    France Must Not Continue To Marginalise Its Muslim Community

    The Friday 13th attacks in Paris killed 130, and was the deadliest terrorist attack to hit Paris since the end of World War II. But it could have been much worse. Had the terrorists succeeded in smuggling bombs or guns into the Stade de France and caused a stampede at the France-Germany football match where French President Francois Hollande was present, the outcome could have been even grimmer. The current high threat alert across Europe represents a fourth crisis on top of the three interlocking crises that the European Union has been grappling with in the past few years – the euro crisis (since 2008); the immigrant influx from the Middle East and North Africa (one million refugees are expected for 2015); and the EU’s geopolitical stand-off with Russia over Ukraine.

    Flashback to Sept 13, 2001, after the twin towers collapsed in New York: Le Monde’s front-page editorial (nous sommes tous Americains) pithily summed up the sympathy and identification that French citizens felt for America. France supported Washington’s invoking of Nato’s Article 5 (mutual defence clause), and the United States-led military operation in Afghanistan to flush out Al-Qaeda’s territorial base.

    But French backing did not extend to supporting Washington in toppling Saddam Hussein and invading Iraq in 2003. Paris’ 2003 decision to delimit military aims to attacking Al-Qaeda’s resource bases, rather than redraw the political map of the Middle East, was a prudent one. Paris escaped the major terrorist attacks that targeted the European supporters of the Iraq invasion – Madrid in 2004, and London in 2005.

    Fast forward to November 2015: Paris is confronted with a crisis of similar proportions to the one then US President George W. Bush faced in 2001. Should France prosecute a limited war against the Islamic State in Iraq and Syria (ISIS) to deny its territorial bases in Iraq and Syria? Or should it go further and ally with the US and Russia to redraw the larger map in the Middle East? Unlike the US, however, France is geographically close to the Muslim world, has a deep colonial history and strong ties in Muslim North Africa and the Middle East, and houses a sizeable Muslim minority.

    REASSESS MIDDLE EAST POLICY

    In the past week, Mr Hollande has vowed “merciless” attacks against ISIS. France has asked and received support for military cooperation from EU member states. Mr Hollande has met US President Barack Obama and will meet Russian President Vladimir Putin tomorrow, and has asked the United Nations to condemn ISIS. French jets have worked with Russian forces to pound Raqqa, ISIS’ would-be capital in Syria.

    Over the longer term, the heightened state of alert in Europe is likely to see Paris recovering some of its lost leadership in the EU, especially on military security, immigration, border security and diplomatic matters.

    The UN’s Climate Change Conference in Paris, to be held from Nov 30 to Dec 11, will be the largest international gathering of ministers and leaders from around the world in Paris in years. This promises to be a nightmare for the French and security services of all the international delegations.

    Whatever France chooses to do in its foreign policy, it will have to weigh the consequences of its decisions on its own domestic audience and social cohesion. French people of Islamic faith or Middle Eastern origins are a large and fast-growing minority. Estimated at between 7 and 10 per cent of the total French population, French Muslims far outnumber the older confessional minorities of Jewish or non-Catholic Christian faiths combined, and represent in absolute numbers the largest group of European Muslims in a single EU member state. French Muslims follow events in their countries of origin in the Middle East (mainly) closely, and as historian Jonathan Laurence and political scientist Justin Vaisse argue, they are a growing factor in France’s Middle East policy. Remember that at least five of the Nov 13 attackers were French citizens (and more than 1,400 French nationals are estimated to have joined ISIS).

    As difficult as circumstances are, this is perhaps an opportune time to reassess Western policies towards the Middle East, from which a majority of continental Europe’s Muslim population originate. The failure of the international community to resolve the Palestinian crisis is a genuine point of contention among many Muslims worldwide, and there needs to be an honest discussion about this. Other foreign policy decisions, including military strikes against Muslim countries and the continued support for regimes that deny their citizens basic freedoms in the Middle East, must be reconsidered. In fact, to do justice to the victims of the Paris attacks, the Muslim populace in the West and all of Europe’s citizens, there is no better time to engage in these difficult but necessary discussions. We need to move beyond the “they hate us for our freedoms” narrative dominant in the Charlie Hebdo attacks in January this year.

    MUSLIMS IN EUROPE

    Some commentators have suggested that Islam itself is the source of the complications, and have called for a “reformation” of the faith to suit it to modern times. Others have repeatedly asked Muslims to denounce terrorism and proclaim loyalties to the state. This is unfortunately part of the problem. In perpetuating such discourses, one is already promoting the idea that Muslims are the “other” in Western societies. In asking Muslims not to abide by some of the beliefs that they hold dear, for example, the infallibility of the Quran, what is being asked of Muslims is for them to abandon their very identities. And when the community is perpetually being hectored to “condemn” terrorism, it is as if they are presumed guilty until proven innocent.

