    Pritam Singh: Stronger Sense Of National Identity Bulwark For Singapore In Spats With Big Countries

    Numbers, sometimes, tell the best stories – whether they are about foreign policy, trade or the economy in general. These latest tables published by the Singapore Department of Statistics reveal that the United States and Japan are the biggest foreign investors in Singapore, their $250b accounting for almost 25% of all our foreign investments (Table 1). These countries have a vested stake to defend in Singapore and their investments – to a varying extent – create opportunities here. Table 1 also tells us why the Trans-Pacific Partnership, in principle, is of strategic importance to the Government. Countries like Norway, the Netherlands, and a host of tax havens make the list. But China is conspicuously missing.

    Flip things around however (Table 2), and one sees that the overwhelming bulk of Singapore’s foreign investments are in China – about $110b to be exact. The US comes in at number 14. India and our immediate neighbours feature, but this table emphasizes how important China is to Singapore as a destination for our investments.

    Broadly speaking, both tables are indicative of Singapore’s overall foreign policy posture, the imperatives behind our relationship with China and the US, the Government’s perspective on protectionism and global trade in general, amongst many other things.

    While numbers are helpful in personifying foreign policy, big powers and bigger countries usually have a wider scope and spectrum for action. For a major power like China, the ongoing diplomatic spat with Singapore over the impounded Terrex fighting vehicles (and before that, over allegations of diplomatic impropriety by Singapore in China’s Global Times), is but one manifestation of statecraft insofar as China’s national interests are concerned, and how it wishes to express and exercise those interests. It knows what is at stake for itself (and for Singapore). Compound this with Singapore’s small size and our near total reliance on our neighbours and countries further afield like China for our economic well-being, it should not surprise anyone how delicate things can be for a small country in Singapore’s position. Add our racial demographics and population imperatives, and the conflagration becomes even more complex, something our neighbours, competitors and friends know all too well.

    There must always be space to question our foreign policy or to find our more about its roots and imperatives, and to even disagree with it. But these tables tell us that one-dimensional conclusions about the Government’s strategy, whether one opines them to be right or wrong, are of limited utility, for an underlying question remains central – how differently would it be done, if someone else was in charge?

    When Singapore is pushed around in the international realm, or belittled unceremoniously usually as a result of our size, our opponents do so with their interests in mind, and for those with more nefarious intentions – to drive a wedge among Singaporeans. Rather than to curse our misfortune or those seemingly in charge of our fate, a stronger sense of nation and identity should be the only take-away for Singapore and all Singaporeans as a result of this drawn-out diplomatic spat with China. For it is in our destiny as a small state that similar spats will inevitably come to fore again in future. But is far from inevitable that Singaporeans are destined to be divided.

    What is a Melayu? A common mistake is to view Malayness by ancestry.

    I have discussed this issue several times. A Melayu is not based on genetics. It is a nation.

    This nation is defined by language, culture and Islam.

    In his book “Kerajaan”, Anthony Milner provided some characteristics of the Melayu. He argued that unlike some other nations, the Malays never belonged to a single empire.

    The Malays did not “consider themselves members of a race which owed its origins to a single ancestor or homeland.” But as Raffles noted, the Melayu nation is “one people, speaking one language, though spread over so wide a space, and preserving their character and customs.”

    For Milner, even though the Malays did not belong to one race or empire, there is unity to the nation “that permits us to talk of a ‘Malay world’”.

    Zainal Abidin Ahmad (also known as Za’ba), in 1917, stated that, any person “may be considered to be of the one Malay bloodline in the Malay World as long as they originate from the Indo-Malay archipelago, profess Islam as their religion, and adopt the Malay language, worldview, temperament, and customs” (Chong).

    Milner provided similar assessments. He provided 3 conditions for Malayness: Malay culture, language and Islam.

    Insha Allah in the next post, I will elaborate on the three conditions that Milner wrote about.

    But we can here understand the concept of “masuk Melayu”.

    The Malays is a welcoming and hospitable nation. They welcome others into their society. The Chinese traders, Indian merchants, Arab businessmen. They are all accepted into our society and accorded respect and welcome as is known of the Malays.

