    Chee Soon Juan: Results Show That Lee Hsien Loong Failed As PM

    Public memory is short.

    That’s what the PAP is counting on to get through the economic difficulties that we’re rapidly sinking into. But forgetting the past is what will surely prolong our troubles.

    Our only hope of recovery is to remember the PAP’s past promises and figure out how and why it has failed to deliver on them.

    To do this, we have to go back to 2003 when Mr Lee Hsien Loong, then Deputy Prime Minister and Minister for Finance, was given the task of heading the Economic Review Committee (ERC). We had just come out of the Asian financial crisis in 1997 and the dot.com-bubble burst in 2001.

    To assist him in the task, Mr Lee convened seven sub-committees and consulted more than 1,000 individuals to produce a roadmap to transform Singapore – within a 15-year time-frame – into a diversified economy “willing to take risks to create fresh businesses and blaze new paths to success”.

    By the end of the endeavour, he waxed poetic, “Singapore will have graduated into a knowledge-based, innovation-driven economy. We will be a trend-setting city-state, a creative and entrepreneurial society.”

    Now that the 15 years is nearly up, it is pertinent to ask what has been achieved. Apparently not much, according to Mr Lee himself. As he confessed this week: “We are feeling the pains of restructuring, but not yet seeing the dividends of our hard work.”

    (Actually, “we” are not feeling anything – Mr Lee continues to draw his princely salary regardless of how he performs whereas workers are facing retrenchments and wage cuts.)

    But no matter, Mr Lee insists that he is “pursuing all the right strategies” and is “confident that given time these strategies will work”.

    If these “right strategies” have produced little of consequence after 15 years – the economy, still addicted to cheap foreign labour, is anything but innovation-driven; productivity continues to be a drag on growth; our workers are the unhappiest lot in this part of the world and have been for years; income inequality remains one of the highest in the developed world; and the economy is anything but diverse (we rank 5th on the Crony-Capitalism Index) – should reason then not tell us that maybe it is time to consider ditching them and implement genuine reforms?

    The painful truth is that the outlook for this country has never been bleaker and, the PM’s blandishments notwithstanding, things will get worse under the PAP’s autocratic but directionless leadership. Many analysts have, in fact, expressed the fear that the current downturn will be protracted.

    But it wasn’t that Mr Lee did not know of the seriousness of the problems that our country faced. He acknowledged in the 2003 ERC report that the economy needed “major, fundamental changes, in strategies as well as mindsets”. To do this, he promised that “restructuring will speed up”.

    But time has proven the emptiness of that promise.

    For one thing, the PAP, through the Temasek Holdings of which PM Lee’s wife is CEO, still has its tentacles in every sector of the local economy. The massive political-corporate nexus has created a non-transparent, unaccountable and kiasi corporate bureaucracy that is anathema to a culture at one with creativity and risk-taking.

    Second, if Mr Lee’s call for a knowledge-based economy is real, then why is he hanging on to the decrepit practice of controlling the mass media?

    Third, if the intention is to “change mindsets”, then why are our workers still forbidden from independently organising themselves and our people prohibited from freely gathering and speaking up? Mindsets, if it needs to be said at all, cannot be changed by fiat.

    After a decade-and-a-half of the PAP’s experiment, the results are in and it is plain that Mr Lee’s attempt at economic restructuring has failed. The reasons are not hard to evince.

    The question that Singaporeans must ask is: How much more of Mr Lee’s “restructuring pains” must we endure before we are willing to change?

    The move on Wednesday by Singapore’s popular deputy premier to emphatically quash suggestions he wants to take over from Prime Minister Lee Hsien Loong exposes the conservative ethnic consensus in the country’s leadership, despite a public clamour for greater political openness, observers say.

    Public speculation about Tharman Shanmugaratnam’s fit as Lee’s successor has been swirling in recent years, and resurfaced on Monday after an independent survey showed nearly 69 per cent of Singaporeans would support the 59-year-old ethnic Tamil as the country’s next leader.

    “Just to be absolutely clear, because I know there’s this talk going around… I’m not the man for PM, I say that categorically. It’s not me,” Tharman told local media late on Wednesday.

    Tharman said the top job was not his ambition.

    He is one of two deputy prime ministers and oversees financial and social issues. The former central bank chief took the job in 2011, having entered politics in 2001. He was finance minister from 2007 to 2015, and an education minister before that.

