    Cemetery Worker Gets 15 Years Jail And 24 Strokes Of The Cane For Raping Homeless 12 Year Old Girl

    A cemetery labourer who raped a homeless 12-year-old girl staying at the burial ground with her family was sentenced to 15 years’ jail and the maximum 24 strokes of the cane yesterday.

    Roslan Jaafar, 42, had pleaded guilty in April to two counts of statutory rape and one count of sexual assault of a minor.

    Yesterday, his lawyer, Mr Subir Singh Grewal, appointed under the Criminal Legal Aid Scheme, asked for a jail term of 10 years.

    He noted that Roslan had not intentionally sought the girl for sex and believed she was sexually experienced when in fact she was not.

    Deputy Public Prosecutor Quek Jing Feng, however, argued for a deterrent sentence of 10 to 15 years, pointing to the 26-year age gap between Roslan and the girl.

    Two other counts of sexual assault of a minor and sexual exploitation of a child were taken into consideration during sentencing.

    Roslan has a son and three daughters from a marriage which ended in divorce in 2006. He has lost contact with his ex-wife and daughters and looks after his son.

    In March 2012, his son, who was then eight, started playing with the victim and her younger sister at the cemetery while Roslan was working. At the time, the girl’s family had no fixed abode and lived temporarily in a tent at the burial site.

    After introducing himself to the girls’ mother, he visited the family regularly and grew close to them.

    In May, Roslan began to take her out regularly to run errands, usually for more than two hours each time.

    He would take her on his motorcycle to a quiet spot nearby at night.

    He had sex with her on a bench on two occasions and sexually violated her on three other occasions .

    He told the girl not to tell her mother about it.

    Although the girl consented to having sex with him, by law, sex with a girl under 14, with or without her consent, is considered rape.

    On June 1 that year, the girl’s maternal uncle was visiting the family when Roslan took her out.

    When they did not return after more than two hours, the uncle became worried.

    He searched for Roslan’s number on the girl’s phone and found text messages from him.

    After the girl returned, the uncle confronted her with the messages. She broke down and told him what had happened.

    A police report was made at the Nanyang Neighbourhood Police Centre and Roslan was arrested last year.

    The girl’s family is no longer staying at the cemetery.

    The maximum jail term on each charge of rape and sexual assault is 20 years.

    After brutally raping and robbing a petite woman, who was 36kg lighter than him, he had the audacity to remark how “good” he was after agreeing to give her back the items he had taken from her.

    The rapist made the comment praising himself as he returned his victim’s NRIC, ATM and ez-link cards to her after purchasing a can of beer with money stolen from her.

    He chose to keep the rest of the $8.80 that he had taken, however.

    On Monday, Riduan Rantau was jailed for 12 years and given 18 strokes of the cane for robbing and raping the 34-year-old woman at a staircase in the carpark in southern Singapore on Oct 13 last year.

    CCTV footage from the carpark shows Riduan dragging the woman to the carpark staircase where he robbed and raped her.

    Despite being seen by two witnesses, the Malaysian cleaner continued attacking his victim.

    Deputy Public Prosecutor Christine Liu described the brazen manner in which Riduan committed the rape as “a real cause for alarm” to residents.

    Rise Of Sexual Crimes In Singapore

    The number of sexual crimes has been rising over the last four years.

    And given that minors may find it harder than adults to pick up the pieces, experts are urging parents to build open relationships with their children so they will feel safe in opening up about possible wrongdoing.

    Last year, there were 272 cases filed in the State Courts involving either sexual assault by penetration, sexual grooming of a minor under 16, outrage of modesty or rape. Another 169 cases involving these crimes led to convictions.

    This is an overall increase of about 60 per cent from 164 cases filed and 105 convictions in 2011.

    In the High Court, 13 rape cases were filed last year, up from four the year before and six in 2012. Eight people were convicted of rape last year compared to four in 2013 and six in 2012.

    The Association of Women for Action and Research (Aware) also said that 234 people sought help at its Sexual Assault Care Centre last year, up from 192 in 2013.

    While the rise could be due to an increased willingness to come forward, it could be only the “tip of the iceberg”, said Aware’s programmes and communications senior manager Jolene Tan, pointing out that a majority of cases also go unreported.

    “If children feel they can confide without facing judgment or shaming… parents and caregivers are more likely to be in a position to know about situations that involve sexual violence and provide assistance,” she said.

    It is especially critical to catch abuse of minors early because “children might carry the trauma for the rest of their lives”, said Dr Carol Balhetchet, senior director for youth services at the Singapore Children’s Society. “At least with adults, they have some experience to help them process what happened. Children are a blank slate.”

    Girls might suffer from depression and inflict self-injury by cutting themselves in an attempt to deal with the stress, said the clinical psychologist. Boys, on the other hand, tend get angry and aggressive, becoming defiant and getting into fights, she said.

    Consultant psychologist and traumatologist Elizabeth Ho from mental health practice the Resilienz Clinic, said boys may also struggle with their sexual orientation, after finding themselves sexually aroused during the abuse.

