    PCF To Increase Fares For Kindergartens, Childcare Centres

    PAP Community Foundation (PCF), the largest pre-school operator here, is set to raise fees for most of its kindergarten and child care centres from next year.

    Explaining that fee increases are needed from time to time to maintain the quality of its programmes, PCF could not say which or how many of its 153 childcare centres and 215 kindergartens will be affected, but explained that current fees and revised fees would “vary across different kindergartens, childcare and infant care centres”.

    “Due to our large network of centres, it is also difficult to pinpoint a specified amount of increase due to the variation mentioned,” a spokesperson said. “The increase will affect generally all cohort of students.”

    The hike was approved by the authorities in May. Several centres have already informed parents of the new fees, while the PCF will continue to reach out to parents over the rest of the month.

    Stressing that PCF is committed to keeping fees affordable, the anchor operator also said fee increases are done in “tandem with increases in our investments in curriculum and learning environment as well as the employment of qualified teachers who continue to receive on-going profession development”.

    “Such increases are also needed to defray rising operational costs, most notably in the salary costs of preschool staff,” the spokesperson added.

    The PCF could not provide a range for how much fees would increase by, but a letter to parents from PCF Sparkletots Preschool @ Nanyang Blk 922 on revised fees — which was has been circulating online since last week — showed that from next year, K2 fees will be S$617.90 a month for Singapore citizens. Permanent residents (PRs) will pay S$765 and foreigners pay S$926.80.

    For infant care, fees would be S$1235.80 a month for citizens, S$1,530.10 for PRs and S$1,853.70 for foreigners.

    In September last year, it was reported that fees were raised for some PCF centres, but no organisation-wide hike was implemented.

    The spokesperson, pointing out that the revised fees are below the fee cap set by the Early Childhood Development Agency (ECDA), also assured that even after the increase, the “vast majority” of PCF centres will continue to offer fees at lower than the median fees of other anchor operators and preschool centres. The fee cap for anchor operators is S$720 a month for full-day childcare.

    PCF will help families who require financial assistance with relevant sources of support. For example, the PCF will continue to provide additional assistance through various local schemes including their Headstart Fund, which support families with monthly per capita income of S$500 or less.

    Parents with children in PCF centres interviewed by TODAY said they have not been informed of any changes, but said they would be concerned if there are hikes, especially since some saw increases last year or the year before.

    A parent with two children in PCF Punggol South, who did not want to be named, said fees at the centre were raised in January this year, and any increase next year would be unreasonable.

    Private tutor Shawn Koh, 35, who has three children at PCF Lorong Ah Soo, said fees at the centre increase last year. and agreed that any increase must be justified.

    Of the four pre-school anchor operators contacted by TODAY, two — MY World Preschool and E-Bridge — responded, saying they will not raise fees for next year.

    Motorcyclist Killed In Accident On PIE

    A 25-year-old Singaporean man was killed in an accident on the Pan-Island Expressway on Monday.

    The mishap involving his motorcycle and a truck occurred at about 4.30pm on the highway towards Changi, after the Central Expressway exit, said a police spokesman.

    The motorcyclist was pronounced dead by paramedics at the scene.

    The truck driver, a 50-year-old Malaysian, was arrested for causing death by negligent act, and police investigations are ongoing.

    The Straits Times understands there were no passengers in either vehicle.

    The accident caused a massive jam that at one point stretched all the way to Bukit Batok.

    Traffic began to ease only after 8.30pm.

    Walid J. Abdullah: Society, Not State, The Answer To Police And Nip Seditious Comments

    I always get worried when someone is charged or jailed for saying something ‘wrong’. Believe me, i know all about racist/derogatory comments (i am Muslim and Indian, after all!), but even with regards to those who make such remarks towards my religion or ethnicity, i would never advocate for the strong arm of the law to punish the offender.

    And what is even more worrying for me, i see so many people cheering the sentence of the dude who allegedly hurt so many Singaporeans with his comments; and in fact, many are asking for a longer jail term.

