    Technicians, Engineers, Among Hard-To-Fill Job Positions

    More employers are having problems filling job vacancies, a worldwide survey has found, reflecting the mismatch in jobs and skills that government leaders recently highlighted while addressing the rising number of layoffs.

    The Talent Shortage Survey, released on Tuesday (Oct 18) by workforce solutions provider ManpowerGroup, showed that sales representatives, engineers, technicians, accounting and finance professionals, as well as drivers are the top five jobs in Singapore that are not being taken up.

    More than 42,000 employers in 42 countries were surveyed and 40 per cent of them have trouble filling jobs — the highest level in nine years.

    Slightly more than half of the employers here (51 per cent) reported facing difficulty in filling jobs, a jump of 11 per cent from last year, the survey showed.

    These employers said that the top reason for that is the job-seeker’s lack of experience (22 per cent), or the candidate was looking for more pay than offered (21 per cent), or there was a lack of or no applicants (17 per cent).

    To address this shortage, 52 per cent of the employers here are offering training and development to existing workers, ManpowerGroup said in a press release, while 47 per cent are paying higher salary packages to recruits.

    The Government’s latest labour market report showed that there were more job-seekers than the number of job vacancies available, and in the first half of the year, professionals, managers, executives and technicians made up about 56 per cent of layoffs.

    In Parliament last week, Manpower Minister Lim Swee Say addressed this problem in the job market, saying there is a need to minimise the mismatch in jobs and skills, given that many job-seekers have higher expectations and aspirations, and do not want jobs that have been newly vacated by others. Deputy Prime Minister Tharman Shanmugaratnam also said last month that Singapore faces “a big task” in matching people to jobs and in reducing the mismatches in workers’ skills and what jobs require.

    Ms Linda Teo, country manager of ManpowerGroup Singapore, said: “Upskilling our Singapore workforce is critical to ensure organisations have the skills they need to accelerate performance and everyone has access to the opportunities on offer.

    “The best organisations know this, which is why we’ve seen a marked rise in the number of businesses focusing on training and development to fill talent gaps. We expect to see this number grow.”

    In the Asia-Pacific region, almost half of the employers (46 per cent) report hiring difficulties, with Japan, Taiwan and Hong Kong reporting the most challenges.

    The survey found that, overall, employers worldwide are looking inside their organisations for solutions to tackle this rapid change in skills requirements, with more than half choosing to develop and train their own people. This is a big increase from last year’s survey, when just 20 per cent of employers prioritised training and development to fill roles or find new skills.

    For the first time globally, the IT sector found itself among the top five spots for industries with hard-to-fill roles, and IT businesses are reporting the most marked talent shortage in a number of years.

    Konditori – Kedai Pastri Halal Baru Tawar Pelbagai Roti Eropah

    Ketiadaan kedai yang menjual roti dan pastri Eropah yang halal di Singapura mencetuskan ilham bagi Cik Tasneem Noor dan suami beliau untuk mengambil satu langkah berani – iaitu membuka ‘Konditori’.

    Konditori, yang bermaksud kedai roti dan pastri dalam bahasa Sweden, baru sahaja dibuka di Bussorah Street, pada Khamis lalu (13 Okt).

    Perniagaan baru itu dibuka Cik Tasneem meskipun banyak peniaga lain gulung tikar dalam iklim ekonomi yang lembap sekarang ini.

    Cik Tasneem dan suaminya, Joakim Hesham Smidhagen, juga merupakan pemilik restoran Fika Swedish Café & Bistro.

    BAGAIMANA KONDITORI TERCETUS?

    Cik Tasneem memberitahu BERITAMediacorp, Fika Swedish Café & Bistro sudah mempunyai sebuah kaunter membuat roti dan pastri di salah satu daripada tiga cawangan restorannya.

    Ternyata, respons menggalakkan daripada para pelanggan terhadap pencuci mulut yang dijual di restoran itu, mendorong pasangan berkenaan memutuskan bahawa ini adalah masa yang terbaik untuk memulakan perniagaan roti dan pastri yang berasingan.

    “Di Fika, suami saya mahukan pencuci mulut Sweden dalam menu. Kami memastikan bahan-bahan yang digunakan bermutu tinggi. Kami juga begitu teliti dan tidak menggunakan bahan-bahan pengawet atau MSG dan sebagainya.

    “Oleh sebab itu perniagaan kami berjalan dengan amat baik dan memandangkan para pelanggan menyukai kek-kek yang kami sediakan, kami memutuskan untuk memulakan perniagaan roti dan pastri,” cerita Cik Tasneem, 35 tahun, kepada BERITAMediacorp lagi.

