    Video Of The Shooting of 12 Year Old Tamir Rice By American Policeman

    A rookie Cleveland cop shot and killed Tamir Rice literally seconds after arriving at a park where the 12-year-old was carrying a BB gun. In disturbing new security video, released on Wednesday by police, the unnamed police officer is seen exiting his police vehicle and almost immediately deciding to shoot the child.

    A rookie officer pulled the trigger, said Jeffrey Follmer, president of the Cleveland Police Patrolmen’s Association.

    Police were sent to the Cudell Recreation Center at Detroit Avenue and West Boulevard about 3:30 p.m. when someone called 9-1-1 to report a “guy with a gun pointing it at people.”

    The caller told dispatchers twice that the gun was “probably fake,” but that detail was not relayed to the responding officers, Follmer said.

    The video was made public one day after the parents of Rice had sent out a letterasking the city’s Mayor Frank Jackson and the Cleveland Police Department to release the footage, NBC affiliate WKYC reported.

    From the letter:

    While we request the release of the complete video, we also ask for the media to give our family privacy as we continue to grieve and learn about what happened. We feel the actions of the patrol officer who took our son’s life must be made public.

    It is our prayer and request for citizens in the City of Cleveland and throughout Northeast Ohio to remain calm at this time. We ask for the public to demonstrate peacefully.

    Though the hurt our family feels is too painful for words to describe, we still have faith in the justice system. We thank the community for their prayers, encouragement and support. It has helped us during this difficult time.

    Officials have said that the boy was shot when he pulled the pellet gun from his pants after he was told by cops to raise his hands, although he didn’t point the gun at the officers. The video appears to show that he was shot before he would have had time to point the gun, or raise his hands, anywhere.

    Americans Protests Against Decision Not To Indict Offier Darren Wilson For The Shooting of Michael Brown

    Thousands of people rallied late Monday in U.S. cities including Los Angeles and New York to passionately but peacefully protest a grand jury’s decision not to indict a white police officer who killed a black 18-year-old in Ferguson, Missouri.

    They led marches, waved signs and shouted chants of “hands up, don’t shoot,” the refrain that has become a rallying cry in protests over police killings across the country.

    The most disruptive demonstrations were in St. Louis and Oakland, California, where protesters flooded the lanes of freeways, milling about stopped cars with their hands raised in the air.

    Activists had been planning to protest even before the nighttime announcement that Officer Darren Wilson will not be charged in the shooting death of Michael Brown.

    The racially charged case in Ferguson has inflamed tensions and reignited debates over police-community relations even in cities hundreds of miles from the predominantly black St. Louis suburb. For many staging protests Monday, the shooting was personal, calling to mind other galvanizing encounters with local law enforcement.

    Police departments in several major cities braced for large demonstrations with the potential for the kind of violence that marred nightly protests in Ferguson after Brown’s killing. Demonstrators there vandalized police cars and buildings, hugged barricades and taunted officers with expletives Monday night while police fired smoke canisters and tear gas. Gunshots were heard on the streets and fires raged.

    But police elsewhere reported that gatherings were mostly peaceful following Monday’s announcement.

    As the night wore on, dozens of protesters in Oakland got around police and blocked traffic on Interstate 580. Officers in cars and on motorcycles were able to corral the protesters and cleared the highway in one area, but another group soon entered the traffic lanes a short distance away. Police didn’t immediately report any arrests.

    A diverse crowd of several hundred protesters marched and chanted in St. Louis not far from the site of another police shooting, shutting down Interstate 44 for a time. A few cars got stuck in the midst of the protesters, who appeared to be leaving the vehicles alone. They chanted “hands up, don’t shoot” and “black lives matter.”

    “There’s clearly a license for violence against minorities, specifically blacks,” said Mike Arnold, 38, a teacher. “It happens all the time. Something’s got to be done about it. Hopefully this will be a turning point.”

    In Seattle, marching demonstrators stopped periodically to sit or lie down in city intersections, blocking traffic before moving on, as dozens of police officers watched.

    Groups ranging from a few dozen to a few hundred people also gathered in Chicago, Salt Lake City, and Washington, D.C., where people held up signs and chanted “justice for Michael Brown” outside the White House.