    “I’m good at policymaking, good at advising my younger colleagues and supporting the PM, not being the PM,” he was quoted as saying.

    Political observers told This Week in Asia Tharman’s comments revealed his tacit acceptance of the long-ruling People’s Action Party’s (PAP) belief that the Chinese-majority country was not yet ready for an ethnic minority leader.

    “It may be that he genuinely does not want the job but it is also possible that the results of that survey have exposed the gulf between popular thinking and many of Tharman’s senior PAP colleagues on ethnicity and politics,” said Garry Rodan, professor of Southeast Asian politics at Australia’s Murdoch University.

    “The PAP orthodoxy…emphasises that most Singaporeans are reluctant to support candidates from outside their own ethnic group for top leadership posts,” Rodan said.

    Singapore’s resident population of 3.9 million is made up of 74.3 per cent Chinese, 13.3 per cent Malays and 9.1 per cent Indians, with others making up the remaining 3.2 per cent.

    Alex Au, a prominent political blogger, said Tharman was “being a very loyal colleague”.

    “He does not wish pressure to build on his cabinet colleagues to choose certain options when it comes to leadership succession,” he said.

    Singaporean leaders – including current premier Lee and his father, the late founding prime minister Lee Kuan Yew – have said the country’s conservative majority Chinese electorate had some time to go before it would accept a non-Chinese leader.

    But the survey of 897 Singaporeans, commissioned by Yahoo Singapore and conducted by independent polling firm Blackbox Research, showed 73 per cent of people disagreeing that the race of the premier is an important factor.

    “The poll results confirm data from other Blackbox surveys that race is not the primary criterion as a basis for choosing a preferred candidate among the Singapore public,” the polling firm said in the report.

    Long-time Singapore political observer Bridget Welsh said Tharman’s popularity “stems from his support of spending for social welfare and services, and management of the economy, as well as his ability to bridge groups as a more liberal and open leader compared to his peers”.

    But “as an elite-orientated party, the PAP categorically rejects selection by popular opinion,” said Welsh, a Southeast Asian politics expert at the National Taiwan University.

    “Tharman is too liberal, too popular, and an ethnic minority – all features that do not fit with today’s hardline PAP,” she added.

    Tharman, who concurrently served as the chief of the International Monetary Fund’s powerful policy-steering body from 2011 to 2015 while in government, grabbed the limelight at last year’s general election as he used his avuncular speaking style to take apart the opposition’s economic policies and explain the government’s position.

    Video clips of his speeches at the hustings went viral on social media, spurring the hashtag “#TharmanforPM”.

    Tharman led a team of legislators to sweep the five-seat Jurong district with 79 per cent of the vote in the country’s unique system of bloc voting. It was the highest winning margin in the country. The PAP won the election with 69.9 per cent of the popular vote.

    But the economics-trained Tharman, with degrees from the London School of Economics, Cambridge University and Harvard University, has repeatedly denied having designs on the top job. In July last year he used a sporting analogy to describe his aversion to being premier.

    “I was always, in sports, a centre-half rather than centre forward. I enjoy playing half-back and making the long passes, but I am not the striker,” Tharman told CNN anchor Fareed Zakaria in a forum.

    “Unless I am forced to be, and I don’t think I will be forced to it, because I think we have got choices,” he was quoted as saying.

    Au, the blogger, said Tharman’s popularity signalled that the “public is hungry for a different style of governance”.

    There is a perception that he is more “approachable and intellectually flexible than some of the ministers in cabinet who perhaps because of their military background come across as rigid or inarticulate,” Au said.

    Former army chief Chan Chun Sing, the current PAP whip and leader of the powerful National Trades Union Congress, is seen as one of the ruling party’s preferred candidates to be the next prime minister.

    Finance Minister Heng Swee Keat, who returned to work in August after suffering a stroke earlier this year, is also seen as a contender.

    In the Yahoo poll, Chan scored 24 per cent support to be a prime ministerial candidate, while Heng got 25 per cent.

    Au said the current public debate on leadership succession is “a function of the moment”.

    In past leadership changeovers, prime ministers’ successors were named early and had lengthy understudy.

    “As the saying goes, nature hates a vacuum,” Au said. “This is causing public speculation to circulate but the window will close soon when the successor is anointed.”

