    NDR 2016: MUIS, PERGAS To Work Together To Make Asatizah Scheme Mandatory

    Two Muslim leadership bodies will work together to make the Asatizah Recognition Scheme (ARS) mandatory, said Prime Minister Lee Hsien Loong in his Malay National Day Rally speech on Sunday (Aug 21).

    The decade-old scheme, which is currently voluntary, recognises teachers and scholars who meet the minimum standards of qualification to preach and teach Islamic religious knowledge.

    “MUIS (Islamic Religious Council of Singapore) will work with PERGAS (Singapore Islamic Scholars and Religious Teachers Association) and the Asatizah Recognition Board (ARB) to make (the scheme) mandatory,” said PM Lee in Malay during his speech, which began at 6.40pm at ITE Central.

    He added: “I commend the community for these initiatives and for their resolve. This will ensure that all Muslim religious teachers here are able to guide their students to practice Islam in the context of Singapore’s multiracial society.”

    Earlier in his speech, Mr Lee had said that it is critical for local asatizah (Muslim religious teachers) to understand Singapore’s multiracial context.

    He shared that several topics, including an understanding of contemporary issues and context, are incorporated in professional development programmes offered to asatizah by the ARS.

    “I understand that many asatizah find this exposure useful and important,” he said.

    On the sidelines of the Rally, Minister-in-charge of Muslim Affairs Yaacob Ibrahim said the plan is to start making the ARS mandatory from the beginning of next year, although there will be a transition period.

    “We want to have every religious teacher to be qualified and be on the ARS. If some of them do not have the necessary qualification, we will run programmes, we will basically work with them to ensure they can be part of the ARS,” he said.

    The Minister added that 80 per cent of teachers are already registered under the ARS.

    “The remaining 20 per cent are those operating on the private sector; those are running their own classes. We will be meeting them and I think they understand the need for the ARS and some of them are coming forward and I think some of them also fear that they may not have the necessary qualification.”

    In that situation, the authorities will work with the teachers to see what assistance is needed to ensure they meet the criteria to be qualified under the ARS.

    2 Singaporeans Planning To Join ISIS Detained, 2 Others On Restriction Orders: MHA

    Two Singaporeans, who intended to travel to Syria to fight for terror group Islamic State in Syria and Iraq (ISIS), have been detained under the Internal Security Act, the Ministry of Home Affairs said on Friday (Aug 19).

    Rosli Hamzah, a 50-year-old car washer, and Mohamed Omar Mahadi, a 33-year-old waste truck driver, received two-year detention orders this month, said the ministry in a statement.

    Both men had also sought information online on how to travel to Syria to fight for ISIS. Rosli had searched for possible travel routes to Syria, while Omar had contacted militants for travel advice.

    One of the militants was a citizen of a South-east Asian country and he was later killed in combat in Syria, said the ministry, without elaborating.

    Both men became radicalised after listening to a Batam-based religious radio station called Radio Hang. The station, which claims a following in Johor Baru and Singapore, sometimes features speakers who preach extreme religious views.

    Rosli began listening to the radio station in 2009, and was introduced to ISIS propaganda in August 2014 by “social media contacts who shared his religious orientation”, said the ministry.

    “He became interested in armed jihad and ISIS, and as he perused more ISIS propaganda on the Internet, his support for ISIS grew.

    “He eventually became convinced that ISIS militants were fighting for Islam, and that their beheading of ‘enemies’ was religiously permissible,” it added.

    Omar started to listen to the same station in 2010, and came across propaganda by radical Al-Qaeda ideologue Anwar al-Awlaki in 2012. It led him to read more radical materials online, including ISIS-related materials, and he became a believer of ISIS’ warped ideology.

    “By 2014, Omar was convinced that ISIS was fighting to bring glory to Islam, and that it was his religious duty to become an ISIS fighter in Syria,” said the ministry. “He was prepared to die a martyr.”

    Omar’s wife Dian Faezah Ismail is one of two Singaporeans placed under Restriction Orders, which curtails their movement and activities.

    The 34-year-old, like her husband, came to believe that the terror group’s violent actions are legitimate. She also helped him in his plans to relocate their family to Syria, said MHA.

    There is no evidence at this point that their children were radicalised, the ministry added.

    Dian has also moderated her views and will be undergoing religious counselling, it said.

    The other is Mohamad Reiney Noor Mohd, a building technician. The 26-year-old had decided in 2013 to adopt a more fundamentalist form of religious practice, and in 2014 encountered radical ISIS-related materials online.

    After viewing ISIS’ propaganda, he subscribed to its violent cause, aspired to fight for the terror group and was prepared to die in battle as he thought it would make him a martyr.

    Reiney also intended to bring his family to Syria and had thought of saving money for the trip, said MHA.

    Fortunately, he decided to drop his intention to travel there after he was dissuaded from doing so by a family member.

    “Reiney has since moderated his positive views about ISIS after reading negative reports about the group,” said MHA.

