    Singaporean Sick And Elderly Pack Johor Nursing Homes

    In a quiet private estate within Taman Johor, a 30-minute drive from the Causeway, there is a large two-storey bungalow with high ceilings and a lush garden.

    At first glance, it looks like a typical suburban residence. But it is really a nursing home, and Singaporean Andrew Tan is one of its residents.

    The house is part of a cluster of 10 bungalows within the estate, making up the City Heart Care Nursing Home.

    “There are computers for me to check my Facebook page, my own TV to watch the news and I can even go to the coffee shop outside for noodles,” said Mr Tan, 43, who is paralysed from the chest down after a car accident 20 years ago.

    His family, who lives in Singapore, sent him there as his ageing parents no longer have the strength to care for him.

    After visiting more than 10 nursing homes in Singapore and Malaysia, the former electrical technician, who is single, chose City Heart Care as “it does not feel or smell like a hospital”.

    “I also have my own room, which means I have privacy when my diapers need changing,” he said.

    He is one of a growing number of infirm Singaporeans who have been admitted to nursing homes in Johor Baru, where prices can be as low as half those in Singapore.

    Mr Tan’s family pays $900 a month for a two-bedded private room. A similar room in Singapore would cost more than double.

    The growing influx is convincing major nursing home players to expand in Johor Baru.

    Singapore company Econ Healthcare Group, which runs eight nursing homes here, opened a 57,000 sq ft, four-storey home in Taman Perling this month. The 199-bed centre is a 30-minute drive from the Causeway.

    Spring Valley Homecare, believed to be Johor Baru’s largest nursing home operator, with 210 beds, recently bought an 8,000 sq ft piece of land in Johor Baru.

    Its Singaporean-Malaysian owners want to build a three-storey, 84-bed home by the end of the year.

    City Heart Care is also looking to buy more bungalows.

    Said Econ group executive chairman Ong Chu Poh: “There is potential in Johor Baru because of lower land and labour costs, which mean lower fees.”

    Three residents from Econ’s nursing homes in Singapore have already moved over to its new Taman Perling home.

    At Spring Valley, more than 40 per cent of its 150 residents are Singaporeans, compared with a fifth five years ago. At City Heart Care, the number of Singaporeans has doubled in the last two years to make up 20 per cent of its residents.

    Affordability is the key pull. Nursing home fees in Singapore range from $1,200 to $3,500 a month. This is before government subsidies of between 10 per cent to 75 per cent. But those with per capita household incomes of above $2,600 do not qualify for these subsidies.

    In Johor Baru, nursing home fees start from $600 a month, making them attractive to middle-class Singaporeans.

    Mr Frankie Ker, director of Spring Valley, said most of his Singaporean residents come from the “sandwiched middle class”.

    He said: “If you are poor, the Government will look after you. If you are rich, you can afford three maids to look after you 24 hours. If you’re middle-class, it’s tough.”

    Spring Valley offers basic, spacious open wards for $600 a month. Those who prefer more privacy can pay $900 for a two-bedded room in City Heart Care’s bungalows.

    “Singaporeans are very price-sensitive and will bargain for even $20 off,” said City Heart Care’s Malaysian owner, Mr Jeremy Yeo.

    Econ’s homes target those with higher spending power, charging up to $2,500.

    Besides offering single rooms with attached toilets, it has barbecue pits and outdoor exercise gardens. Still, its fees are up to a third lower than its Singapore rates.

    The space crunch in homes in Singapore is another reason more are heading across the Causeway.

    There are 10,000 beds now and the Health Ministry is pushing to increase this to 17,150 by 2020. Work on seven new nursing homes began this year.

    Operators said demand for nursing home space here will only grow, given Singapore’s ageing population, creating a spill-over effect across the Causeway.

    For some though, being in Johor can be a more lonely experience as the hassle of crossing the border deters some families from visiting, said operators.

    Retired labourer Seow Teck Beng, who has been living at Spring Valley for three years, sees his children every three months. “I miss them,” the 89-year-old said.

    Operators said that they try to encourage family visits.

    Econ’s Mr Ong said: “Singaporeans can combine the visit with weekend shopping. Johor Baru is not that far away – it’s like an MRT trip from Jurong to the airport.”

    For Mr Tan, who said he is now good friends with the Indonesian staff at City Heart Care, Johor Baru has become a long-term choice.

    He gets visits from his family several times a year, but he said: “This is my home now.”

