PARIT BUNTAR, Jumaat – Umat Islam diminta tidak membayar zakat secara terus kepada asnaf kerana perbuatan itu hukumnya adalah haram, kata Mufti Perak Tan Sri Dr Harussani Zakaria.
Beliau berkata, orang ramai dinasihatkan untuk membayar zakat kepada pusat zakat yang dilantik oleh kerajaan di setiap negeri.
“Mengikut hukum syarak, apabila ada satu badan yang telah dilantik kerajaan untuk mengumpul zakat fitrah dan harta, setiap orang wajib mengeluarkan zakat kepada badan tersebut.
“Ini kerana badan itu telah diperintahkan supaya mencari dan mengumpulkan asnaf yang ada untuk disampaikan secara adil hasil zakat itu,” katanya pada sidang media selepas majlis penyampaian bantuan Aidilfitri kepada 300 fakir miskin dan sumbangan kepada Majlis Agama Islam dan Adat Melayu Perak (MAIPk) oleh Yayasan Muhibbah Fng Ah Seng di sini, hari ini.
Dr Harussani mengulas berhubung isu viral di Facebook di mana sebanyak 70 peratus orang ramai bersetuju membayar zakat terus kepada asnaf manakala 30 peratus lagi kepada badan pungutan zakat.
Katanya, pembayaran seperti itu hukumnya tidak sah dan dikhuatiri asnaf yang menerima itu layak atau tidak menerima zakat.
“Pendapat seperti ini salah kerana MAIPk memberikan zakat secara adil kepada asnaf yang layak menerima zakat. Pegawai kita masuk kampung untuk mengesan asnaf yang layak menerima zakat dan gaji mereka kita ambil dari bahagian amil dan bukan dari asnaf,” katanya.

I was already 18 going on 19 in 1969 when the race riot (and not the first race riot, mind you) erupted on 13th May, three days after the Saturday, 10th May, general election.
Much has been said and written about one of these dark periods in Malaysian history (oh yes, we have had many dark periods in Malaysian history). Nevertheless I was there, so I can tell you what happened (or partly about what happened) from an eyewitness’s account.
It is true that on the 11th and the 12th of May the non-Malays were parading (at least from what I witnessed in Bangsar and Brickfields where I lived) and were shouting insults at the Malays and telling the Malays to leave Kuala Lumpur and balek kampung because the Chinese now own the town(s), etc. However, that was not why ‘May 13’ started. That was the excuse they used to start ‘May 13’.
In fact, I was not only a witness to the events in early 1969, I was also at the anti-government demonstration in front of Pudu Jail earlier (where we got shot with tear gas) and I attended all the opposition ceramahs in Brickfields, which were very inflammatory and racial in tone.
So, yes, there was a build-up to the 13th May 1969 race riot and it was built up over a period of time. But then this was intentionally allowed to happen. And as much as Tunku Abdul Rahman tried to curtail all this and he issued instructions to the police to clamp down on the racial rhetoric, there were others in Umno and in the government who countermanded the Tunku’s orders and undermined Tunku so that the racial heat can build up even higher.
And this was why the Tunku stepped down one year later in 1970. The Tunku did not step down because of May 13 or because he failed to stop May 13. He stepped down because of a broken heart. His heart was broken by the fact that so many Malaysians had to die unnecessarily (some estimates put it at 600 and others at thousands, although ‘officially’ it is less than 200) just because some people in Umno were trying to oust him from power.
Even decades later the Tunku would still break down and cry whenever he talked about this. You can see he was still upset until the day he went to his grave and one of the people he blamed for ‘May 13’ was Tun Dr Mahathir Mohamad. The Tunku even went so far as to say that Malaysia would be cursed if Mahathir ever took over as Prime Minister.
Over the last ten years since 2006 (when Mahathir first launched his campaign to oust Prime Minister Tun Abdullah Ahmad Badawi) Mahathir has travelled the length and breadth of Malaysia to talk about how Malays lost power. Yes, that is the gist of Mahathir’s lectures — about how Malays lost political power and now have to share power with the non-Malays.
Mahathir starts with the story of Melaka and about how some Malays collaborated with the Portuguese, which resulted in the collapse of the Sultanate in 1511 and which resulted in Melaka and eventually the rest of Malaya getting colonised for hundreds of years (and for Penang and Singapore becoming Chinese-owned).