    “He has also set aside the intention to travel to Syria to join ISIS after he was admonished by a close relative that it was ‘forbidden’ for him to do so because the fighting in Syria did not concern him and he would be placing his family in harm’s way,” it said.

    MHA said Reiney will undergo religious counselling while on Restriction Order.

    The latest arrests mean there are currently 18 Singaporeans and four Bangladeshi nationals now on Detention Orders, and another 24 Singaporeans on Restriction Orders.

    20 Belia Masjid Ar-Raudhah Singsing Lengan Cuci Kereta Demi Amal

    Sekitar 20 belia dari Masjid Ar-Raudhah menyingsing lengan membersihkan kereta bagi tujuan amal hari ini (13 Ogos).

    Para belia mula mencuci kereta di Bukit Batok Nature Park pada 9.00 pagi tadi.

    Pada akhir acara, mereka berjaya membersihkan lebih 25 kereta.

    Dua lagi sesi cuci kereta akan diadakan pada 20 dan 28 Ogos di tempat yang sama.

    Projek tahunan ini dimulakan kumpulan belia Masjid Ar-Raudhah, Al-Fateh pada 2014.

    Dana yang terkumpul digunakan bagi kegiatan belia Al-Fateh, termasuk lawatan amal ke Tanjung Pinang, hujung tahun nanti.

    “Dengan program sebegini, kami dapat beramah mesra dengan masyarakat di kawasan ini dan di daerah masjid. Ini sedikit sebanyak dapat memupuk semangat perpaduan kaum di kalangan belia,” kata Pengerusi Al-Fateh Nur Wahidah Arba’in.

    DPM Teo Sokong Penubuhan Kolej Islam Bagi Bangun Keupayaan Asatizah

    Sekarang ini menjadi lebih penting bagi warga Singapura mengambil langkah-langkah menggalak keharmonian antara agama dan menangkis ideologi radikal.

    Ini lebih-lebih lagi dengan beberapa penangkapan dan serangan pengganas di rantau ini dan merata dunia.

    Ia termasuk penangkapan enam orang di Batam yang dipercayai merancang melakukan serangan roket ke Marina Bay Sands.

    Timbalan Perdana Menteri Teo Chee Hean berkata demikian di majlis jamuan Hari Kebangsaan di Pasir Ris-Punggol, malam semalam (7 Ogos).

    Berucap di majlis jamuan Hari Kebangsaan ini, DPM Teo berkata masyarakat Islam Singapura sedang mengambil langkah melindungi diri mereka daripada pengaruh radikal dan keganasan pelampau.

    DPM Teo turut memberi jaminan kepada warga Islam Singapura, mereka akan dilayan dengan adil dan saksama.

    “Pemerintah menghargai usaha-usaha masyarakat Melayu-Islam untuk menentang idea-idea pelampau. Sebagai contoh, pemimpin agama Islam dan asatizah melangkah ke hadapan untuk memulakan Kumpulan Pemulihan Keagamaan (RRG) pada tahun 2003. Pada Mei lalu, mereka melancarkan aplikasi untuk memerangi radikalisasi.

    “RRG juga mempunyai telefon hotline dan laman web untuk menentang ajaran salah yang disebarkan oleh kumpulan pelampau. Kita mesti membina daya tahan sosial kita, supaya kita dapat bangkit semula sebagai sebuah masyarakat yang bersatu padu sekiranya serangan berlaku,” menurut DPM Teo.

    DPM Teo juga berkata beliau menyokong aspirasi masyarakat Melayu/Islam untuk menubuhkan sebuah kolej Islam di negara ini.

    “Saya menyokong cadangan-cadangan ini demi membangunkan kepupayaan asatizah dan para pemimpin kita. Dengan memahami dan menghargai konteks pelbagai bangsa dan agama di negara kita, mereka boleh membantu mengekalkan keharmonian sosial yang kita nikmati hari ini,” tambah beliau.

    Beralih ke isu-isu lain, DPM Teo menarik perhatian ekonomi sejagat sedang mengalami kesulitan.

    Pemerintah, katanya, akan memainkan peranan membantu syarikat-syarikat dan warga Singapura.

    Di peringkat akar umbi, DPM Teo berkata pasukannya sedang berusaha menjadikan Paris Ris-Punggol sebuah kediaman lebih baik dengan kemudahan baru dan peningkatan sistem pengangkutannya.

    Encik Teo menambah banyak kemajuan dicapai sejak pilihan raya yang lalu tetapi masa depan seterusnya adalah mencabar.

    Singapura, kata beliau, bernasib baik dapat menghadapi cabaran-cabaran itu sebagai sebuah negara yang bersatu dengan pemerintah yang kukuh.

    Beliau menyeru warga Singapura agar terus bekerjasama.