    “Mike Brown is an emblem (of a movement). This country is at its boiling point,” said Ethan Jury, a protester in Philadelphia, where hundreds marched downtown with a contingent of police nearby. “How many people need to die? How many black people need to die?”

    In New York, the family of Eric Garner, a Staten Island man killed by a police chokehold earlier this year, joined the Rev. Al Sharpton at a speech in Harlem lamenting the grand jury’s decision. Later, several hundred people who had gathered in Manhattan’s Union Square marched peacefully to Times Square.

    In Los Angeles, which was rocked by riots in 1992 after the acquittal of police officers in the videotaped beating of Rodney King, police officers were told to remain on duty until released by their supervisors. About 100 people gathered in Leimert Park, and a group of religious leaders held a small news conference demanding changes in police policies.

    A group of about 200 demonstrators marched toward downtown.

    The marchers shut down the northbound and southbound lanes of Interstate 110 in downtown Los Angeles late Monday night, according to City News Service. People stood and lay in the northbound lanes and the center divider.

    Another splinter group of about 30 people marched all the way to Beverly Hills, where they lay down in an intersection.

    Chris Manor, with Utah Against Police Brutality, helped organize an event in Salt Lake City that attracted about 35 people.

    “There are things that have affected us locally, but at the same time, it’s important to show solidarity with people in other cities who are facing the very same thing that we’re facing,” Manor said.

    At Cleveland’s Public Square, at least a dozen protesters’ signs referenced police shootings that have shaken the community there, including Saturday’s fatal shooting of 12-year-old Tamir Rice, who had a fake gun at a Cleveland playground when officers confronted him.

    In Denver, where a civil jury last month found deputies used excessive force in the death of a homeless street preacher, clergy gathered at a church to discuss the decision, and dozens of people rallied in a downtown park with a moment of silence.

    Eugene Tan: Do Away With Race-Based Annual Academic Data

    Every year, the Ministry of Education (MOE) publishes data on how Singaporean students fared in the previous year’s national examinations; that is, for the Primary School Leaving Examination, and the GCE O- and A-Levels.

    The data demonstrates the significant progress of Singaporean students over the past two decades. Last year, 95 per cent of the 2003 Primary One cohort proceeded to post-secondary education after 10 years of schooling.

    Before last year, the annual releases were titled Performance by Ethnic Group in National Examinations. They are now titled 10-Year Trend of Educational Performance. However, the data remain primarily organised and broken down according to the Chinese-Malay-Indian-Others (CMIO) racial classification.

    Raising academic standards is a collective national effort. We should not allow success or failure to be perceived in racial terms when other factors such as socio-economic status are playing a larger role.

    Such a routine public release of annual data on the major ethnic groups’ academic performances is likely to have the unintended consequence of reinforcing racial stereotypes, especially of the minority groups.

    The MOE should replace the current practice of annual reporting of such data with periodic reporting every five or 10 years. As the ministry stated in its 2014 data release earlier this month, “year-to-year fluctuations are to be expected as each batch of students is different, so it is more meaningful to focus on longer-term trends over 10 years”.

    In November 2012, I asked in Parliament whether the objective of providing feedback to the communities on their students’ academic performance can be achieved by a limited release at five- or 10-year intervals, when comparisons and analyses can be more meaningful and productive.

    The MOE’s Senior Parliamentary Secretary Hawazi Daipi replied that the annual release of data “enables the respective communities to monitor the effectiveness of their educational programmes, and recognise and celebrate their children’s achievements. There is also value in providing such information so that the community, ethnic self-help groups and the public can study the data and discuss areas for improvement”.

    If ethnic self-help groups need the information annually to assess and tweak their programmes, the MOE can easily provide the data directly to them away from the public glare. But circumspection is needed with annual data, since such programmes take time to raise academic standards and performance.

    PROVIDE DATA BASED ON SOCIO-ECONOMIC STATUS

    To be sure, the data is of some use in examining educational performance trends. Yet, in presenting trends, such data are not necessarily better if they do not provide meaningful information, and this undermines the primary purpose of releasing it.

    For example, the data show that Malay students, despite making the biggest improvement in mathematics, still do not fare as well as their non-Malay counterparts.

    In 2004, 67.8 per cent of Malay students passed O-Level mathematics. The figure has hovered at around 70 per cent since 2009. The comparative figures for Chinese and Indian students were 93 and 80 per cent, respectively, last year. But these statistics do not tell us why some groups perform better than others.