    And if they are Muslims, speak the Malay language and follow our customs, they are accepted as a Malay.

    Very few, if any, society has such openness and acceptance.

    *this post is partially inspired by people linking an act of human kindness which should be celebrated when Singaporeans lifted a lorry to save a man trapped underneath, to the sg50 spirit, whatever that means (so if the incident happened next year, Singaporeans would not lift the lorry????)*

    Whenever someone asks whether I am proud to be Singaporean, my response would be ‘what do you mean by that?’ More often than not, they would be stumped, as if it was inconceivable that someone did not know what being ‘Singaporean’ means. Then they would ask ‘I mean, would you die for this country?’ And again i would go, what do you mean by that?

    If you mean dying for this country in a war where we were unjustly invaded, i hope and i pray that I would have the temerity to participate. If you mean dying in a war that is fought at the whims and fancies of politicians to serve their own political agendas, then i do not wish to participate and die such a meaningless death.

    Being ‘proud to be Singaporean’, really has no innate meaning. For me, there are many things that Singapore and Singaporeans have done that i am proud of, and there are many others that i am not proud of.

    I am proud that we are extremely efficient in most cases. I am proud of the cleanliness levels in our streets. I am proud that we have not experienced racial and religious riots since independence. I am proud of our universities’ performance in any global ranking. I am proud of the fact that I am able to practise my faith relatively freely.

    I am not proud that over the past decade, there has not been any discernible improvement in our transportation system. I am not proud of the fact that many Singaporeans feel superior to other human beings – especially our Southeast Asian neighbours – because of our supposed material achievements. I am not proud that racial and religious discrimination still exists on so many levels in everyday life. I am not proud that many Singaporeans do not bother to read beyond official narratives. I am not proud of contraints imposed on some personal liberties in the name of ‘public order’.

    If someone wants to proclaim ‘I am proud to be Singaporean, no matter what happens!’, that is really his/her choice that no one should take issue with. What i do take issue with is the attitude of some Singaporeans, who in their quest for national pride, think of people from
    other nations as less intelligent, as less civilized, and even worse, as lesser human beings.

    So am i proud to be Singaporean? It depends on what you mean….

    Postcard From China: In China, I’ve Never Felt More Singaporean

    The Chinese are a proud people. Engage them in a conversation about Chinese identity and they’ll invariably point out a 5,000-year-old civilisation that is the only one to have survived the test of time. They’ll cite a long list of Chinese traditions and ancient arts as proof of this: tea ceremonies, calligraphy, penzai, silk embroidery, etc. They’ll tell you about family and roots, and the traditional values and morals that still influence much of Chinese behaviour and thought.

    Yet in the same breath, they’ll also boast about the futuristic skyline of Shanghai and glorify the metropolises that house megamalls and other ambitious developments. They’re eager—almost desperate—for you to see how much China has progressed in the last few decades. “Many laowais (foreigners) are shocked when they see China for the first time,” sniffed one of my Chinese friends rather dismissively. She added: “But what did they think China was? Old farming villages? We have as many tall buildings as they do.”

    The irony is that while the Chinese take their identity from old traditions and cultures, they seem to take greater pride in being viewed as modern and cosmopolitan. And at huge odds against what they perceive as being essential to their Chinese identity, the Chinese often covet what is foreign, from cars to electronics, imported foods and even people.

    On Taobao, a popular online shopping website, you can rent a foreigner for various purposes, whether it’s to model at a company event or simply to turn up at a nightclub. A business is more successful and a bar or club is cooler when there is a large proportion of foreign patrons. In this context, however, “foreign” is code for “only white people,” and it’s racist, of course. But the intention is less malicious than pragmatic and the rationale is simple: white people are easily identified as being foreign, and foreign anything makes everything better.

    Despite their “5,000 years of civilisation,” the Chinese remain terribly insecure about their identity, which a Chinese friend describes as a constant struggle between tradition and progress. This is made worse by the sting felt by many Chinese when their country and culture are misunderstood by the rest of the world. It’s something that Singapore experiences as well, and China’s insecurities mirror those felt by Singapore.