    “Arousal in males is a biological thing, it’s not something they can effectively control,” said Ms Ho. The problem is exacerbated if the abuse occurs during adolescence when sexual identity is formed.

    Experts also told The Sunday Times that the impact on victims is even worse if the offender is “known to the child’s family”.

    The Ministry of Social and Family Development (MSF) handled 38 cases of sexual abuse involving minors last year. In 2013, there were 40 cases. In most cases, the perpetrator was a family member.

    Such victims tend to suffer deeper emotional trauma, said Dr Joy Low, senior clinical psychologist with MSF’s Clinical and Forensic Psychology Service. “Many victims may be unwilling to disclose or even engage in treatment due to feelings of guilt which comes from implicating their loved ones.”

    For years, “Nick’s” stepfather would “massage” him at night before he went to sleep. It involved the man fondling the boy’s privates.

    The abuse began when he was in primary school. It stopped only earlier this year after counsellors in school found out and reported the case to the police.

    The Secondary 3 student continues to struggle with feelings of guilt and shame, said Ms Lena Teo, assistant director of counselling at the Children-at-Risk Empowerment Association (Care). “He also has so much anger because an adult he trusted and was supposed to respect abused him sexually.”

    Therapy to help survivors lead normal lives again can take from six months to a year on average, but can stretch up to 18 months, said Dr Low. It typically involves getting survivors to talk about the experience in order to help them process the hurt, and adapt psychologically.

    It is also crucial that victims be in an environment in which they feel safe to share their experience.

    Mrs Kim Lang Khalil, director of DaySpring Residential Treatment Centre, which helps abused teenage girls, said: “Those who are abused tend to be hyper-vigilant. They are always concerned about possible attacks on them, they get startled easily, and do not trust adults as most of the time they were abused by one.”

    DaySpring can take up to 22 girls, who are mostly referred by MSF and typically stay for a year at its Turf Club compound. Each girl has a care team – a counsellor and a coach to help her get over her trauma. When the girls are well enough to leave, there is a “graduation” ceremony where they share with other girls their experience.

    Said Mrs Khalil: “By being willing to share, they show that they have made peace with their past, and are no longer ashamed.”

    Woman Jailed For Lying About Rape, Beating Up Sister

    Not only did she lie to the police about being raped, but she also stole from a 64-year-old man and beat up her 14-year-old sister.

    Yesterday, former healthcare assistant Norlindah Roslan (above), 28, was sentenced to 41/2 months in jail after being found guilty of giving false information to the police, drug consumption, theft and slapping her sister.

    In March last year, after having consensual sex at a rubbish bin centre with a Malaysian cleaner, Norlindah, who was then working at Tan Tock Seng Hospital, called the police to make the rape allegation after quarrelling with her fiance, who was not named.

    The court heard that at about 1.50am that day, she had handed her uniform to the cleaner for drying before leaving for a smoke. She claimed that when she returned to the bin centre later, he pulled her into a room and raped her.

    As part of investigations against the 33-year-old Malaysian, police collected closed-circuit television footage taken from around the rubbish bin centre.

    They found that Norlindah had walked into the cleaner’s room of her own accord and the two of them had agreed to have sex when they were smoking earlier.

    She told police the truth three months after she was arrested on Feb 27 and placed in remand.

    The court also heard how Norlindah had met cabby Yeo Shek Yong when she boarded his taxi in January this year. On Feb 23, she went to his flat in Yishun. Before leaving, she pocketed a gold ring with an embedded jade stone. She pawned the $1,400 ring for $450 and used the money to pay her landlord.

    In the slapping incident, Norlindah and two of her sisters, aged 15 and 25, went to a flat in Jurong East Street 32 where their youngest sister was on Feb 11 this year. They took the 14-year-old to the void deck. There, Norlindah and the two sisters slapped and punched the victim. The sisters will be dealt with separately.

    A cemetry labourer has admitted raping a 12-year-old girl who was staying at the burial ground with her family.

    Roslan Jaafar, 41, befriended the girl – along with her younger sister and mother – after they started staying in a tent at the site in early 2012.

    He would take the girl out to run errands, such as buying cigarettes and dinner – but used their meetings to have sex with her.

    Roslan was caught only when the girl’s uncle noticed she had been missing for hours and discovered messages about “making love” on her phone.

    Yesterday, he pleaded guilty in the High Court to two counts of rape and one of sexual assault of a minor.

    Two other counts of sexual assault of a minor and sexual exploitation of a child will be taken into consideration when he is sentenced at a later date.

    The court heard yesterday that the family moved to the burial ground temporarily as they had no fixed accommodation.

    Roslan had betrayed the trust of the mother and that of the victim, who “would not expect a friend’s father to cause her harm”.

    The case was adjourned after the Law Society’s Criminal Legal Aid Scheme said it was looking into whether to take up Roslan’s case.

    The girl and her family are no longer staying in the cemetery.