Anwar Ibrahim, however, has a slightly different version of that same story. Anwar says it was because of the treachery of the Mamak that Melaka fell. And that is why ‘Mamak Bendahara’ (meaning Mahathir, the then Prime Minister) must be ousted. It is actually quite hilarious considering that Anwar himself is Mamak so it was actually a battle of the Mamaks but using the Malays to fight this battle.
Anyway, the point that Mahathir was making (at least in his lectures over the last ten years since 2006) is that the Malays perpetually fight amongst themselves and in the end the foreigners take over the country. And Mahathir is also telling us that unless the Malays unite then Malaysia will always be in danger of getting colonised or the non-Malays would be able to grab political power.
This was what Mahathir told the Malays in 2006-2008 when he wanted to oust Abdullah and this is what Mahathir is telling us now when he wants to oust Prime Minister Najib Tun Razak. The Malays fight with the Malays and the non-Malays or foreigners end up taking over the country.
In 1969, Mahathir told the Tunku that the reason the Malays were very angry (and did not vote Umno) was because he (the Tunku) gave too much face to the Chinese. In 2013, Mahathir told Najib the same thing: that he (Najib) was giving too much face to the Chinese (who do not support the government anyway) and was neglecting the Malay voters (who are actually Umno’s support base).
As Mahathir is so fond of telling us, the Malays love to self-destruct. The Malays love fighting each other. Malays suffer from a syndrome called PHD (perangai hasad dengki). They can’t stand seeing someone have more than them so if you spend RM1,000,000 on your daughter’s wedding then I must spend RM1,500,000 and if you invite Mahathir as your VIP guest then I must invite Mahathir and Muhyiddin Yassin.
Yes, the Malays first became divided in 1951 when PAS was created (by Umno people themselves). Then, in 1987, the Malays further became divided due to a power struggle within Umno (that involved Mahathir and Tengku Razaleigh Hamzah) and which resulted in the creation of Semangat 46. In 1998, the Malays became divided, yet again, due to, yet again, another power struggle in Umno and Parti Keadilan Nasional was created followed by an opposition coalition.
So the history of the Malays is that every few years they will fight and they will get divided and they will become a little bit weaker because of it. And the non-Malays will take advantage of this (as they should) and unite while the Malays divide.
Over the last two years the Malays have become divided even more, the worst ever in history. Umno is divided with the Mahathir faction leading the ANC (Anti-Najib Campaign). PAS is divided with the creation of PAN a.k.a. Amanah as the breakaway party. PKR, a Malay-based multi-racial party, is also divided with the Anwar and family faction on one side and the Azmin Ali faction on the other.
Yes, and while the Malays are divided into six, or maybe even seven or eight, the Chinese are united under Pakatan Harapan. And because the Malays now see how weak they have become and now that they realise they no longer have bargaining power like they used to (and that even MCA, MIC, Gerakan, etc., now dare challenge Umno when in the past they would not dare squeak) the Malays need to find someone to blame. And the most convenient scapegoat would be to blame the Chinese for this.
This is a typical Malay attitude. When they are lazy and they fail, they will say this is God’s will (so they blame God for their failure). When they fight amongst themselves and become weak, they will blame the Chinese for uniting and for splitting the Malays. When they are bankrupt of ideas, they will use Islam as the political weapon or political platform and then will blame the non-Muslims for insulting Islam or for not respecting Islam.

Pihak polis Malaysia percaya dapat menyelesaikan sekurang-kurangnya 10 kes curi kereta di negara itu dengan penahanan lima lelaki termasuk dalangnya dan dua wanita pada hari Rabu (15 Jun).
Ketua Polis Johor Datuk Wan Ahmad Najmuddin Mohd berkata siasatan mendapati sebuah Toyota Estima yang dirampas merupakan kereta milik seorang rakyat Singapura yang baru dibeli tiga hari, sebelum hilang di sebuah pusat beli-belah di Tampoi pada 7 Jun.
Kesemuanya, pihak polis merampas enam kereta daripada mereka yang dianggarkan bernilai sekitar RM1 juta (S$330,000)
Datuk Wan Ahmad berkata kesemua suspek berusia antara 21 hingga 40 tahun dan mereka ditahan dalam Ops Lejang Khas Jabatan Siasatan Jenayah Ibu Pejabat Polis (IPD) Daerah Kulai.
“Penahan pertama berlaku pada 12.00 tengah hari terhadap seorang lelaki di Taman Anggerik, Kempas dan polis merampas sebuah kereta Toyota Altis daripadanya,” kata beliau kepada Bernama.