    London-Based Priest Slammed For Allowing Muslim Prayer Service To Take Place In Anglican Church

    A London-based priest has been slammed after allowing a Muslim prayer service to take place in an Anglican church in the British capital, the Daily Mail has reported.

    Reverend Giles Goddard – described by the newspaper as a ‘leading liberal clergyman’ – held the ‘Inclusive Mosque’ event at St John’s Church in Waterloo, South London, where he is the vicar.

    Speaking at the service he asked the congregation to praise ‘the god that we love, Allah,’ the report added.

    Rev Goddard said: “It is very much about St John’s being a place of welcome. We understand God as a generous God, a God who celebrates love and celebrates life.”

    Speaking of the ‘Inclusive Jummah’ event which was held in partnership with the Inclusive Mosque Initiative, he added: “They could have gone to a community center, I suppose, but they loved being in a church, they were just really pleased and delighted to have the welcome and it was very moving, really. It is the same God, we share the same tradition.”

    And he said that ‘everything his church did was legal and within bishops’ guidelines’.

    Finishing the service he read from religious text Psalm 139, adding: “This is from the Hebrew scripture – we all share these great traditions, so let us celebrate our shared traditions, by giving thanks to the God that we love, Allah.”

    But the event – which is believed to be the first time an entire Islamic service was held by the Church of England – has come under criticism from conservative clergy, who say it breached canon law.

    Reverend Stephen Kuhrt, vicar of Christ Church, New Malden, said: “I am appalled by islamophobia and when people whip up anti-Muslim frenzy, but the vicar of St John’s Waterloo has done something that is completely illegal, which is to allow an Islamic service to be held in his church, and then he has participated as well.’

    And the minister of Wimbledon’s Emmanuel Church, Reverend Robin Weekes, said: “The issue is not primarily that canon law has been broken, which it has, but that it is offensive to Christians who believe that there is only one God.”

    Turkey: Spy From Anti-IS Coalition Who Helped Three British Girls Cross Into Syria Arrested

    Turkey said on Thursday it had caught a spy working for a country in the U.S.-led coalition fighting the Islamic State of Iraq and Syria (ISIS) who had helped three British girls cross into Syria to join the militant group.

    “Do you know who turned out to be the person helping these three girls cross into Syria and join ISIS?” Foreign Minister Mevlut Cavusoglu told broadcaster A Haber in an interview.

    “He was caught. It turned out to be someone who works for the intelligence of a country from the coalition.”

    He did not specify which country the spy was working for but said it was not the European Union or the United States. The coalition also includes countries such as Saudi Arabia, Qatar, Jordan, Bahrain, Australia and Canada.

    Cavusoglu said he shared this information with his British counterpart, who had replied “as usual.”

    Spy in custody

    A Turkish official who declined to be identified told Reuters the spy was now in custody.

    “The person was working for the intelligence agency of a coalition country but is not a citizen of that country. The person was not a Turkish citizen either,” he said.

    The Islamic State of Iraq and Syria (ISIS) seized large swathes of land last June, including territory close to the Turkish border. The U.S.-led coalition is using mostly air power in an attempt to push the Sunni militant group back.

    British police and the girls’ families have issued appeals for their daughters to return home after they flew to Istanbul from London on Feb. 17. Friends Amira Abase, 15, Shamima Begum, 15, and Kadiza Sultana, 16, are thought to have since entered Syrian territory controlled by Islamic State.

    Thousands of foreigners from more than 80 nations including Britain, other parts of Europe, China and the United States have joined the ranks of Islamic State and other radical groups in Syria and Iraq, many crossing through Turkey.

    Turkey has said it needs more information from foreign intelligence agencies to intercept them, pointing to cases such as the three London schoolgirls who fled Britain.

    Circular Road To Be Closed For St. Patrick’s Festival

    To make way for the annual St Patrick’s Day Street Festival this year, Circular Road will be closed from 13 March 2015, Friday at 6pm to 15 March 2015, Sunday at 11.59pm.

    No vehicles will be allowed into Circular Road via North Bridge Road and access will be restricted to Lorong Telok entrance of North Canal Road.

    The closure will be for the street parade for the Irish festival of St Patricks Day.

    The event’s website describes the event as: “an exciting event not to be missed – a time of the year when people around the world dress up in green, and celebrate the rich culture, arts, community and all things fun and Irish! Having grown every year since the first Parade in 2006, the St. Patrick’s Day Street Festival promises to be a true illustration of Singapore’s multi-cultural foundation.”

    There will be live performances, alcohol, a street march, plenty of music and a dance ensemble.