    This is not to mollycoddle some groups or to massage the facts of educational performance of the various races. Instead, greater attention and care should be put on the type and regularity of the information released, and how to release it in a measured way that will strengthen the efforts and self-esteem of groups that do not do so well.

    How about publishing data on how students perform according to their socio-economic status (using proxies such as housing types and household income), which is more relevant than race in explaining and uplifting educational performance?

    Is it not more likely the case that a non-Chinese student who needs help in mathematics would have more in common with his Chinese counterpart who also needs help in the same subject than with a fellow non-Chinese student who is doing well in mathematics?

    Research has shown that academic performance is not simply a function of actual ability. It is affected by the shared beliefs that people hold about the performance and abilities of their own and other social groups, whether it is race, religion or gender.

    Stereotypes are beliefs people have about different social groups, and how these beliefs affect our attitudes and abilities. Stereotype threat occurs in situations where people fear that their poor performance, when judged by or treated in terms of their race, fulfils a negative stereotype about their group. When people perceive a stereotype threat, they tend to underperform, thereby conforming to the stereotype.

    Context matters, too, and affects how we view presented data. We have long imbibed the dominant meritocratic discourse, which often equates academic success with one’s individual ability and effort. Hence, education successes and failures are commonly framed and seen as resulting from factors originating outside our well-regarded education system.

    The data are organised along race, but do particularistic factors such as race explain why a group lags behind academically, never mind the significant progress made?

    In educational psychology, the cultural deficit model posits that some groups underachieve vis-a-vis the dominant majority group because their culture is disadvantaged in important ways — in skills, knowledge, and behaviour — which contributes to poor school performance generally.

    At a time when the CMIO racial classification is less relevant with more inter-racial and international marriages, we must do away with racial stereotypes or notions of cultural deficits, because they undermine the very students we seek to help. Only then can our students develop to their full potential, unencumbered by the stereotypes and baggage of race, religion and language.

    KUALA LUMPUR, Nov 19 — Marriages between Malaysians of different races risk harming “national harmony”, Tan Sri Abdul Gani Patail said, noting that many such unions have resulted in bitter disputes over the religious statues of the couple’s offspring.

    The Attorney-General noted that apart from these legal battles, such marriages have also led to claims of “racial discrimination”

    The top lawyer added, however, that law reforms meant to solve such problems have yet to be approved.

    He said interracial marriages also created the “new conflict” between civil law and Shariah law on the issues of unilateral conversion of children and child custody disputes where only one spouse converts to Islam.

    “The increasing number of cases has also raised allegations of racial discrimination by the courts and authorities. The anguish to the families cannot be overstated and that is a fact.

    “In this regard, the failure of the converting spouses to resolve the family arrangements prior to conversion and in fact, attempting to use the different jurisdictions of the civil and Syariah courts to their advantage, jeopardizes not only family harmony but potentially national harmony,” the top government lawyer said according to his written speech from the ILKAP National Law Conference 2014 last week.

    Abdul Gani said the problem of enforcing conflicting orders from the civil courts and Shariah courts in such disputes then calls into question the Attorney-General’s Chambers (AGC) and police’s integrity, adding that this would hamper their ability to effectively carry out their duties.

    Abdul Gani did not name any examples of such court cases, but there are two high-profile cases that have hit national headlines — the cases of non-Muslim mothers Indira Gandhi and Deepa Subramaniam, where both women’s Muslim convert ex-husbands ran off with their children.

    In both cases, the Muslim convert ex-husbands cited the Shariah court orders granting child custody to them when refusing to comply with the civil court’s child custody orders in favour of their former spouse.

    Despite recovery orders from the Ipoh High Court and Seremban High Court directing the police to act to find and return the abducted children to the non-Muslim mothers, the police have declined to take action and are now seeking the courts’ clarification instead.

    Abdul Gani said proposed amendments to three laws were mooted in 2009 to ensure that matters such as child custody and child maintenance would be decided by the court where the marriage was registered.

    “These amendments, however, remain pending,” he said, without elaborating further.

    He listed down the three laws of Law Reform (Marriage and Divorce) Act 1976, the Islamic Family Law (Federal Territories) Act 1984 and the Administration of Islamic Law (Federal Territories) Act 1993.

