    Man, 26, Charged With Committing Sex Offences Involving At Least 10 Underage Boys

    A 26-year-old man was charged on Tuesday with committing sex offences involving at least 10 underaged boys.

    Goh Jun Guan faces 30 charges involving boys who were aged between 10 and 15 years old at the time.

    The alleged offences, which took place between 2012 and 2014, include giving and receiving oral sex from some of the boys as well as touching the genitals of some and getting them to touch his.

    He also stands accused of persuading some of the boys to send him photos of their genitals or videos of themselves masturbating, and of sending them similar photos and videos of himself via WhatsApp.

    These alleged acts happened at a different locations, including public toilets in Jurong West Public Library, Pioneer Mall, and Jurong Point Shopping Centre.

    For each count of sexually penetrating or being sexually penetrated by a boy under 14 years of age, Goh could be jailed up to 20 years and also fined or caned.

    For each count of procuring the commission of obscene acts by the boys, he could be jailed up to five years, fined up to $10,000, or both, on the first conviction.

    Bishan Gay Gets 12 Months Jail for Molesting 12 Year Old Boy In Mall Toilet

    A part-time tutor who sometimes refers to himself as “the Bishan gay” was sentenced to 12 months’ jail on Friday for molesting a 12-year-old boy in a mall toilet.

    Cheng Hoe Huat was found guilty after a two-day trial of touching the student’s private parts in the male toilet of Bishan Junction 8 shopping centre on Nov 13, 2013.

    The 52-year-old, who was unrepresented, is appealing. Bail of $30,000 was allowed.

    During the trial, the prosecution called 13 witnesses, including the victim, his four friends, a child psychologist and teacher.

    Cheng had approached a group of boys, including the victim, to “conduct a survey on sex education”.

    The victim accompanied him to the toilet as he thought Cheng, who was using a walking stick, needed help.

    Deputy Public Prosecutor Amanda Chong argued that the victim was an “unusually convincing witness”. The only discrepancy was in his memory of the exact toilet cubicle where the incident happened.

    She said Cheng’s defence was unsupported by any corroboration.

    District Judge Lee Poh Choo said that although the CCTV footage from the mall was not clear, images of the victim and Cheng walking together could be made out.

    Although Cheng denied knowing the victim and his friends, the judge said the boys, who were then 11 or 12, had positively identified him as the “old man” or “old uncle” who befriended them at Bishan Junction 8 and molested the victim.

    “These are young and resourceful boys as together, they secretly videoed the accused. This video clip was important evidence establishing the accused’s presence at the location on that day,” she said.

    Judge Lee said she found that the four boys had been “honest and frank”, and did not embellish their evidence.

    She agreed with the DPP that they had no motive to lie against Cheng, and convicted him of the charge.

    The maximum penalty for molesting any person under 14 years old is five years’ jail, fine and caning.

    A freelance tutor yesterday denied molesting a 12-year-old boy in a toilet at a shopping mall popular among students.

    Cheng Hoe Huat, 52, is on trial for using criminal force on the boy by touching his private parts in the male toilet on the first floor of Bishan Junction 8 on Nov 13, 2013.

    A frequent visitor to the mall, he told the court he would spend almost every weekday there, reading newspapers and the Bible and writing spiritual journals.

    Cheng, who uses a walking stick, said he would talk to the boys he meets and make friends with them.

    He testified that he came to know a group of madrasah boys by chance that day. The boys approached him while he was seated outside The Coffee Bean & Tea Leaf. He asked them how the madrasah taught sex education compared to other schools.

    After they left, he continued with his reading until around 4.30pm or 5pm. Before leaving, he made a trip to the toilet. He denied asking the boy, who was then in Primary 6, to go with him.

    Conducting his own defence, Cheng claimed he did not recognise the alleged victim or any of his four friends who were among the 13 prosecution witnesses who testified in court.

    The boy, who is now 13, gave his testimony behind closed doors on Wednesday. His father was also among the prosecution witnesses.

    The boy lodged a police report at Bishan Neighbourhood Police Centre a day after the alleged incident.

    Junction 8 is a popular hangout spot for students from nearby schools, such as Catholic High School and Raffles Institution.

    District Judge Lee Poh Choo will give her judgment on May 8. If convicted, Cheng could be jailed for up to five years and/or fined for molesting a person under 14 years old.

    No caning is imposed on males above 50.