    Abdul Malik Hassan had but one ambition when growing up: To be an airline pilot.

    His family was not well-off and because he was the eldest of five children, he had to jump through a few hoops – peddle banana fritters as a kid, moonlight as a banquet waiter and bartender in his teens, work full-time and study part-time as an adult – before he finally got his degree, a requirement for a flying job, at age 33 in 2004.

    The mechanical engineering graduate from Nanyang Technological University immediately applied to be a pilot with Singapore Airlines. When the company called him for a second interview, he was beside himself with joy.

    But his father, who ran a nasi lemak stall, looked miserable when told the news.

    Mr Abdul Malik, 43, recalls: “I asked him why he was not happy for me. He gestured at his stall and said, ‘If you go and pilot aeroplanes, who is going to pilot my stall?’”

    Those words caused him sleepless nights. It was Mr Hassan Abdul Kadir’s wish to involve his brood in the business, and he was banking on his eldest son to rally everybody together.

    As he could not bring himself to let his father down, Mr Abdul Malik agreed – but he wanted carte blanche to run the business.

    Among other things, he streamlined processes and tweaked the menu and recipes. Already a popular stall then, Selera Rasa – at Adam Road Hawker Centre – became an even bigger draw.

    Among many other accolades, it bagged The Straits Times Readers’ Choice award for favourite nasi lemak in 2008. The Sultan of Brunei requests it for breakfast each time he visits Singapore. Prime Minister Lee Hsien Loong served it to Indonesian President Joko Widodo at the Istana when the latter visited last November. Mr Lee posted a picture on his Facebook account.

    Mr Hassan died four years ago, but he would have been pleased to know that his eldest son carried out his wishes, and more.

    Not only has Mr Abdul Malik managed to get all his siblings on board, he is all set to expand the business.

    Earlier this month, he inked a deal with the folks behind Pezzo Pizza – which grew the pizza chain in Singapore from two to about 25 outlets in two years – and plonked in about half a million dollars to invest in a central kitchen and open multiple Selera Rasa outlets all over Singapore.

    The amiable and self-effacing man spent his early years in a kampung in Siglap.

    His father initially made a living selling French loaves, riding on a bicycle in Telok Kurau.

    “But one day, my grandmother told him she would make nasi lemak for him to sell, too. That’s how it all started,” says Mr Abdul Malik whose 86-year-old paternal grandmother is half-Japanese.

    “Her father was a Japanese soldier who married a Malay woman. When he died, her mother gave her and her two sisters to another Malay family,” he says. “Her sambal recipe includes some special Japanese seafood ingredients. That’s why it is so special.”

    His father gave up peddling after he found a job in the laundry department of the Hyatt Hotel. But he continued making nasi lemak to sell to his colleagues at the hotel, where he worked for 20 years.

    That was how the Sultan of Brunei became a fan. Hyatt Singapore is a property of the government-owned Brunei Investment Agency.

    “According to my father, the Sultan came into the laundry department one day and saw the packets of nasi lemak. He asked what it was, and my father gave him one to try,” he says.

    The Sultan told Mr Hassan he should open a stall and that was exactly what he did in 1998.

    The notion of taking over his father’s stall one day never crossed Mr Abdul Malik’s mind.

    “I just wanted to become a pilot,” says the former student of Opera Estate Boys’ Primary and Bukit View Secondary where he was head prefect.

    A dutiful son and conscientious student, he never got up to any mischief growing up.

    “My grandmother was a cleaner for Opera Estate Boys’ Primary School. I would wake up at 5.30am, go with her to school, help her sweep the compound and then attend classes at 7.30am,” he recalls.

    Afternoons were spent lugging a basket and peddling nasi lemak and other snacks in the Siglap area.

    In his teens, he worked weekends and a couple of weekday evenings as a banquet waiter to help his folks, who found feeding and educating five children a struggle.

    He tried getting help for himself and his siblings, but the community groups he approached kept referring him elsewhere. “I realised then that it was easier to work for things myself instead of asking for help.”

    That was exactly what he did.

    To put himself through the Singapore Technological Institute after his O levels, he moonlighted as a waiter and bartender at Zouk. He graduated with an Industrial Technician Certificate in 1991 and found work as a supervisor in a real estate company.

    Upon completing his national service in 1994, he attended classes and obtained his diploma in mechanical engineering from Singapore Polytechnic four years later.

