    Countering Terrorism And Violent Extremism Key Concern For Singapore, Region: MFA

    Countering terrorism and violent extremism is a key concern for Singapore and the region, given the risks posed by returning ISIS fighters as well as the group’s radical propaganda in Southeast Asia, the Ministry of Foreign Affairs (MFA) said on Thursday (Mar 23).

    Singapore’s Foreign Affairs Minister Vivian Balakrishnan met with US Secretary of State Rex Tillerson and participated in the Meeting of the Foreign Ministers of the Global Coalition on the Defeat of ISIS in Washington DC on Wednesday.

    MFA said Singapore welcomed the Meeting of the Foreign Ministers, hosted by Mr Tillerson.

    “Singapore has consistently supported the coalition’s efforts through contributions of military assets and personnel, and believes in the need for a comprehensive response that encompasses addressing economic, social and political factors,” it said in a statement.

    At the meeting, MFA said Dr Balakrishnan and Mr Tillerson reaffirmed the “deep and multi-faceted relations” between Singapore and the US in the areas of defence, economic and security.

    They also discussed regional developments as well as ways in which the US could build on its enduring strategic and economic interests in the Asia-Pacific and strengthen its engagement of ASEAN, the ministry added.

    Dr Balakrishnan will meet Chairman of the Senate Foreign Relations Committee Bob Corker before departing the US for Singapore on Friday, according to MFA.

    PAPpies and their running dogs in the constructive, nation-building media and academia and on social media say that the price of water hasn’t been changed for years, so we shouldn’t be getting worked up about the 30% hike (peanuts, really).

    But 18 months ago, Vivian B said (see below) there was no need to change the price because PUB has improvements in membrane tech and productivity and that the water tariff and WCT reflect the scarcity of water.

    So what has changed in 18 months?

    Either in 2015 (before GE) the PAP administration didn’t do their homework leading a minster to mislead S’poreans and parly, or in 2017 the cabinet didn’t read what the then minister said in 2015 when making the decision to raise prices.

    But then maybe before GE 2015, PAP wanted to get rid of its “Pay and Pay” tag?

    Kudos to whoever originally dug this up. I think it is Chen Jiaxi Bernard, a WP man. Well done.

    Vivian Balakrishnan: Singapore-Taiwan Arrangement Longstanding, Does Not Affect Singapore’s Adherence To ‘One-China’ Policy

    Singapore will not allow any single issue to hijack its longstanding, multifaceted relationship with China, Foreign Minister Vivian Balakrishnan said yesterday.

    He also said that Singapore’s training arrangements with Taiwan are long-running and not a secret, and that a large number of Singaporean men have trained there since 1975.

    “Everyone, including China, knows that we’ve had special arrangements with Taiwan for a long time and what we are doing there is no longer a secret,” Dr Balakrishnan said at The Straits Times Global Outlook Forum when asked about the seizure of Singapore Armed Forces (SAF) armoured vehicles at a Hong Kong port last Wednesday.

    He added that he had told his Chinese counterpart that Singapore values its longstanding relationships.

    The nine Terrex vehicles and equipment that were seized had been used in an SAF military exercise in Taiwan and were on an APL ship taking them back to Singapore.

    The ship was in transit in Hong Kong. Following the seizure, China asked Singapore on Monday to adhere to the “one China” policy.

    Separately, Defence Minister Ng Eng Hen said yesterday that “Singapore fully respects and supports the ‘one China’ policy… We play a positive role in cross-strait relations, and we will continue to do so”.

    Speaking at a visit to a military camp, Dr Ng said officials from shipping line APL met Hong Kong Customs officials yesterday.

    Mindef officials will monitor the meeting closely, he said. He hoped it will clarify the reasons and legal basis for the detention. Mindef will decide on the appropriate course of action based on its outcome.

    Asked if the incident would affect Singapore’s training arrangements overseas, Dr Ng said the SAF will continue to train abroad based on bilateral agreements.

    “We adhere to the ‘one China’ policy. Any training matters between us and other countries are bilateral, and we should not unnecessarily, until the facts come out, muddle the picture and impute various motives.”

    Vivian Balakrishnan: Cloud Seeding Rumours Are False, Malicious

    Rumours that cloud seeding is taking place to induce rain ahead of the Singapore Grand Prix are false, Minister for Environment and Water Resources Dr Vivian Balakrishnan said.

    Addressing a WhatsApp message that has been making the rounds in Singapore, Dr Balakrishnan posted on Facebook on Thursday (Sep 17): “The National Environment Agency does not engage in cloud seeding and has no plans to do so. Singapore is so small that even if anybody tried to do it, the rain would almost certainly fall outside Singapore.”

