    27-Month Probation For 21 Year Old Man Who Molested Two 14 Year Old Boys

    A 21-year-old man was on Friday (Sep 25) sentenced to undergo 27 months of probation for using criminal force to outrage the modesty of two secondary school boys in February last year.

    Aloysius Goh Jun Yuan had outraged the modesty of the 14-year-old boys by grabbing the boys’ groins on separate occasions.

    The incidents took place at Tanah Merah MRT station.

    The first victim was molested twice in the span of about two weeks. He lodged a police report after the second incident, and was able to identify Goh through photographs.

    The second victim, who is also friends and schoolmates with the first victim, was similarly molested by Goh. The boy managed to grab Goh’s arm immediately after he had molested him, and questioned him as to why he had done so. Goh did not respond, and walked away.

    After telling his teacher and parents about the incident, the second victim’s mother lodged a police report. The victim was also able to identify Goh through photographs.

    In coming to an agreement with Goh’s lawyer Kalidass Murugaiyan, the prosecution said they would not object to Goh undergoing a “vigorous programme” of probation. Channel NewsAsia understands that Goh already stays at Teen Challenge (Singapore), a centre for youth-at-risk, where he is closely supervised.

    District Judge Lim Keng Yeow told Goh that ordinarily, the nature of offences he had committed “should result in imprisonment”, and that probation is “an unusual sentence that will be meted out”.

    In sentencing Goh to probation, Judge Lim noted that Goh had a lack of familial support and that a more structured environment would do him good. “I expect that you will comply with orders (of your probation officer) and receive treatment”, Judge Lim told Goh.

    On probation, Goh will have to abide by a curfew, perform 180 hours of community service, be treated by a psychiatrist and is not allowed to possess or use any mobile device capable of downloading or running third-party applications.

    His mother agreed to a S$5,000 bond to ensure her son’s good behaviour.

    For using criminal force to outrage the modesty of a victim, Goh could have faced up to two years in jail, a fine, and caning.

    Probation Sentence Overturned, Voyeur Going To Jail

    A man who was initially given probation for various offences, including filming family members of his girlfriend in the shower, making an up-skirt video, and possessing 10,574 obscene films, will be heading to jail after all.

    In his ruling on Tuesday (Mar 17), Justice Chan Seng Onn described the initial sentence as “manifestly inadequate” and ordered that Chong Hou En be jailed for 16 weeks.

    The prosecution had appealed against Chong’s sentence of 30 months’ split probation.

    The 29-year-old had been convicted of five counts of insulting the modesty of a woman by intruding on her privacy. Back in 2011, he was caught red-handed by a victim’s husband, filming an up-skirt video at IMM shopping mall in Jurong. The former labour relations officer had stuck a mini-camera to the tip of his shoe for this purpose.

    Following his arrest for that up-skirt video, subsequent investigations uncovered thousands of obscene videos in his computer.

    It was also found that Chong installed a camera disguised as a lighter in the toilet of his girlfriend’s parents’ home from August 2010. Thereafter, he filmed her older sister, his girlfriend’s two nieces, aged 10 and 12 at the time, and his girlfriend’s sister-in-law.

    Justice Chan noted that in sentencing Chong to probation, the district judge had placed considerable weight on medical evidence that Chong was suffering from the psychiatric condition of voyeurism.

    However, in his judgement, Justice Chan took into account aggravating factors such as the high degree of planning and premeditation in Chong’s acts, and the fact that there were multiple victims – two of them very young.

    Toa Payoh’s Teenage Vandals Given Two Years’ Probation

    Two teenagers who vandalised the rooftop of a block of flats in Toa Payoh last year have been sentenced to two years’ probation.

    Reagan Tan Chang Zhi and Chay Nam Shen, both 18, were each placed on 24 months’ probation by the State Courts today (March 2) for theft, vandalism and trespassing. They were also placed on a curfew from 10pm to 6am daily, and ordered to perform 180 hours of community service.

    Both will be electronically tagged for six months, while each of their parents have been bonded for S$8,000.

    Tan and Chay were among five teenagers involved in the incident. In January, David William Grasskov, 18, who helped steal the cans of paint used but did not take part in defacing the rooftop, was sentenced to 15 months’ probation.

    The remaining two. Boaz Koh Wen Jie and Goh Rong Liang, both also 18, are waiting to be sentenced.

    The five — good friends who called themselves “Mikecool” — had, on the evening of May 6, 2014, met at Block 85A Toa Payoh Lorong 4. Later that night, they spotted a parked lorry carrying cans of spray paint and decided to steal four cans. They then agreed to climb to the rooftop of Block 85A and spray graffiti on the walls.