Datuk Wan Ahmad berkata siasatan lanjutan terhadap lelaki itu mendedahkan enam lagi individu terlibat sebelum pihak polis menahan lima daripada mereka di beberapa kawasan termasuk Permas Jaya, Taman Mount Austin dan Taman Munsyi Ibrahim pada hari yang sama.
Seorang lagi menyerah diri di IPD Kulai pada Jumaat (18 Jun).
Beliau menjelaskan pihak polis merampas lima kenderaan iaitu Toyota Estima, Nissan Sylphy, Mitsubishi Colt serta dua Toyota Wish daripada mereka.
Menurut beliau, pihak polis kini sedang memburu baki beberapa lagi individu yang terlibat manakala ketujuh-tujuh ditahan kini direman bagi membantu siasatan.
Several Ramadan bazaar stall owners in Petaling Jaya and in Penang feel uneasy charging their customers more following the 10 to 30 per cent increase in price of raw food items. But, they claim they have no choice.
Fried chicken seller Ismail Ibrahim, 24, who is in his fifth year of selling at Ramadan bazaar lamented the price of chicken had increased by 40 per cent since the beginning of Ramadan and it was affecting his business.
“Earlier this year, 1kg of chicken would cost around RM5.50 (S$1.81), but now it is roughly RM7.70 per kg,” he said.
“Our fried chicken are sold cheap at RM1 per piece, but we now struggle to maintain the price.”
The significant increase of price of poultry had also forced trader Mohd Ayob Yakob, 47, who had been selling chicken rice for 18 years, to offer a different menu at the Section 14 bazaar this year.
“The price of chicken kept shooting up and I would have to sell a packet of chicken rice at RM5 to make a little profit. But if I do, nobody would buy from me,” he said.
“So after much contemplation, I decided to stop selling my usual Ramadan fares and sell murtabak instead this year.”
Mr Ayob said even by selling murtabak at RM3.50 per piece, he made just enough profit to cover his business for the next day.
Last week Domestic Trade, Cooperatives and Consumerism Minister Hamzah Zainuddin denied prices at Ramadan bazaar had gone up.
Mr Hamzah said if there were hawkers who contravened the price control scheme, the ministry could charge them under the Price Control and Anti-Profiteering Act 2010, adding he had instructed his officers to routinely conduct checks to prevent profiteering.
Ms Nor Baaiah Yusoff, 45, who sells mixed rice at the USJ4 bazaar in Subang, said she was left with no option but to charge differently, depending on the size of the chicken parts.
“If a customer picks a bigger part, it will be RM5. Otherwise, it is fixed at RM3.50.
“If I don’t charge extra, I will be making very little profit or none at all,” she said, adding she made sure her fares are delicious enough to satisfy her customers.
In George Town, kuih seller Rahimah Abdul Rahman, 36, at the Seberang Jaya bazaar said she had raised the prices of the items as the cost of ingredients had increased.
“I cannot sell the items with last year’s price as there has been a price hike for cashew nuts, almond and flour,” she said.
“I feel bad about selling at a higher price, but I have to accept the reality the price of everything has gone up now, especially after the introduction of Goods and Services Tax last year.”
Mr Ismail Ariffin, 48, who sells rice at the same bazaar, said prices of chicken and vegetables had increased and he had to hike prices between RM1.20 and RM2. He said he charged RM5.50 for a packet of rice with a piece of chicken, some okra and an egg. The same items were sold for RM4.50 in previous years.
Seafood stall operator Noor Anisa Mohd Desa, 31, who started her business four years ago, echoed the same sentiment.
“The basic products and ingredients I use to prepare my dishes are mainly crabs and prawns, but of late, they have gone up by almost 20 per cent due to the decline in catch by the fishermen,” Ms Anisa said.
“I try to manage without hiking my prices as I have so many regular clients.”
Ms Anisa said she was paying RM32 per kg for crabs compared to RM25 to RM26 last year, and RM40 for prawns, which was about RM8 more expensive than last year’s price.
She also had to pay an additional of RM4 to RM6 this year for a kg of sea shells, which only cost her RM8 to RM9 last year.
However, Mr Naim Noor, 31, who runs Sate Kebab Malaiu Panahan Arjuna at the Balik Pulau bazaar, said although the cost of food items had gone up, he still charged his customers at a reasonable rate.