    SEBENARNYA ADA PELUANG WALAU EKONOMI SURAM

    Keadaan ekonomi yang suram juga tidak menjadi penghambat kepada pasangan itu memandangkan mereka pernah melakukan perkara yang sama sekitar tujuh tahun yang lalu.

    “Rasa khuatir dan bimbang itu pasti ada. Itu perkara biasa lebih-lebih lagi dengan keadaan ekonomi sekarang. Tetapi kadang-kala dalam ekonomi sedemikian, mungkin ini juga masanya yang terbaik dari segi harga sewa.

    “Pada tahun 2009, sewaktu kemelesetan ekonomi, kami memulakan perniagaan dengan Fika. Jadi ia agak serupa. Kami juga menyedari bahawa industri makanan, lebih-lebih lagi di kalangan masyarakat Melayu/Islam, masih dapat bertahan,” jelas beliau yang mendedahkan modal yang dikeluarkan bagi memulakan Konditori adalah sekitar $200,000.

    40 JENIS ROTI & PASTRI. BAGAIMANA SAMBUTANNYA SEJAUH INI?

    Belum pun seminggu Konditori dibuka, namun respons yang diterimanya sejauh ini amat memberangsangkan.

    Cik Tasneem mendedahkan kepada BERITAMediacorp, “semua jualannya habis” sekitar pukul 4.00 atau 5.00 petang setiap hari. Malah sudah ada pelanggan yang datang berulang kali.

    Jadi, apakah daya tarikan Konditori?

    Kedai roti itu menawarkan satu pengalaman yang berbeza di mana para pelanggan dapat menikmati pelbagai jenis roti dan pencuci mulut Eropah, yang dibuat secara tradisional menggunakan bahan-bahan bermutu dan dibakar segar setiap hari dari Isnin hingga Ahad.

    “Kami tidak mahu hanya menjual roti dan pencuci mulut Sweden, maka kami mempelbagaikannya. Sekarang ini kami ada roti Semla dari Sweden, Croissant dan roti Perancis, kami juga ada pencuci mulut dari Austria dan Denmark. Akan datang kami akan membuat Apple Strudel dari Jerman,” Cik Tasneem memberitahu BERITAMediacorp.

    Cik Tasneem menambah buat masa ini Konditori menyediakan sekitar 40 jenis roti dan pastri dan yang paling popular sejauh ini adalah pencuci mulut Blueberry Cream Cheese Danish.

    CABARAN BUKA NIAGA PASTRI

    Bagi beliau, pada awalnya agak sukar dan mencabar memulakan perniagaan yang berbeza memandangkan beliau tiada pengalaman dalam membuat roti dan pastri. Sungguhpun begitu, beliau bertekad untuk membuka minda dan meneruskannya.

    “Saya bukanlah seorang yang pakar membuat roti dan pastri, namun dengan adanya perniagaan ini, saya belajar sesuatu yang baru. Menarik juga mempelajari tentang jenis-jenis bahan semula jadi yang digunakan dalam produk kami dan kesungguhan yang diperlukan dalam menghasilkan roti dan pencuci mulut yang lazat.

    “Itulah yang paling menyeronokkon apabila menjadi seorang usahawan, mempelajari dan mencuba sesuatu yang baru,” tambah beliau.

    Menurut Cik Tasneem, cabaran lain termasuk meletakkan harga bagi roti dan pastri kerana ia tidak sama dan tidak semudah menetapkan harga makanan di restoran.

    “Dahulu, saya sering mengadu mengapa pastri yang dijual selalunya mahal, mungkin sehingga $7 bagi sejenis pastri. Sekarang, setelah mengendalikan sendiri Konditori barulah saya tahu mengapa harganya sedemikian.

    Rupa-rupanya untuk menghasilkan sesuatu pastri yang bagus, memerlukan tenaga dan masa yang banyak!” seloroh Cik Tasneem.

    Man Rapes Single Mother At Party He Attended With His Wife And Kids

    They met for the first time at a New Year’s Eve party at the D’Kranji Farm Resort in Lim Chu Kang on Dec 31, 2014.

    The single mother, then 30, who has a four-year-old son, had been invited to the celebration by her cousin.

    Muhammad Farhan Mohamed Buan, then 28 and working as a mover, was also at the party with his wife and children.

    But that did not stop the father of three from preying on the woman and sexually assaulting her. During the attack, she feared for her life, but her desperate struggles and pleas for him to spare her fell on deaf ears.