    I’ve never been a particularly patriotic Singaporean. I was never someone who’d display the flag when August drew near, or join the ballot for tickets to the National Day Parade. I never took much interest in the celebrations and rituals associated with nation building and national pride. Superficial and meaningless, I thought.

    To be honest, Singapore was like a pair of old jeans I’d worn all my life. It was the only pair I owned, and thus the only pair that knew me well enough to fit the expanding curves of my hips. Oh sure, it was grubby and a bit boring, and occasionally I lusted for fancier foreign brands. But this pair of jeans was the only one I had, and stylish or not, it was the only pair I put on every time.

    Like this old pair of jeans, I never gave Singapore much thought. I never had much urge to search for a deeper interpretation of what it meant to be Singaporean. Singapore was Singapore. It happened to be where I was born and nothing more.

    But then two years ago, I moved to China—Suzhou to be specific—and for the first time, had to live in a place I didn’t belong. Even on the surface, there were things I had to get used to, such as having to communicate in Chinese, a language I learnt in school but in which I was only vaguely conversant. On a deeper level, the Chinese people behaved in ways that I sometimes found quite hard to fathom. Their aspirations may have been familiar, but their means and motivations were quite different.

    Yet I am ethnic Chinese, and look and speak the part. Locals assumed I was one of them, and unlike my German husband who is clearly foreign, I was never treated with the same kids’ gloves. Taxi drivers chuckled at my husband’s attempts to speak in Mandarin, but they barked impatiently at me when I mispronounced the name of my destination. Store vendors flashed toothy grins at my husband and offered free samplings of seasonal local produce. I, of course, was summarily dismissed and ignored.

    Within the expat community, the same confusion produced similar results. People would nod and smile at me, but they pointedly avoided making conversation because they assumed I didn’t speak English. A work contact concluded that I was mainland Chinese from the surname on my email address. He replied: “Your English is very, very good. Well done!” As a mainland Chinese person who’d learnt English as a second language, I might have taken this as a compliment. However, as a Singaporean whose first language was English, and who made a living writing and editing in this language, it was painfully patronising.

    There were other things that annoyed me. People assumed I knew China intimately by sheer virtue of our shared ethnicity. I was often asked to explain China’s idiosyncrasies; sometimes, I was even consulted for road directions. It seemed as if no one truly believed that China was as foreign to me as it was to them. I don’t think it was accurate to say they didn’t know that Singapore and China were separate either. They knew, but on a subconscious level, they simply couldn’t process and understand it.

    My move to China had rendered me a non-entity; I was neither Chinese nor foreign, and for that fact, I’d simply failed to exist. And all of a sudden, my Singaporean identity became more important to me than it had ever been before.

    It made me terribly insecure. Because as much as I wanted to shout it out to the people around, it was hard to explain the idea of a Singaporean. Only 50 years young, we have no obvious cultural symbols. We are a diverse people crammed into a small space. There is no homogeneity and no long history. We are Asian, yet our thinking and perspectives are arguably more “Western” than the rest of our neighbours.

    It frustrated me that I couldn’t articulate succinctly enough what it meant to be Singaporean. A simple question on whether we ate with chopsticks back home in Singapore sent me into a long spiel about our cuisines, our mix of cultures, and our colourful and varied cooking methods. I saw my friend’s eyes glaze over. He’d expected no more than a one-sentence answer, yet I’d turned it into a minor thesis of sorts.

    But the Singapore identity is so multilayered and complex that it is virtually impossible to explain in a few words. This complexity makes it hard to understand, and being hard to understand makes us insecure. Why else would we react to Anton Casey and Ello Ed Mundsel Bello the way we did? Our screaming fits and tantrums say much more about us than a few unpleasant comments made by a couple of disgruntled foreigners.

    It took moving away from Singapore to get me thinking about identity issues and how my country of birth has shaped the person that I am. In trying to explain who we are, I still feel the sting of insecurity and the frustration of being misunderstood. The Americans have “freedom,” the British have Shakespeare. The French and the Germans have croissants and brotchen, but the world has yet to discover kaya toast and eggs. And even if they did, I’m willing to bet our neighbours are likely to contest the claims that these belong to us alone.

