Ministers, MPs, civil servants as well as Singaporeans from all walks of life.

    The State Funeral Service will be followed by a private cremation at Mandai Crematorium.

    Condolence boards will be available at Istana for those who want to pen tributes to the late Mr Nathan from tomorrow morning at 6.00 am. Condolence books will also be opened at all Overseas Missions for overseas Singaporeans and friends.

    The PMO added that the public can express their condolences and share their memories of Mr Nathan at the official website, http://www.remembering.sg/srnathan and/or the Remembering S R Nathan Facebook page.

    Former President, S R Nathan, Passes Away

    Former President S R Nathan died on Monday (Aug 22), said the Prime Minister’s Office (PMO) in a statement. Mr Nathan was 92.

    In its statement, the PMO said: “The Prime Minister and his Cabinet colleagues are sad to learn of the passing of Mr S R Nathan and would like to convey their condolences to his family. The late Mr Nathan passed away peacefully at Singapore General Hospital on Monday at 9.48 pm. He was 92.

    “Arrangements for the public to pay respects and for the funeral will be announced later.”

    Mr Nathan leaves his wife, daughter, son and three grandchildren.

    Prime Minister Lee Hsien Loong sent his condolences to Mrs Nathan and the family. “Deeply saddened by the passing of Mr S R Nathan today,” Mr Lee wrote in a Facebook post. “He passed away peacefully at the Singapore General Hospital, surrounded by family and loved ones, three weeks after suffering a stroke.
    “Mr Nathan’s life is an inspiration to us all. His was a story of how a young boy strove to triumph over his circumstances and make a contribution to society. He held many public service posts, and occupied the highest office in the land.
    “Mr Nathan was our longest serving President. He was a warm and approachable President who endeared himself to Singaporeans. He impressed visitors with his knowledge of world affairs, and served with dignity and distinction.
    “I have known Mr Nathan for 40 years, since I was a young officer in SAF. I remember him as a man guided by a deep sense of duty to the nation. He stepped up each time duty called. He was a true son of Singapore.
    “My condolences to Mrs Nathan and the family. Our thoughts and prayers are with you in this time of grief.”

    President Tony Tan Keng Yam said that he and his wife Mary were “deeply saddened” by Mr Nathan’s passing. In a Facebook post, he wrote: “”Mr Nathan had an outstanding career in public service. He rose from humble beginnings to become the sixth and longest-serving President of Singapore.

    “Mr Nathan began his career is the civil service as a medical social worker in 1955. In his long public service, Mr Nathan served with dedication and distinction, including years in leadership positions in the labour movement, Ministries of Foreign Affairs, Home Affairs and Defence.

    “I had the privilege of working with Mr Nathan from 1996 to 1999 when I was the Deputy Prime Minister and Minister for Defence. He helped set up the Institute of Defence and Strategic Studies, which is now the S Rajaratnam School of International Studies. The School is ranked among the top think tanks in the region.

    “Mr Nathan also played an active role in uplifting the Indian community when he was Chairman of the Hindu Endowment Board and founding member of SINDA.

    “As President of Singapore, Mr Nathan championed social causes by initiating the President’s Challenge in 2000. The President’s Challenge gained much support from the community and raised over $100 million for more than 500 beneficiaries during Mr Nathan’s two terms of office.

    “Our thoughts and prayers are with Mrs Nathan and Mr Nathan’s family during this time of mourning.”

    Mr Nathan had been warded at Singapore General Hospital since suffering a stroke on Jul 31.

    He served two terms as President, from 1999 to 2011. He officially stepped down on Aug 31, 2011 after announcing that he would not seek a third term in office, and was succeeded by President Tony Tan Keng Yam.

    After stepping down as President, Mr Nathan took up appointments as Distinguished Senior Fellow at the Institute of Southeast Asian Studies and at the Singapore Management University’s School of Social Sciences.

    Prior to becoming President, he held key positions in the civil service, as well as in security, intelligence and foreign affairs. He was appointed as Singapore’s High Commissioner to Malaysia in 1988 and later Singapore’s Ambassador to the United States of America from 1990 to 1996.

    He also served as Singapore’s Ambassador-at-Large, and later pro-chancellor of the National University of Singapore.

    Why We Need To Talk About Race

    The just-released Channel NewsAsia-Institute of Policy Studies survey on race relations captures the reality of multicultural living in Singapore.

    Broadly put, it sheds light on how Singaporeans have — or believe they have — interpreted and exemplified our shared ethos of multiculturalism.

    More than 95 per cent of the approximately 2,000 Singaporean residents surveyed agreed that diversity is valuable, and that all races should be treated equally and with respect.