    Zulfikar’s Views Of Extremist Islamic Organisations Has Changed Since 2015, Family Of Man Detained Under ISA Claims

    The following is a press release by the family of Zulfikar Shariff. Zulfikar was recently arrested and detained under the Internal Security Act (http://bit.ly/2ahTheb).


    Statement from the family of Zulfikar Mohamad Shariff

    We refer to the various reports over the past several days in the Singapore and other media, based on content and statements originating from the Singapore Ministry of Home Affairs, Government Ministers, spokespersons and commentators relating to the announcement of the detention of Zulfikar Mohamad Shariff under the Internal Security Act (ISA).

    We are troubled that the media reports and commentaries are based on information that has been pieced together to suit the Singapore Government’s content and statements put out to justify the detention of Zulfikar under the ISA. Commentators have also used information selectively to attune their claims with that of the Singapore government.

    However, such information does not represent the true and correct picture of the situation and statements over Facebook made by Zulfikar. In fact, the allegations are mostly based on postings in 2013 and 2014, and almost nothing from 2015 and 2016 where his position on many issues have changed.

    We would like to highlight several points, but not exhaustive, of the claims made through the Singapore media:

    1.     Support of the Islamic State (ISIS):

    The accusations of supporting ISIS are based on selected Facebook postings in 2014.

    However, there were subsequent comments made by Zulfikar on Facebook which indicated that he did not agree with their actions and position. As his family, we have numerous recent conversations with him during which he had made it obvious to us, and anyone that knows him personally, that he is not a supporter of ISIS.

    On 28th June 2014, Zulfikar had published comments regarding ISIS in Iraq and Syria, when there were news releases of a reestablishment of the Islamic Caliphate. The news was greeted with excitement by a number of Muslims, as the Islamic Caliphate is meant to be a central Muslim leadership in the matters of the religious law, and being the Muslim equivalent to the Roman Catholic papacy.

    When the first global media reports of violence and beheadings by ISIS began in late July 2014 and the agendas of the ISIS fighters had seemed to differ from the peaceful perspective, Zulfikar took a different stance. He had been against their violent nature and ideology.  Anyone who knows him personally would know that he is argumentative but not a violent man, and does not condone violence.

    2.     Portrayal as being violent and promoting war:

    Zulfikar had never encouraged or promoted others to join ISIS. He’s not a violent person and does not encourage any violent behaviour towards others, no matter the race or religion.

    3.     Caliphate in Singapore:

    It was never his intention to establish the Caliphate system in Singapore or use violence to achieve such an objective.

    The stance on the reestablishment of the worldwide Islamic Caliphate is based on Muslim unity for religious adherence in creed.

    Zulfikar had, on numerous occasions, stressed on the importance of the political unity of Muslims. It was not a violent idea, neither does it condone terrorism.

    4.     The photo of him with his children and the Islamic banner:

    There had been a photo that had been circulated by the Singapore Media in an unclarified attempt to link it to a Jihadi pose.

    The banner, which had been maliciously and falsely identified as an ISIS flag, is actually a banner which has been used throughout Islamic history, as the basis of Islamic creed to represent Islam, which states the Shahadah, or professing the recognition of God and the Prophet.

    The banner in the photo was purchased to show solidarity towards the oppression of the Palestinians, which had been mentioned by Zulfikar in that post. It was never referred to as a support for ISIS or any other known terrorist organisations, besides being exaggerated by the Singapore media.

    5.     Al Makhazin 

    Al Makhazin (The Magazine), was established to give an alternative platform to raise awareness around Muslim issues around the world. It was to give a voice for Muslims to discuss current issues.

    6.     Hizbut-Tahrir 

    Zulfikar has never been a member of Hizbut-Tahrir. Claims that state otherwise are untrue and have no basis at all.

    The contents distributed in the media, and statements and commentaries made thereafter are inaccurate and selective. We find such content malicious, with the intention of portraying Zulfikar negatively.

    Zulfikar’s Facebook account had been removed while he was in detention, while media reports and commentators continue to falsely portray him as an extremist and as an ISIS sympathiser, without his FB page content being currently accessible to show the true nature of the posts.

    While Zulfikar has always been known to oppose the Singapore Government policies, his postings were written from a perspective of someone who argued and rationalised his opposition to the PAP government’s policies vis-à-vis the Malay/Muslim community.

    To detain him under the ISA for his views, is not fair. To further accuse him of being an extremist and by extension insinuating terrorism and being a sympathiser of terrorist organisations, is stretching the evidence from his FB page postings. Detaining him under the ISA without trial and without having the opportunity to challenge these aspersions in an open court is an injustice. We fear that the detention of Zulfikar also increases the chances of self-incrimination through “confessions” and “admissions”.

    All this one-sided misinformation has given opportunity to others with whom Zulfikar has had disagreements on and offline to come out now and cast one-sided aspersions.

    Zulfikar is a loving family man. His detention is doing irreparable harm to him and his family.

    This response is not exhaustive, we will respond further on this matter as appropriate and as needed.