    One can argue that we now have the Marina Bay Sands and Gardens by the Bay as famous landmarks to call our own. But my heart tells me that this is not authentic. Because the Singapore I know is about the kopitiamauntie who slops soup into my noodle bowl and says, “careful ah very hot later you burn yourself.” It’s about the taxi uncle who’ll shoo me into his air-conditioned taxi when I try to help him heave my luggage into the boot because “outside very hot. You now sweat already go inside the plane very jialat one.”

    Happy Birthday, Singapore. On your 50th anniversary, I wish you courage and confidence. Our search for a strong identity is one that will inevitably be fraught with insecurity and frustration. And our attempt to find ourselves will result in the shiny artefacts that now claim our city centre. But what makes you so much a part of me, Singapore, are the smaller, intangible things that make me think of home. And until I left, Singapore, I never realised how much you meant to me.

    Being a Singaporean Is NOT Easy!

    It ain’t easy being Singaporean.

    Your life is run by a series of acronyms like ERP, COE, CPF, PSLE, NS, PMS; you have to endure the relentless tropical heat; you have nothing to read butThe Straits Times; your national culture consists of shopping and whining (I’m nothing if not patriotic); and it’s still considered a crime to strangle Gurmit Singh. You get called names like ‘little red dot’, ‘useless piece of snot’ and even Jacky Chan craps all over you. Let’s face it, when a man who made his living jumping around like a monkey says you have “no self-respect”, well, it ain’t been a good week.

    But still, you try. The great Romantic poet John Keats once wrote:

    It matters not what the crowd bays

    Or what the angry gods may say

    For all that matters is the heart

    And the values you cling hard

    What beautiful lines. It means that regardless of what people may say or think about you, what matters is what you believe in. Words deserving of colourful embroidery indeed. Ok, I completely made the lines up. Keats never said that. I could have looked him up but I really can’t be bothered. Laziness is one of my many charms. But don’t let that take anything from the message. It’s still pertinent.

    And so I try, as a citizen, to narrow the gulf between our national values and what we do as a country. After all, if morality means practicing what you preach, then being a great country means practicing what you teach. Under George Bush, America tore up their Constitution, practiced torture, invaded the wrong country and became the pariah of the international community. Under Barack Obama, America is heeding the call of its ideals and founding principles and, in the process, is becoming great again.

    I think a little red dot can be great too. I think greatness is not limited to the measure of size and might, but the loftiness of one’s ideals and one’s faithfulness to them. By this definition, Singapore can be great.

    And so I turn my eyes towards our ‘Shared values’. Phrases like “Nation before community and society above self” ring so sweet. They stir up a sense of pride deep inside. They make me want to do something. Oh shut up, it’s true. They really do make me want to give of myself.

    But then I see our ministers’ legendary salaries and their need to “facilitate the recruitment and retention of the quality of talent we need for the government and public sector.” My enthusiasm becomes more flaccid than an 80 year old man in a cold shower.

    What about Shared value #3 -“Community support and respect for the individual”? Pretty uncontroversial, we can’t go wrong here. 377A, AWARE new exco, Thio Su Mien – enuff said.

    What about Asian values and Confucian ethics ? I think to myself, well, perhaps cynicism aside, the clarion call to be moral, ethical and righteous, regardless of their political intent, is worth heeding. My cynicism is about to slip away when I also recall our on-going manufacture of landmines, their sale to war-torn countries, our economic dealings with the Myanmar junta, our medical offerings to Robert Mugabe, and most recently, our welcome of North Korean President Kim Yong Nam. Ah well, you know what they say, we’re just a little red dot and must look out for our national interests.

    Pragmatism is a wonderful device. It allows you to do anything you want, however you want, and then blame it on reality. It’s an excuse for abandoning higher morals and ethics without looking like a dick. It makes you a man because you’re seen to be ‘realistic’ and ‘grounded’. It’s the ultimate backstage pass, allowing you to bypass everyone to get straight to the goodies. And being pragmatic also means that you have to pretend to have values, whether shared or of the Asian variety because there are idealistic saps out there who, believe it or not, romanticise principles. It’s just pragmatic to be an ethical Confucianist.

    It’s hard being Singaporean. It’s damn hard. Screw it. I’m going shopping.