    Child Sex Tour Organiser Jailed Four Years And Eight Months

    The first man to be convicted of organising a commercial sex tour with a minor outside Singapore and distributing information to promote such conduct was jailed for four years and eight months on Tuesday.

    Chan Chun Hong was also fined $8,000 for having obscene films at his Yishun Ring Road home on March last year. He had pleaded guilty to 12 of 145 charges, mostly of transmitting obscene material online.

    The 31-year-old, also known as Chris, was arrested on March 1 last year at Changi Airport.

    Police established his identity after receiving information from the US Federal Bureau of Investigation (FBI) about a Singaporean distributing child pornography.

    Email exchanges between Chan, a paedophile and other users suggested that he had engaged in child sex tourism overseas.

    In passing sentence, District Judge Siva Shanmugam said the legislative intent behind the creation of offences under section 376D of the Penal Code was to discourage demand for child sex tourism and prevent the sexual exploitation of young children.

    In the present case, Judge Shanmugam said the facts did not disclose that the former army officer and financial consultant was running a syndicated operation.

    It appeared to be the only occasion in which Chan had arranged for a commercial sex tour with a minor although there was some suggestion he might have gone on at least one previous tour to the Philippines to exploit young children.

    “The age of the minors of intended commercial sex is a matter of grave concern,” he said. “There is certainly an element of exploitation as the potential victims here clearly belong to a vulnerable class, namely, the young and poverty-stricken.”

    He noted that by virtue of his actions, Chan was “creating and enhancing demand for sex with children”.

    For organising a tour for sex with a minor under 18 years old outside Singapore or distributing information to promote such conduct, Chan could have been jailed for up to 10 years and/or fined on each offence.

    Commercial Sex Tour Organiser Did Not Have Sex With Any Minor

    The first Singaporean to be convicted of organising a commercial sex tour overseas was allowed on Monday to revoke his bail pending his sentence next month.

    Before he was led away from the dock to be remanded, Chan Chun Hong turned around to gesture to his parents seated in the 11public gallery that he was going in.

    District Judge Siva Shanmugam will sentence Chan on March 23 on 12 of 145 charges – seven of distributing obscene materials, one of making travel plans for an undercover cop to have commercial sex outside Singapore, three of distributing information to promote conduct of commercial sex with a minor, and one of having obscene films at his Yishun Ring Road home.

    The 31-year-old Nanyang Technological University civil engineering graduate was serving in the Singapore Armed Forces at the time of the distribution of obscene materials offences totalling 135 committed over a one-year period in 2011 and 2012.

    He had joined a major insurance company as a financial consultant when he was nabbed at Changi Airport on March 1 last year.

    Police established his identity after receiving information from the Federal Bureau of Investigation (FBI) in 2013 that a male Singaporean was distributing child pornography materials worldwide.

    The information had also revealed that there were e-mail exchanges between the Singaporean and other users which suggested that Chan had engaged in child sex tourism.

    Chan’s lawyer Rajan Nair said in mitigation his client had a depressive episode following his late Taiwanese fiancee’s illness from womb cancer in 2009. In 2010, he took unpaid leave from the SAF to live and take care of her in Taiwan until her death that year.

    Chan, he said, has always been a person of good character and held in good esteem and standing by his peers and colleagues.

    Diagnosed with paedophilia, Chan intends to undergo treatment upon his release from prison, said the lawyer.

    Mr Nair said it was the undercover cop “Teo Dennis” who had initiated contact with Chan and started asking him about “young girls”. Chan did not seek out persons for whom he could organised commercial sex tours.

    He said Chan had never had sex with a minor. It was most likely that he would not have arranged for the trip for Teo Dennis and himself or anyone else to go overseas for commercial sex with minors if the latter had not instigated him. It was very likely that Chan would have cancelled the intended trip in April last year as he was busy with his work.

    “The only silver lining in this whole episode is that Mr Chan has been forced to confront his problem and is now finally able to courageously take steps to ensure that he does not suffer a relapse,” said Mr Nair.

    Deputy Public Prosecutor Yang Ziliang said Chan claims he had never had sex with a minor and that he did not have any experience with the Cambodia prostitution scene. Yet he has consistently informed other parties otherwise.

    He said Chan has failed to show he is genuinely remorseful and contrite for his wrongdoing as he has tried to minimize his misconduct at every stage of the investigations and prosecution.
