That he will not direct a constitutional court to be convened under Article 100 of the constitution.
Be that as it may , he can still cancel the Warrant of Execution on the advice of the Cabinet.

Ticket applications for this year’s National Day Parade (NDP) will open from next Tuesday (May 23) to Jun 4, the parade’s organising committee said on Thursday.
Singapore citizens and permanent residents can apply for tickets to the two preview shows on Jul 22 and Jul 29, or the NDP on Aug 9.
They can choose to apply for two, four or six tickets, although applicants should note that the lower the number of tickets applied for, the higher the chances of obtaining them, the news release said.
Successful applicants will be notified from Jun 26 to Jul 3 via the contact number provided in the application. They can collect their tickets from Jul 7 to 9 and Jul 14 to 16, between 10am and 9pm, at the National Gallery Singapore.
Those interested to ballot for tickets can do so via SMS, online, or at SAM and AXS stations.
For SMS, applicants may send a message to 8240 0050 with the format: <NRIC No> SPACE <Preview1/Preview2/NDP> SPACE <No of Tickets>
Each person is limited to one application, regardless of the mode used to apply. Tickets will be allocated via an electronic ballot, and not on a first-come-first-served basis. The balloting results are final and there will be no appeals, the committee said.
Each ticket admits one spectator to the parade, so children – inclusive of infants – must hold a valid ticket to be admitted to the parade.
Successful applicants to last year’s exercise will not be eligible for tickets to NDP this year.
This year’s parade will be the first at the Marina Bay Floating Platform since 2014. The parade’s theme, #OneNationTogether, as well as its theme song and logo were unveiled on Wednesday.

Hi editors,
I am the General Manager of 2 local restaurants.
On 3 May 2017, at about 1.36PM, I received a call from an unknown number looking for my staff called Kenny Cheong. I told the caller that he got the wrong number and ended the call immediately.
Later, I actually got to known through my assistant manager previously that this staff had borrowed money from several unlicensed money lenders and licensed money lenders. He also told me that there were calls made to my restaurants’ phone lines and also to my kitchen manager, all looking for the same staff Kenny Cheong asking for payments.
My assistant manager also interviewed the staff personally and he did admit to borrowing from 14 unlicensed money lender and 4 licensed money lender. He also gave the contact number of some of our staff working at the restaurant to the lenders.
On the same day at about 2.08PM, my assistant manager texted me saying that he has received WhatsApp messages from a lender introducing himself as Eric. In the text messages, he asked for payment and sent photos of me taken from my Facebook stating that he knows I am the general manager of Kenny Cheong. He threatened us to pay up if not they will make a friend of mine lose his job at Marina Bay Sands.
The staff is currently working for the restaurant, but the company has decided to sack him.

The Republic offers some of the most generous expatriate salary and benefits packages in Asia-Pacific, according to the latest survey by ECA International, released on Wednesday.
Among the 16 countries surveyed in the MyExpatriate Market Pay survey — which is published annually by the information provider on employment conditions abroad — Singapore offers the second-most generous pay package, after Pakistan. South Korea, Japan and Hong Kong round out the top five locations in terms of the highest expatriate salaries.
“Singapore is a very attractive proposition to both companies and expatriates alike. Companies sending expats here offer some of the most generous salary and benefits packages in the region, sitting in the top three for both elements in the Asia-Pacific rankings,” said Mr Lee Quane, ECA’s regional director of Asia.
When considering the cost of an expatriate package, companies need to factor in three main elements: The cash salary, benefits — such as accommodation, international schools, utilities or cars — and tax.
When tax is factored in, Singapore is ranked ninth in the Asia-Pacific’s overall most-expensive locations as it has one of the lowest personal tax rates in the world, said Mr Quane.
“This ensures that Singapore remains one of the cheaper locations for companies to send their expats to in the region — behind Japan, Hong Kong, and China.”
The value of a typical expatriate package for middle managers in Singapore is now S$316,600, which is a five-year low.
In contrast, the comparable package in Hong Kong is around S$356,800, and in China, the package is S$379,800 on average.
Japan, at the top end of the scale, pays an average of S$493,900 to an expatriate middle manager, while Malaysia, at the bottom end, offers an average of S$225,900.
“In local currency terms, although expatriate salaries continue to rise in Singapore, reaching the highest levels since our survey began, the cost of the benefits element has significantly declined. This means that the total cost of an expatriate package for companies in Singapore has fallen over the past few years in local and US dollar terms,” added Mr Quane.
The most expensive part of the expatriate package in Singapore is typically the benefits element, to the extent that the benefits components are often more expensive than the assignee’s net take-home pay.
“Even though international school fees have risen in Singapore, the overall cost of benefits packages have fallen in US dollar terms by 10 per cent over a five-year period due to expatriate accommodation rental prices declining,” said Mr Quane.