“I cannot charge my customers exorbitantly as it will only turn them away to other stalls. It is the fasting month and we should not be out to make unreasonable profit,” Mr Naim said.
He also said prices of beef and chicken had risen about 10 per cent, but he did not pass the extra cost to his customers.
Mr Naim said a kg of beef cost him RM10 this year compared to RM8 last year and approximately RM9 per kg of chicken which was priced at around RM7.50 last year.

Status ‘iklan diri’ Encik Ubaidullah tersebut kini menjadi viral di lelaman media sosial, hingga dibanjiri lebih 16,700 komen dan dikongsi lebih 11,260 kali.
Bahkan, jejaka itu ternyata beruntung kerana kebanyakan komen pada statusnya ditulis oleh gadis-gadis muda, lapor laman Astro Awani.
Assalamualaikum.. tak pernah tulis macam ni.. (Seyes malu sesangat) . . .. tapi.. . . Mak ayah da tanya kan.. tak sempat…
Meskipun kebanyakan pengguna Facebook yang menulis komen tidak pula secara berterus terang menyatakan hasrat untuk menjadikan Encik Ubaidullah sebagai suami, ramai yang menyebut dan ‘tag’ nama rakan-rakan mereka untuk menyarankan jejaka itu sebagai calon.
Bahkan, seorang pengguna, Al O’sullivan dengan tepat menulis komen: “Untung awak bro. Update sekali, beribu yang datang. Untung.”
Ramai juga netizen yang mengucapkan selamat maju jaya kepada Encik Ubaidullah dan semoga Allah mempermudahkan usahanya dipertemukan jodoh.
Ada pula yang meninggalkan pesanan agar beliau bijak memilih calon isteri, kerana beliau kini mempunyai banyak pilihan, lapor Astro Awani.
MAHU BERNIKAH SEBELUM MENYAMBUNG PENGAJIAN
Jadi, apa yang istimewa pada Encik Ubaidullah hingga statusnya menarik perhatian begitu ramai gadis muda?
Dalam statusnya yang dimuat naik pada 14 Jun itu dan disertakan lima gambar beliau di majlis tamat pengajian universiti dan bersama keluarga, Encik Ubaidullah berkata beliau “malu sangat” kerana “tak pernah tulis macam ini.”
“Tapi… mak ayah dah tanya kan. Tak sempat nak mencari, baru sekarang tersentak,” tulisnya.
Encik Ubaidullah, graduan kejuruteraan elektrikal dari Universiti Tun Hussein Onn Malaysia dari Muar, Johor itu berkata beliau ingin bernikah dahulu sebelum menyambung pengajian di peringkat sarjana tahun depan.
Katanya, sebab beliau ingin mendirikan rumah tangga ialah kerana sudah bersedia dan hendak “lengkapkan diri.”
“Impian ini sudah lama dirancang sebenarnya, empat tahun lalu, tapi tak kesampaian lagi, tiada jodoh,” ujarnya.
Encik Ubaidullah menambah beliau “boleh memasak apa sahaja”, pernah belajar agama dari “form 1 hingga form 3 di SMA At-Tanwiriah” dan bersedia bernikah hujung tahun ini atau awal tahun depan.
TAPI ADA KRITERIA GADIS IDAMAN…
Namun, jejaka itu juga mempunyai kriteria sendiri bagi gadis idamannya.
Encik Ubaidullah berkata gadis idamannya berusia antara 18 hingga 24 tahun, dan sebaik-baiknya dari Johor, supaya senang mengunjungi keluarga pada Hari Raya nanti.
“Boleh terima saya, dan sama-sama perbaiki diri ke arah lebih baik. Saya sedia jadi imam awak, saya sedia jumpa mak ayah awak,” tambahnya.
Dalam status terkininya pada 1.52 pagi tadi (17 Jun), Encik Ubaidullah meminta maaf kerana belum membaca dan membalas kesemua komen yang ditulis.
Beliau juga berkata, tidak perlulah berasa malu untuk membuat kebaikan. “Kalau niat kita betul-betul untuk kebaikan, mengapa perlu malu kan? Beranilah untuk mencuba..
“Kalau kena kritik, biarkan, kita mesti anggap itu pun nasihat baik untuk kita. Sekurang-kurangnya kita sudah usaha,” tulisnya.
Encik Ubaidullah juga melahirkan rasa terharu dengan komen-komen yang ditulis dan berharap Allah mempermudahkan usahanya mencari jodoh.
