    HDB Investigating Makeshift ‘Childcare Centre’ In Toa Payoh Flat

    A night-time “childcare centre” has been operating at a Housing Board flat in Toa Payoh, caring for up to 10 children.

    Residents at the block told Shin Min Daily News that parents take their kids to the flat every day after 6pm.

    The children are of primary school age, with some five years old, Shin Min reported on Saturday (March 11). Some are reportedly driven there by their parents, while others are dropped off by the school bus.

    “The children usually stay there for some hours. Some even spend the night there, and the parents pick them up the next day,” said the resident whose name was not given.

    Shin Min visited the block and a resident who declined to be named said that the owner of the flat had started renting it out one or two years ago.

    “After the tenant moved in, occasionally I’ll see a woman taking her kids there.”

    Another resident who declined to be named told Shin Min that he hears the sound of children running in the unit every night.

    He said he previously asked the tenant of the unit about the situation. The tenant reportedly said he let them run to expend their energy.

    Other residents said the family was friendly and the children polite.

    Shin Min observed that the two shoe racks outside the flat were stacked with shoes and slippers, many of them kid-sized.

    When asked by Shin Min, a male tenant at the flat in question denied that he was running a “childcare centre”.

    He explained: “I’m just helping my friends look after their kids, there are more than 10 of them. I receive some money to help out with family expenses.”

    The man, who is in his 50s, said that the parents who take their kids there are from China. These parents want to let their children have an environment where they can learn English, and he would speak the language to them.

    The man added that he resorted to this as he had been unemployed for six years.

    He was previously an art teacher in Hong Kong and Macau, where he lived for more than 10 years.

    When he returned to Singapore, he could not find a job.

    “I have a son who has attention deficit and hyperactivity disorder (ADHD) at home, so I give tuition at home, and help my friends look after their kids, to pay the bills.”

    He said he was not robbing anyone, and that it was not easy to get a job at his age.

    Shin Min checked with the landlord, who said she was unaware of the activities going on and would immediately find out more from the housing agent.

    A spokesman for the HDB told The Straits Times yesterday (March 11) that flats are for residential use.

    “While residents may use their flats to carry out home-based small scale informal businesses under the Home Based Small Scale Business Scheme, childcare centres are not allowed,” said the spokesman.

    The spokesman said HDB had not previously received feedback about childcare services being provided in the flat in question.

    “We are investigating the case with the relevant authorities,” said HDB.

    Man Arrested For Taking Upskirt Video At Toa Payoh – Pinned Down By Passers-By

    A man has been arrested for allegedly taking an upskirt video of a woman.

    This happened at Toa Payoh MRT station on Wednesday (Nov 16).

    A woman in her 20s suddenly pointed at a middle-age man and shouted for help while she was standing at Exit C of the MRT station.

    Immediately, four men came forward to help to restrain him.

    A passer-by said she saw the middle-age try to escape.

    The four men pressed the man on the ground until the police arrived.

    Police have arrested the 43-year-old man. Police investigations are ongoing.

    A man who collects cardboard for a living was hit by a taxi at the junction of Yishun Avenue 3 and Sembawang Road at about 2.30pm on Thursday (Nov 3).

    Mr Wong Kum Chew, 63, was crossing the road with his trolley when a taxi which was making a left turn, hit him. The impact left Mr Wong lying on the road near his trolley stacked with cardboards. He was covered with cuts, grazes and blood all over his body.

    When passers by rushed to his aid, Mr Wong asked, “Where is my trolley? Where is my trolley? I have two packets of biscuits inside.”

    A lady, Ms Irene Lim said it was heart-breaking to see Mr Wong in that state. A Singapore Armed Forces officer, Lieutenant Colonel (Dr) Timothy Teoh checked Mr Wong’s injuries and noted that nothing was fractured.

    Mr Wong lives with his wife and son. His son is the family’s sole breadwinner and earns about $1,000 a month. Mr Wong earns $6 to $7 a day from collecting cardboards.

    After Mr Wong was conveyed to Khoo Teck Puat Hospital, Ms Lim’s husband helped to push Mr Wong’s trolley back to his home.

    A 5-room HDB resale flat in Toa Payoh recently changed hands for $955,000 a figure that is comparable to the high resale flat prices at The Pinnacle@Duxton, reported My Paper.

    The sale also stood out as it happened near the Ghost Month, which is usually a quiet period for the property market.

    Measuring 124 sqm, the 14-year-old flat is located at Block 154 in Toa Payoh Lorong 2, between the 22nd and 24th storeys, showed HDB data.

    In July 2007, a 5-room resale flat on the 28th storey of the same block was sold for $650,000, a new record for resale flat prices within the area at that time.

    Eugene Lim, Key Executive Officer at ERA Realty, said the unit enjoys an excellent location.

    Situated just across the road from Toa Payoh Town Centre, the flat is near the Toa Payoh MRT station, with an underpass directly linking to it, he said.

    Since it is on a high floor, the unit is not blocked by any surrounding flats, offering unobstructed views, noted Lim.

    If the owner is facing the right direction, he can even see the MacRitchie Reservoir, he added.

    However, he believes the deal is unlikely to become a trend as it is more of an exception than the norm.

    Upskirt Pervert In Toa Payoh Pinned Downed And Shamed In Public

    A dramatic scene unfolded yesterday afternoon at Toa Payoh Central as 3 middle-aged men pinned down a pervert who was caught taking upskirt photographs of women on an escalator.

    The perverted photogrpher, who was pinned down in the picture above, was spotted behaving suspiciously around the escalator in front of the entrance of an NTUC Fairprice super market.

    When one of the photographer’s victims realized what he was doing, she confronted the man and made a scene, causing a large crowd to form around them. Outnumbered and shamed, the man tried to escape but was quickly pinned down by 3 uncles from among the growing crowd.

    Police arrived shortly after and arrested the man. Investigations are ongoing.