    He added: “Singaporeans should beware of malicious people spreading false rumours during a period when anxieties are heightened.”

    The original WhatsApp message called for people to be wary of what it claimed were “chemically-induced rain showers”, purportedly meant to reduce haze levels in light of the coming Formula 1 race, which will be held on roads in Singapore’s Civic District from Sep 18 to 20.

    You may have seen this making the rounds. It is untrue.NEA does not engage in cloud seeding and has no plans to do so….

    Singapore has been blanketed by haze caused by forest fires in neighbouring Indonesia. The 3-hour Pollutant Standards Index (PSI) hit two-year highs earlier in September, with readings crossing 200. They have dipped below 100 in the past two days.

    AIR QUALITY TO REMAIN MODERATE: NEA

    In an advisory released on Thursday, the National Environment Agency (NEA) said that hazy conditions in Singapore have eased further as prevailing winds continue to blow from the southeast. As at 1pm, the 24-hour PSI was 76 to 96, in the Moderate range.

    For the next 12 hours, the 24-hour PSI is expected to be in the high end of the Moderate range, but may enter the low end of the Unhealthy range if unfavourable winds blow in haze from Sumatra, the agency added.

    NEA reiterated that the health impact of the haze is dependent on a person’s health status, the PSI level, and the length and intensity of outdoor activity.

    “Reducing outdoor activities and physical exertion can help limit the ill effects from haze exposure,” said the NEA. “Given the air quality forecast for the next 24 hours, healthy persons should reduce prolonged or strenuous outdoor physical exertion.”

    “The elderly, pregnant women and children should minimise prolonged or strenuous outdoor physical exertion, while those with chronic lung or heart disease should avoid prolonged or strenuous outdoor physical exertion,” NEA added.

    Vivian Balakrishnan: Relationship With Citizens Not ‘A One Night Stand’

    Minister for the Environment and Water Resources Vivian Balakrishnan likened Singaporeans’ relationship with the People’s Action Party (PAP), forged 50 years ago, to a marriage.

    “Relationships have ups and downs. Sometimes, you even need to fight.

    “The point… is, a relationship is not a one-night stand. It’s not just finding the mostINTERESTING, the most entertaining partner, but about someone who you are going to spend another 50 years or more (with),” he said.

    His PAP team is contesting the Holland-Bukit TimahGROUPrepresentation constituency (GRC) against a Singapore Democratic Party (SDP) team led by party chief Dr Chee Soon Juan.

    Dr Balakrishnan said at a rally at Commonwealth Avenue last night that the PAP hadEARNED the trust of Singaporeans through the long relationship.

    But along the way in this “marriage”, a third party will try to barge in.

    “Let’s be honest. There will always be opportunities.

    “How do third parties come in? They come in when they sense the relationship is not close… not strong or when there are issues that are not yet resolved,” he said.

    The opposition, he said, will campaign on the basis of the politics of anger, envy, jealousy and class division.

    “But actually what they are trying to do is barge into our home.”

    The relationship isn’t always glamorous.

    “Many opposition politicians look down on PAP politicians for spending so much time on the ground, for knocking on your doors humbly, for looking at drains,CHASING rat burrows, getting rid of mosquitoes,” he said.

    But the PAP does it so people will know the party is there for them, Dr Balakrishnan said.

    “We do all these things because of a relationship. Because I want you to know that I’m there for you. That I will look after you, protect your children, that I’llINVEST (in) and build your neighbourhoods,” he said.

    He said the party has built a relationship based on trust.

    ‘IT’S ABOUT TRUST’

    “People knew whether we did the popular or unpopular thing… we did it with you, for you and for Singapore. It’s not just a slogan. It’s really about trust,” he said.

    And that includes designing a system unique to Singapore to help those who need it most.

    Describing Singapore as having one of the fastest ageing population, coupled with one of the fastest shrinking population, he said the Government had to consider a model that would best serve the differentGROUPS.

    For example, the welfare state model from Western countries provides universal benefits but at the cost of highTAXES.

    Such a systemWORKS if the population and its people’s wages are growing, and if the middle class are able to afford the high tax rates, he said.

    But when a population is ageing and is expected to shrink in theFUTURE, the system will fail, he said, adding that Japan was one such example.

    Singapore, on the other hand, works on its own model, built on the basis of personal and family responsibility, savings, living within our means, having insurance and subsidies targeted for the needy.

    “The value of our Singapore model, which is unique, is that we can make sure the people who need help receive help, we don’t run out ofMONEY and the reserves are not raided.

    “For the Pioneer Generation, $8 billion put aside, we didn’t pass the bill to the children. We took it straightaway (from the) present budget, settled andACCOUNTED for,” he said.