    Do we really have to punish people who make the slightest of offensive remarks? Can’t we disagree loudly and passionately, or call them out ourselves? Can we ever solve racism or attain true racial harmony if our response is to utilize the full force of the state each time something like this happens?

    I say: always be careful if you advocate for more state intervention in terms of punishment, because today it may be someone else who said something ‘wrong’; tomorrow, when societal conditions and/or the state change, it may be your turn.

    Filipino Ello Ed Mundsel Bello Sentenced To 4 Months Imprisonment For Seditious Remarks

    A Singapore court on Monday sentenced a Filipino nurse to four months in prison for posting inflammatory comments on Facebook against Singaporeans and lying to police investigators.

    Ello Ed Mundsel Bello, 29, a former employee of government-run Tan Tock Seng Hospital, had posted comments insulting Singaporeans and calling for the takeover of the city-state by his countrymen.

    State Courts Judge Siva Shanmugam sentenced Bello to three months in jail for sedition in relation to his Facebook posts, and another month for lying to police who investigated him following complaints from the public.

    “In a nation whose only resource are its people, we simply cannot afford to condone any act which poses a threat to our social stability and security,” the judge said.

    Prosecutors had asked for a prison term of five months. Bello’s lawyer told reporters his client would not appeal the sentence and hoped to be back in the Philippines by Christmas with a sentence reduction for good behaviour in prison.

    Singapore, a densely populated immigrant nation which suffered racial riots in the 1960s, uses sedition laws to clamp down on locals and foreigners found to have incited ethnic tensions.

    In a Facebook post on January 2, Bello wrote: “Singaporeans are loosers (sic) in their own country, we take their jobs, their future, their women and soon we will evict all SG loosers (sic) out of their own country hahaha.”

    In a subsequent comment, Bello said “we will kick out all the Singaporeans and SG will be the new filipino state”.

    After an outcry from Singaporeans, Bello took down his posts and claimed to police investigators that his account had been hacked by an unknown person. But he eventually admitted posting the comments.

    Prosecutors said Bello’s misleading statements to the police aggravated his original offences and led to “unnecessary wastage” of investigative resources.

    Singaporeans who have written or published racist comments about other ethnic groups as well as foreigners have also been prosecuted.

    The Filipino community in Singapore is estimated at more than 170,000. Once largely made up of maids, majority of the community is now in service jobs and professional positions including senior bankers and technology executives.

    About 40 percent of Singapore’s population of 5.5 million are foreigners. The wealthy city-state depends heavily on guest workers because of its low fertility rate.

    In his sentencing remarks, the judge said Ello’s postings on the now defunct Facebook page of an online forum called “The Real Singapore” had “the potential to harm relations between Singaporeans and Filipinos in Singapore.”

    “The accused’s provocative conduct, if left unchecked, could possibly result in discrimination against the innocent and law-abiding minority Filipino residents in Singapore,” the judge added.

    A Singaporean man and Australian woman behind “The Real Singapore” are themselves facing sedition charges after publishing a false report that incited vitriolic online attacks on Filipinos in Singapore.

    Bello could have been sentenced to three years in prison for sedition and a year for lying to the police, but the judge said he was a first-time offender who showed remorse by pleading guilty at the first opportunity

    Bikers Do Their Bit For Charity

    More than 150 motorcycles swept into Eunos Crescent and Joo Seng Road estates on Sept 20 and its riders and pillions dismounted and spent several hours cleaning 50 rental units in the area.

    The participants came from 13 motorcycle clubs in Singapore and were part of this year’s Wheels of Love charity event.

    The annual event first started in 2011 with only 15 motorcycles involved, but has grown 10 times to 150 bikes this year.

    Madam Ng Hiong Kew, 67 was all smiles and laughter after seeing that her one-room flat was spick and span.

    She said in Mandarin: “After my knee operation, I can’t walk well and take a very long time to clean up so I am really grateful that they (volunteers) came over to help me out.”