    As he could not afford to study for his degree full-time at NTU, he financed it by working as a service technican for Hexagon Singapore, a provider of information technologies. By then, he had married a staff nurse and their first child arrived in 1999.

    At Hexagon, he rose quickly to become service engineer and then sales manager, and was drawing nearly $6,000 monthly, with a company car, when he got his degree in 2004.

    “My wife was expecting our third child when I graduated,” says the father of four children, aged between seven and 16.

    When his father told him to give up his dream of becoming a pilot, he felt a lot of resentment.

    “I was thinking, I worked so hard for a degree, put in so many nights of night school and now you want me to sell nasi lemak?” he recalls. “The naughty part of me told me to go after what I wanted. The good part of me told me my father probably wanted me to do this for good reason.”

    After agonising over it for a week, he told his father he would accede to his wishes, but only if he called all the shots.

    “He said, ‘No problem. You now run the show. You do what you think is right and at the end of the month, you pay me what you think I should get.’”

    The engineering graduate introduced processes including proper book-keeping, paid his staff CPF and put in place a roster to make more effective use of manpower.

    Then came little tweaks to the recipes; such as substituting Thai rice with basmati rice for a better texture and improving the batter and marinade for the fried chicken.

    Soon, the stall started getting accolades such as Singapore Street Food Master for best nasi lemak given out by food guide Makansutra in 2006. In 2008, Selera Rasa’s business received a massive spike when it bagged The Straits Times Readers’ Choice award for favourite nasi lemak.

    He remembers that Sunday morning well.

    “I told my brother to open the stall’s shutter to start business that morning. He opened it half-way, pulled it down again, and kept quiet. I asked him why. He said, ‘You open, lah. I don’t want to open.’ So I did, and was shocked to see a long queue.”

    He has dished out his nasi lemak during Singapore Day in cities such as London and New York. And that queue has not abated. It is not uncommon to see lines of more than 30 people every lunch time.

    Four years ago, his father died from nose cancer, aged 66.

    “Before he died, he told me he had a task for me. He wanted me to bring all my brothers and my sister into the business. And then, he said, he wanted me to take them all on a vacation to Australia.”

    And so Mr Abdul Malik rallied his siblings and their families – 22 people in all – and took them on a trip to Brisbane and Sydney.

    “Prior to that, we only went on one vacation together as a family and that was 15 years ago. He really wanted us to bond as a family. He probably also hoped the trip would make it easier for me to get my siblings to join the business.”

    It took some cajoling, but he succeeded in getting his siblings – who were then holding jobs from air- con technician to service engineer – to come into the fold.

    The hardest to persuade was his youngest brother, who had an engineering diploma from Ngee Ann Polytechnic.

    “He said, ‘The pay you are giving me is equal to what I’m getting now. If I come on board, I do not just want Adam Road.’

    “So I said, ‘What do you mean?’ He said, “I want you to expand so that the whole of Singapore knows about Selera Rasa.’ So I promised him I would do that.”

    Although Selera Rasa opened an outlet in Ang Mo Kio Avenue 5 in 2007, its plan for expansion made headway only last year when a regular customer, Mr Chiang Zhan Xiang, business development director of Butterfly Park & Insect Kingdom in Sentosa and co-founder of Pezzo Pizza, broached the idea of a joint venture.

    Negotiations took more than a year; it is an equal partnership.

    Says Mr Abdul Malik: “They take care of the outlets, we take care of the central kitchen and the quality of the food. This is perfect because I have never liked the idea of franchising our brand. You cannot control the quality.”

    There are days when he is wistful, wondering how his life might have turned out if he had taken to the skies.

    But the man, who is also featured in filmmaker Eric Khoo’s telemovie Wanton Mee – a homage to Singapore food – says he has no regrets.

    “Before they came on board, I only saw my siblings once or twice a month. Now I see them every day,” he says.

    “Sure we bicker, but we have also become so much closer as a family. My father was a very wise man.”

    I just read CNA. The report seems to imply that I retract my entire first post of today. I only retract the part related to the comment on Mr. Tang Wee Sung. Mr. Shanmugam has informed me that even after the new law has been passed, it is not illegal to criticize a judgement or the AGC after the judgement has been delivered. Much of the proposed bill is ambiguous to a person not trained in legal matters.