    Yesterday, Judicial Commissioner Hoo Sheau Peng sentenced Muhammad Farhan to nine years’ jail and six strokes of the cane for raping the woman.

    He also sentenced Muhammad Farhan to two months’ jail for insulting her modesty, with the two sentences to run concurrently.

    At about 5.45am on New Year’s Day, Muhammad Farhan approached the woman as she was resting at a pavilion outside a chalet.

    They started chatting, and she asked him for a few puffs of his cigarette.

    Muhammad Farhan agreed, then asked her for sex in exchange for the favour. She declined, and told him to return to his wife and children.

    But that did not discourage him. Instead, he told her that his wife was asleep and continued to stay with her at the pavilion.

    NO MONEY

    The woman later told him that she was tired and wanted to take a taxi home, but she had no money.

    When she asked Muhammad Farhan if he could help her, he forcibly kissed her, then pulled down his pants and exposed himself.

    Feeling insulted, the woman scolded him and tried to leave after he offered her $10 for the taxi ride.

    He told her that it was not safe to walk alone outside the resort at that time, and offered to accompany her. She accepted his offer.

    At about 6am, they set off near a forested area towards the junction of Neo Tiew Road and Neo Tiew Lane 2.

    Muhammad Farhan then handed her the $10 before telling her that he had heard voices coming from a nearby bush and suggested that they check it out.

    Sensing something was amiss, the woman asked if he was crazy, and tried to walk back to the resort.

    But he grabbed her and wrapped his hands around her body before lifting her up and carrying her into the forested area.

    While carrying her, he jumped across a large drain. He then threw her onto a grass patch.

    The woman struggled and kicked him repeatedly, but she did not have the strength to fight him off.

    Terrified that she was about to be raped, she tried to scare him off by lying that she had Aids.

    But Muhammad Farhan was undeterred.

    He pulled off her pants and underwear, and raped her just as she was attempting to get up from the ground.

    While she was being violated, she kept pleading for him not to harm her as she had a son to look after.

    After the rape, Muhammad Farhan gave her another $15, and told her not to tell anyone about the rape before walking away.

    Still fearing for her life, the woman accepted the money, put on her clothes and walked back to the road.

    She then hailed a passing taxi, and the driver called the police with his mobile phone after she told him that she had been raped.

    As they were waiting in the taxi, they saw Muhammad Farhan walking towards the resort and followed him slowly in the taxi.

    When Muhammad Farhan returned to the resort, his wife questioned him about his dishevelled state. In tears, he confessed that he had just done something wrong.

    The victim left the $25 in the taxi.

    Muhammad Farhan was arrested shortly after at the chalet, and has been in remand since Nov 25 last year.

    For rape, he could have been jailed for up to 20 years, with caning and a fine.

    Madrasah Wak Tanjong Al-Islamiah (MWTI) menjelaskan pihaknya tidak melantik mana-mana wakil rasmi untuk memungut dana secara terbuka bagi mendapatkan dana bagi isu pajakan tanah madrasah itu.

    MWTI menjelaskan, seorang individu bernama Muhammad Al-Amin Muhammad Nizam sebelum ini menawarkan khidmat mencari dana untuk MWTI.

    Namun, dua hari lalu, Muhammad Al-Amin yang menggunakan nama Amin Nizam dalam akaun Facebooknya, menarik diri daripada terus menjalankan usaha tersebut.

    MWTI menjelaskan kenyataan Muhammad Al-Amin itu boleh menimbulkan kekeliruan dan menasihatkan orang ramai untuk menghentikan penyebarannya.

    Penjelasan dari MWTI itu dimuatnaik ke laman Facebook madrasah tersebut.

    MWTI TIDAK KELUAR SURAT KUMPUL DANA BAGI TANAH PAJAKAN

    Mudir Madrasah MWTI Ustaz Mohd Abdul Halim Mohd Noor menjelaskan pihaknya tidak mengeluarkan sebarang surat untuk tujuan mendapatkan dana bagi isu pajakan tanah MWTI.

    Ustaz Mohd Abdul Halim Mohd Noor menekankan pihaknya masih lagi dalam tahap perundingan dengan MUIS tentang pajakan tanah MWTI.

    Tempoh pajakan itu berakhir pada Jun 2018 dan sejauh ini pihaknya belum membuat sebarang keputusan muktamad tentang perkara tersebut.

    Kos memperbaharui tempoh pajakan premisnya di Sims Avenue dianggarkan boleh mencecah $12 juta.

    MUIS telah menghulurkan bantuan kepada Madrasah Wak Tanjong Al-Islamiah bagi memperbaharui tempoh pajakannya itu.