    Faisal Manap Saran Agar Kemansuhan Yuran Peperiksaan Peringkat Nasional Diperluas Kepada Pelajar Sekolah Swasta, Privet Dan Pelajar Sambilan Politeknik, ITE

    Puan,

    Belanjawan 2015, pada pandangan saya, membawa mesej perubahan pada pendekatan pemerintah dalam usaha untuk memperbaiki dan mendatangkan manfaat kepada rakyat Singapura. Dapat dihayati bahawa pendekatan pemerintah pada belanjawan kali ini lebih cenderung kepada pendekatan hala kiri atau pendekatan yang lebih memberatkan aspek-aspek keseimbangan sosial dengan memberi lebih fokus kepada pengagihan sumber-sumber negara kepada segenap lapisan masyarakat Singapura. Peralihan ini adalah sesuatu yang memberangsangkan. Seperti yang diucapkan oleh rakan saya Puan Sylvia Lim, Belanjawan kali ini lebih memberi penekanan kepada pelaburan sumber manusia serta jaringan keselamatan sosial. Penekanan yang sebegini amat diperlukan memandangkan keadaan jurang pendapatan dan pemilikan harta di Singapura yang membimbangkan.

    Puan,

    Dalam ucapan ini, saya ingin menyentuh 3 aspek atau perkara yang telah disampaikan oleh Menteri Kewangan Encik Tharman semasa ucapan belanjawan beliau, iaitu (i) Tabung Simpanan Pekerja atau CPF, (ii) Skim Ihsan Senja dan (iii) Kemansuhan Yuran Peperiksaan Nasional dan yuran peperiksaan Politeknik dan ITE.

    (i) Tabung Simpanan Pekerja atau CPF

    Parti pekerja ingin mengutarakan dua usulan bagi skim CPF.  Usulan yang pertama adalah menurunkan usia kelayakkan bagi pengeluaran wang dari akaun persaraan atau Payout Eligibilty Age, dulu yang dikenali sebagai Draw-Down Age. Buat masa sekarang, para pesara akan menerima pembayaran bulanan dari akaun persaraan CPF apabila mencapai usia 65 tahun, bermula dari 2018. Kami ingin mencadangkan agar had usia pengeluaran ini dikurangkan daripada usia 65 kepada 60 tahun. Kami percaya ini akan memberi keringanan kepada para pencarum jika mereka memilih untuk membuat pengeluaran bulanan lebih awal dari akaun persaraan mereka atas sebab-sebab yang tertentu.

    Usulan kedua Parti Pekerja bagi skim CPF adalah sesuatu yang pernah disuarakan sebelum ini iaitu untuk memisahkan Usia Kelayakan bagi pengeluaran wang dari akaun persaraan atau Payout Eligibility Age daripada usia persaraan. Ini adalah supaya usia yang membolehkan pengeluaran wang dari akaun persaraan akan terus kekal dan tidak terjejas walaupun usia persaraan meningkat. Kami mencadangkan sedemikian kerana sebahagian besar masyarakat Singapura merasa kurang senang pada perubahan had usia kelayakan bagi pengeluaran wang dari akaun persaraan yang sentiasa berubah dan meningkat. Dengan mengekalkan had usia kelayakan ini, ia akan memberi para pencarum lebih jaminan bila mereka boleh mengeluarkan wang dari CPF justeru dapat membuat perancangan yang sepatutnya.

    (ii) Skim Ihsan Senja

    Puan, perkara kedua yang saya ingin sentuh adalah tentang Skim Ihsan Senja. Skim ini adalah satu initiatif yang baik dan memang amat diperlukan. Skim ini membolehkan golongan warga Singapura yang berusia 65 tahun ke atas yang berpendapatan 20 hingga 30 peratus paling bawah menikmati sokongan kewangan seumur hidup.

    Puan, keprihatian saya tentang skim ini adalah tentang proses implementasinya. Proses implementasi adalah satu aspek penting yang akan menentukan betapa efektifnya sesebuah skim dalam mencapai tujuan utamanya. Menerusi pengamatan dan juga pengalaman saya dalam bidang kerja sosial, kriteria dan proses penilian yang terlalu ketat ada masanya boleh menyebabkan kes-kes yang tulen dan memerlukan terlepas peluang untuk mendapatkan bantuan.