    As per my current understanding, I stand by the rest of the statements I posted. The bill which will be passed in parliament tomorrow gives the government the right to comment whilst denying that to people. This is inconsistent with equality before the law and is an attempt to muzzle public opinion

    In Straits Times on 12/8/2016, it was reported that the contempt of court laws are set to be entered into the statutes.

    Minister Shanmugam stated that
    1) It gives the public a better sense of what action can unduly influence court proceedings, known as sub judice. Ironically, Sub Judice rules were set up for situation where there is laymen jury who may be naïve enough to be misled by rumours or lead by emotion rather than logic as in religious or racial issues. It was this weakness of having a jury swayed by ignorance or emotions that lead our founding PM Lee Kuan Yew, to do away with Juries in Singapore courts. If your judges are so vulnerable, then the cabinet is at fault for its choice of candidates proposed to be promoted to be judges.

    2) It provides a framework for contempt of court punishments. The maximum penalty is a fine up to $20,000 and/or jail term up to 12 months. This is very serious penalties for someone who may just want to speak out against an unfair judge and/or an unfair government. When I wrote in ST against the then penalty for Mr Tang Wee Sung, whilst I wrote out of my pity for Mr. Tang and the sense of how brutally unfair the penalty suggested by our Attorney General’s Chambers was, the letter published in Straits Time was worded with the help of Mr Shanmugam and his partner at Allen and Gledhill, Mr Lucian Wong. I would have written even if neither senior lawyers supported me, but the wording of my letter would have been very amateurish. Now being on the side of the government, Minister Shanmugam seems to see justice only from the point of view of the government and the AGC always being right.
    In fact, it is bizarre for me after what Mr. Wong and Mr. Shanmugam encouraged and supported me to do then, that Mr. Shanmugam now wants to demolish a tiny trail leading to some degree of justice for someone whom the government considers a nuisance.

    3) It provides a framework for contempt of court punishment and sets a limit on fines and prison sentences which as seen from above can be very serious.

    This has led to widespread concern amongst Singaporeans who understand the implications of this proposed law and one need only search the internet to find multiple posts stating why this bill will gag public debate on issues that are important to Singaporeans. I will not repeat what has been clearly stated in petition against this bill which was published Straits Times on 12/8/2016.

    Rather, I am amazed that there has not been more vocal protest by more Singaporeans. A phenomenon I observed this morning may provide the answer. I woke up and stepped out of my air-conditioned bedroom and immediately smelled smoked. I asked my two maids who sleep in bedrooms with their windows open whether they smelt anything smoke and they did not. I called a friend who also sleeps in air-conditioned bedroom and he too smelt smoke as he stepped out of his bedroom. Smell is a sensation that we quickly get used to and then no longer notice it if it lingers for less than an hour. Perhaps, Singaporeans have gotten used to an authoritarian government who until recently had always acted for their wellbeing, and so when another new action is taken, they do not even bother to think whether it may be against their welfare. This current government is not like previous PAP governments. I urged all Singaporeans, and all MPs and NMPs to think through what has been proposed, and also read the many commentaries on the internet.

    Keharmonian kaum antara kaum dan agama berbeza adalah prinsip asas bagi Singapura.

    Perdana Menteri Lee Hsien Loong berkata demikian sempena Hari Keharmonian Kaum hari ini (21 Jul).

    Dalam satu catatan Facebook, PM Lee menulis rakyat Singapura harus merai kepelbagaian mereka dan berkongsi adat dan budaya satu sama lain.

    Beliau berkata di banyak negara ada lebih banyak kes orang menolak kepelbagaian.

    PM Lee merujuk kepada serangan pengganas baru-baru ini di Orlando, Amerika Syarikat, Dhaka, Bangladesh, Nice di Perancis dan Puchong di Malaysia.

    Setiap kejadian itu kata beliau sifatkan sebagai menakutkan, didorong kebencian dan menyayat hati.

    Beliau menambah bahawa Singapura harus sentiasa bersatu sebagai satu bangsa, dan tidak membenarkan keadaan sedemikian memisah atau memecahbelahkan negara.

    Sekolah di Singapura memperingati Hari Keharmonian Kaum bagi mengingati rusuhan kaum di Singapura pada 1964.

    Dua rusuhan kaum selama lima hari itu mengakibatkan lebih 30 orang terbunuh dan sekurang-kurangnya 500 cedera.