    They also reported that they lived peacefully with those of other races, standing up for them and accepting them.

    While it is not possible to ascertain the depths of interactions, many respondents said they had friends of other races and attended their cultural celebrations.

    Perhaps the Chinese Singaporean, who constitute three-quarters of our citizen population, should get some credit for positive race relations in Singapore.

    Despite being an overwhelming majority, only a third of those surveyed supported the statement that “It is only natural that the needs of the majority race should be looked after first before the needs of the minority races”.

    By not clamouring for majority rights, the Chinese have allowed the principles of meritocracy to gain substantial ground in Singapore.

    This is evident from the 89 per cent of respondents across races in the survey who agreed with the statement that “Everyone who works hard, no matter what race they are, has an equal chance to become rich”.

    But the strong endorsement of multicultural principles and relationships does not mean that our society is free from racism.

    About a quarter of respondents perceived themselves to be at least mildly racist, while 38 per cent of all respondents rated their close friends similarly.

    Asked how racist most Chinese, Malay and Indian Singaporeans were, nearly half of respondents classified each of these generalised groups as at least mildly racist.

    Respondents were even more likely to use the racist label when asked to rate new migrants from China, India and the Philippines.

    This finding can be explained by social psychological research, which has shown that people often view themselves more favourably.

    We judge others based on their actions, but justify our own behaviour by pointing to our good intentions.

    Nevertheless, the survey showed that a significant number of people had seen racism on display by others, which reminds us that it still rears its head in our society.

    These racist behaviours are likely to be of a mild variety, for few of our respondents, including minorities, in the past two years, had experienced instances of insults, name calling, threats or harassment, which is the standard fare of racism in many societies.

    In Singapore, perceptions of racism tend to be based on interpersonal actions that may subtly convey that one group is inferior.

    In this regard, more minorities, compared with majority members, agreed that they had experienced incidents where “People have acted as if they think you are not smart”, or “People have acted as if they’re better than you are”.

    While two-thirds of minorities who have experienced such incidents attributed these differential experiences to race, quite a number, at the same time, also linked this to their educational or income level. This implies that sometimes it is difficult to tease out the exact source of bias.

    Another manifestation of the mild form of racism that respondents cited has to do with the presence of racial stereotypes.

    Nearly half of respondents believed that people of some races are more disposed to having negative traits such as violence, getting into trouble and being unfriendly.

    While stereotypes can be levelled at all groups, the effects of the stereotypes are different. Being labelled “enterprising”, “afraid to lose” and “money-minded” may be regarded as necessary traits for success in competitive market environments.

    But to be viewed as “overly religious”, “boisterous”, “lazy” or “smelly” may have rather dire consequences in how one is treated, and might inhibit entry and progress in a profession.

    It can sometimes also convey that one’s racial and cultural background is essentially second class and subject to derision.

    Some have contended that racism can also be seen when people prefer a member of their race to fulfil certain roles. The survey results confirmed that most people are more comfortable with someone who is racially similar when it comes to marrying into the family, sharing personal problems, managing one’s own business, and the appointment of the Prime Minister and President.

    Such preferences seem to be etched deep into our being, with some recent research claiming that even babies demonstrate such an in-group bias in choosing which other baby in their playgroup they will help.

    However, in-group bias is not always adaptive. Thus, many more minorities, compared with majority respondents, reported their acceptance of the majority race fulfilling many roles — only 38 per cent of Chinese respondents would be accepting of a Malay Singaporean helping to manage their business, while practically all Chinese respondents would accept a fellow Chinese in that role.

    However, 82 per cent of Malay respondents said they would accept a Singapore Chinese in that role.

    This is because minorities who live in a space with many more majority members are aware that it is simply not tenable to expect only members of their race to fulfil important roles and relationships.

    But in our increasingly cosmopolitan city, majority members also should realise that it may no longer be useful even for them to accept only those who are racially similar to themselves in many relationships.

    The character of racism that exists in Singapore was not shaped by acrimonious histories that have plagued a number of societies, where specific groups have been actively subjugated, sometimes through slavery, and worse still, genocide.

    Rather, the vestiges of racism here stem from our innate in-group preferences, which have sometimes left us lacking in sensitivity and self-awareness when we interact with those who are ethnically different.

    If we are to overcome this, we need to talk about our differences, as much as we talk about our commonalities. It is through this process of frank discussion and an openness to understand others that we can eliminate unfair stereotypes and biases. With that, we can go beyond simply agreeing with our multicultural ideals to actually realising them in practice.