    Seperti yang diketahui, tujuan utama skim ini adalah untuk meringankan bebanan kewangan yang dihadapi oleh warga emas yang telah banyak menyumbang kepada pembangunan Singapura serta untuk mencerminkan nilai kita sebagai sebuah masyarakat yang inklusif. Oleh itu saya harap pemerintah dapat melaksanakan skim Ihsan Senja ini dengan hati dan minda yang terbuka, fleksible dan penuh keihsanan agar skim ini dapat memberi kemanfaatan yang terbaik kepada warga emas kita.

    Puan, sepekara lagi tentang Skim ini adalah mengenai cara pembayarannya. Seperti yang dikatakan oleh Menteri Kewangan, pembayaran kepada warga emas yang layak akan dilakukan tiga bulan sekali. Saya berpendapat agar pembayaran dapat dilakukan sebulan sekali agar lebih mudah bagi penerima untuk mengurus bil-bil dan perbelanjaan bulanan mereka.

    (iii) Kemansuhan yuran Peperiksaan Nasional  dan yuran Peperiksaan Politeknik/ITE

    Perkara ketiga yang ingin saya ketengahkan adalah tentang kemansuhan yuran peperiksaan nasional dan yuran peperiksaan politeknik dan ITE. Saya mengalu-alukan kemansuhan yuran-yuran Peperiksaan Nasional seperti PSLE, GCE Peringkat ’N’, ‘O’ dan ‘A’ dan juga yuran bagi peperiksaan Politeknik serta ITE seperti yang diumumkan. Kemansuhan yuran peperiksaan nasional ini merangkumi setiap pelajar Singapura yang menuntut di sekolah pemerintah sementara kemansuhan yuran peperiksaan Politeknik dan ITE diberikan kepada pelajar-pelajar sepenuh masa.

    Disini, saya ingin meminta agar Kementerian Pedidikan membuat pertimbangan untuk melanjutkan kemansuhan yuran-yuran peperiksaan ini kepada pelajar-pelajar sekolah swasta dan juga kepada pelajar-pelajar politeknik dan ITE yang membuat pengajian secara sambilan.

    Puan, pada tahun 2013 Kementerian Pendidikan telah mengambil keputusan untuk melanjutkan Skim Edusave kepada setiap pelajar-pelajar Singapura yang berusia 7 hingga 16 tahun. Keputusan ini diambil selepas 20 tahun Skim Edusave diperkenalkan iaitu pada 1993. Dalam masa 20 tahun ini, ramai pelajar-pelajar yang tidak menuntut di sekolah-sekolah pemerintah atau awam telah terlepas peluang untuk meraih manfaat dari skim ini.

    Menteri Negara bagi Pendidikan, Puan Sim Ann, dalam ucapan beliau semasa perbincangan Pindaan rang undang-undang Skim Endowmen dan Simpanan  Pendidikan telah menyatakan bahawa Kementerian Pendidikan telah menjalankan kajian selepas debat COS 2013 untuk melanjutkan Skim Edusave dan setelah pertimbangan yang teliti, Perdana Menteri telah mengumumkan lanjutan sumbangan Edusave kepada semua rakyat Singapura yang berumur tujuh hingga 16 di Rapat Hari Kebangsaan pada tahun 2013.

    Puan, saya ingin meminta agar Kementerian Pendidikan dapat mengadakan kajian dan penelitian yang sama dalam perkara ini iaitu kemungkinan melanjutkan kemansuhan yuran peperiksaan nasional bagi setiap pelajar-pelajar Singapura, tidak terhad kepada pelajar-pelajar yang menuntut di sekolah pemerintah sahaja, serta mengambil langkah yang sama juga terhadap pelajar-pelajar politeknik dan ITE yang membuat pengajian secara sambilan.

    Puan, sepekara lagi yang saya ingin cadangkan adalah agar Kementerian Pendidikan turut membuat pertimbangan untuk melanjutkan skim FAS kepada pelajar-pelajar Singapura yang menuntut di sekolah-sekolah swasta atau privet. Saya rasa adalah penting bagi setiap skim bantuan pendidikan pemerintah dihulurkan kepada kesemua pelajar-pelajar Singapura kerana setiap daripada pelajar-pelajar ini apabila dewasa kelak akan menjadi warga yang menyumbang kepada pembangunan masyarakat dan negara.

    Puan, akhirkata, saya harap pemerintah dapat membuat penilaian yang serius tentang cadangan-cadangan yang telah diutarakan agar skim-skim yang disebutkan diatas akan mendatangkan lebih maanfaat kepada masyarakat Singapura secara keseluruhannya, ini sesuai dengan objektif pemerintah untuk membina sebuah masyarakat yang saksama dan inklusif.