    At this time — about 11.50pm — Grasskov who had initially agreed to participate, decided to catch the last bus home. The others made their way without him to the rooftop, by squeezing through a gap in the wall, as the rooftop access door was locked.

    After waiting for the lights in the flats facing the rooftop to go off, the four sprayed profanities insulting the People’s Action Party and the police, on the wall using red paint.

    The next morning on May 7, the police received a call reporting the graffiti, which was splashed across a large flat wall panel on the top of the block unit. The total cost incurred for repainting the vandalised walls was S$128.84.

    Further investigations revealed that the four had trespassed the same rooftop twice before, and Grasskov once.

    The five had also trespassed onto the Marina Bay Suites condominium on Mar 29 last year, where they had gone to the rooftop to chat and smoke. In another incident in late 2013, the five had trespassed into a construction site, where they climbed onto a crane.

    The maximum sentence for vandalism is up to three years’ imprisonment, or a fine up to S$2,000, or both. Offenders may also face between three to eight strokes of the cane. Those who trespass may face up to three months in jail, or with a fine of up to S$1,500 or both if convicted, while those convicted of theft may be jailed up to three years, fined, or both.

    19 Year Old Sentenced To Probation And Community Service For Running A Brothel

    A 19-year-old Singaporean who was caught running a brothel was on Monday (Jan 5) sentenced to 18 months of probation and 120 hours of community service.

    Jaryl Tan Wencong was arrested by Central Narcotics Bureau officers on July 8 last year during a drug bust at a hotel in Geylang.

    Another Singaporean man, 22-year-old Cheng Wei Guang, was arrested with Tan. Six Thai passports and a photocopy of another passport, all belonging to Thai women, were found on the two men.

    A third man — 21-year-old Francis Tan Thuan Heng — has also been arrested for involvement with the syndicate and is currently awaiting trial.

    Cheng faced 16 charges and was sentenced to nine months in jail last year.

    Investigations revealed that the women were working for a vice syndicate run by a person known only as David, who would upload photographs of women to the Internet and secure clients, for whom the women would provide sexual services.

    Court documents showed that Jaryl and the two men were in charge of running a brothel out of several condominium units at Mount Elizabeth. Their tasks included delivering food, condoms and lubricants to the women and cleaning the units.

    The three men also collected the women’s earnings at the end of each day.

    Jaryl also pleaded guilty to the charge of receiving women who were being used for prostitution.

    On July 1 last year, Jaryl and Cheng picked up Ms Sukana Yenjai, a 30-year-old Thai national, from Changi Airport and took her to the Mount Elizabeth condominium.

    Investigations showed that an unknown agent in Thailand had made arrangements for Ms Yenjai to come to Singapore to work as a prostitute.

    During the hearing at the State Courts yesterday, District Judge Lim Keng Yeow considered nine other charges against Jaryl, including living on immoral earnings of the prostitutes.

    Under the probation order, Jaryl, who will be enlisted into the army on March 6, has to remain indoors from 10pm to 6am when he is out of camp.

    The judge also ordered his mother to pay a bond of S$5,000 to ensure his good behaviour.

    Security Guard On Probation For Having Sex With 13 Year Old Girl

    A former security guard was placed on probation for 15 months on Thursday after he admitted having sex with a 13-year-old girl who had run away from home.

    Muhammad Rohaizad Muhammad Razali, 20, is the third of four men to be dealt with for having sex with the minor, who fell pregnant and had to have an abortion.

    He befriended her on Facebook and asked her to be his girlfriend. She agreed and they had sex six times over the next month at a HDB staircase landing.

    He pleaded guilty to two of six offences committed between Feb 8 and March 8 and said he did not use protection on either occasion.

    Muhammad Rohaiza was also ordered to perform 120 hours of community service and remain indoors between 10pm and 6am. His parents have to sign a $5,000 bond to ensure his good behaviour.

    The court heard that during his month-long relationship with the girl, who is now 14, Muhammad Rohaizad would meet her almost every day near his home in Yishun. All of their sexual encounters took place in the staircase landing of a HDB block there.

    Musa Ahmad, 23, and Muhammad Nur Hakim Abdullah, 21 – who were dealt with previously – each received a year in jail.

    A fourth man, Muhammad Sharul Shah Saruwan, 20, will be sentenced on Dec 24.

    The maximum penalty for having sex with a person under 16 is 10 years in jail and a fine.