    Lawyers have argued that child custody matters for a marriage that was initially between two non-Muslims should be decided by the civil courts even if a spouse later converts to Islam.

    This is because a marriage that started out as a civil union should end or have any related issues ruled upon in the civil courts, instead of the Shariah courts for marriages between two Muslims, the lawyers said.

    Muslim Sensitivity In Malaysia: Real Or Feigned?

    Many women who use dye to cover the grey in their hair know about the skin allergy test to be performed 48 hours before applying it. A person with an allergy to the chemicals in the dye, like the person with a food intolerance, can develop a nasty rash. In extreme cases, the face may swell and the air passages can get constricted to the point of causing suffocation.

    In Malaysia, we have a similar test, known as the “intolerance test”. Malays are sensitive creatures, or so they are told by the ulamas and religious authorities. All Malaysians live in fear of failing the Malay “intolerance test”.

    Religious authorities have told Malays that they are very sensitive creatures and that they will react badly to many everyday items. It is a relatively new phenomenon. In the past, Malays were not afflicted by this condition. Perhaps, when a lie is repeated often enough, people end up believing it.

    Today, we have Muslims, like the person with an allergy, who will react badly to many normal, everyday things, such as touching dogs, wearing items made of silk, not wearing the tudung, holding hands, being in the same house or room with a man who is not a family member, reading some types of books, listening to some types of music or watching certain films, playing stringed instruments, doing ballet, singing Christmas carols and playing choral music.

    In the past, Malay women were not forced to wear the tudung. Today, it is de rigeur, especially if you work in the civil service or aspire to be a politician. In Kelantan, steps are in place to fine women who refuse to wear the tudung. If you are Malay, was your grandmother, who was content with a shawl or selendang, less religious?

    How did we get to this stage, where mullahs and conservative Muslims fail to appreciate that a Muslim’s piety, compassion or spirituality cannot and should not be measured by how well she covers her head?

    There was a time when Malay girls who were active in sports did not mind wearing shorts, but today this mode of dressing is frowned upon. Now, we concentrate on the attire, rather than a healthy interest in sport.

    In years gone by, children were allowed to play amongst themselves. Today, girls and boys, even toddlers, are segregated. Little girls are made to wear the tudung and cover their bodies. Leggings for a child in a tropical climate encourage fungal diseases.

    Why are Malays depriving young children of both sexes the chance to bond? Why are we passing down our own adult fears of sexual impropriety to children who have not even reached the age of puberty?

    This segregation probably explains why young Malay adults are not able to relate to one another as normal human beings. Some Malay adolescents, when meeting a person of the other sex for the first time, do not know how to behave. They mistake a natural biological attraction for love.

    Older Malaysians will remember the days when Malaysians of different races or religions socialised freely. One of these occasions would have been the traditional Malaysian “open house” ritual for festivals.

    Today, Malays are reluctant to attend the open houses of their non-Muslim friends. They refuse to eat off plates which may have been contaminated by non-halal food.

    Non-Malay friends claim that their close Muslim friends would only attend a wedding reception at home if a separate section, with food cooked by halal caterers and served disposable plates, were provided. The preparations for the wedding are already stressful without this added burden. Only the very wealthy can accommodate this request.

    Older Malays used to do yoga in the privacy of their homes or in groups. A few years ago, a fatwa against Malays doing yoga was issued. Did the ulamas suggest alternative methods of stress or pain relief for these people? Is their prescription to read more of the Quran?

    At school, few non-Malay children dare share the contents of their tuck box with their Malay friends for fear of the teacher punishing them for “polluting the blood of the Muslim child” with non-halal food.

    Muslims who go overseas on holiday or work are happy to eat from plates in restaurants or dine at the house of foreigners. Back in Malaysia, some Malays behave with extreme fragility. Why the double standard? Why this Jekyll and Hyde character?

    Now we have water that is “seditious” and “insensitive” to Muslims because it comes in bottles bearing the image of Lord Murugan next to the halal logo. Will the normal, ordinary Muslim take control of his life and hound these gormless extremists from tarnishing Islam? Will Malays with common sense finally make a stand? Or do they agree that the Cactus Brand mineral water is only a side show to distract us from the other farce, the Sodomy II trial, and other issues like the KLIA2 flooding, the mudslides in Cameron Highlands, the GST, and the 1MDB debacle?