    Not only can these calls lead to a further sense of alienation or a siege mentality among Europeans of Muslim faith, but they also betray the liberal Western/French values of liberty and equality. No doubt, French secularism is often more muscular than others (for example, the ban on headscarves), but this does not in any way mean that any religious group should be prevented from choosing their lifestyles, as long as they do not violate the laws of the land. How Europeans react to these attacks will be defining for themselves. Will the EU states react to the intolerance of a few radicalised maniacs, with more intolerance of their own, closing off borders to foreigners, or circumscribing the free movement of people, goods and services between themselves? Can Europe remain true to its own history and proclaimed values, by embracing the largely peaceful Muslim population with warmth and genuine tolerance?

    MOVING FORWARD

    An often-neglected aspect in analyses on terrorism is the role of the ulama, or Islamic religious scholars. Traditionally, Muslim communities have always held their ulama in high regard. They have a pivotal role to play in the prevention of extremist ideologies being spread among young, disenchanted Muslims, by propagating the true version of Islam. Western states would do well to consider empowering the ulama; by this, it does not mean that they need to formally co-opt the ulama, which in actuality could be counter-productive. Perhaps a better approach would be to let the ulama be truly independent; the ulama must be allowed to interact with mainstream intellectuals and policymakers, to debate and openly present dissenting views against the state (and against extremist ideologies like those of ISIS), so that they gain credibility among their constituents. This will also demonstrate to disenfranchised Muslims that if they are frustrated, there are legitimate non-violent ways to express their sentiments, instead of resorting to acts of terror and murder.

    Whether one likes it or not, the reality is that Muslims and Islam are here to stay in Europe. It is neither practically feasible, nor morally defensible, to entertain thoughts of a Europe or West without Islam and Muslims. It is best to concentrate efforts on making Muslims identify themselves as full and equal citizens of their countries, rather than as marginalised immigrants or unwelcome foreigners.

    The number of people accepting Islam in France has increased significantly after the Charlie Hebdo attacks, with imams reporting a growing number of people coming  to take the Shahada at mosques.

    “It makes me want to go to Islam and to show everyone that this is not what Islam is about,” a young Muslim convert to Islam was quoted by RTL Radio a week ago.

    According to the radio station, the Great Mosque of Paris issued 40 reversion certificates to Islam.

    At the same period last year, the mosque gave certificates to 22 only, almost 50 percent of this year’s conversion rate.

    Percentage of converts to Islam in Strasbourg and Aubervilliers was also high, scoring around 30% increase.

    Lyon also followed the same trend with an increase of 20%.

    The imams said they were surprised at first by the increase in the number of new converts.

    Additionally, the diversity of those converts, including a doctor, a school headteacher or a police officer who all crossed the gate of the Grand Mosque to accept Islam.

    A few days after Charlie Hebdo attack, a French business director Isabelle Matic, announced her decision to revert to Islam on her FaceBook account.

    As well as condemning the attackers as unIslamic, French Muslims also called for the criminalisation of insulting religions amid increasing anger around over Charlie Hebdo’s decision to publish new cartoons of Prophet Muhammad (saw).

    No Contradictions In Condemning Charlie Hebdo Murders And Cartoons

    I am surprised the report “Latest Charlie Hebdo cover continues to roil Muslim world” (Jan 18, online) asserts that the reaction across the Muslim world was “somewhat contradictory” because Muslims in general condemned both the murders and the cartoons.

    There is no contradiction. Condemning the murders is a non-issue, as no sane person would justify such actions, yet it does not mean we must agree with the cartoonists’ actions.

    This is not a black-and-white issue; there is room for a nuanced view, which is the position of most Muslims. Killing is unacceptable; so is mocking the faiths of others. Instead of being contradictory, this position is the closest to justice.

    The two acts are not equal, no doubt, but neither are both moral. Thankfully, most Singaporeans have never believed in unlimited free speech, especially when it comes to denigrating religion.

    Most humans accept that it is vile and vulgar to insult another person’s parents. It would perhaps be instructive to state that Muslims consider our Prophet to be dearer to us than our parents.

    So, it is unreasonable to expect us to be comfortable with others mocking him in the name of freedom and satire. Even if we believe in complete freedom of speech, including the freedom to offend, there is no need to laud the people of Charlie Hebdo as martyrs, heroes or the saving grace of humanity, as some have done.

    People who believe in complete free speech should defend their right to say what they want without defending what is said, or worse, elevating it to an undeserved status.

    They may have a right to say what they want, considering the boundaries French society has set for itself, but that does not make them good humans. Many others have the same right, yet choose to exercise the right to respect, not offend.

    ABOARD THE PAPAL PLANE (AP) — Pope Francis said Thursday there are limits to freedom of speech, especially when it insults or ridicules someone’s faith.

    Francis spoke about the Paris terror attacks while en route to the Philippines, defending free speech as not only a fundamental human right but a duty to speak one’s mind for the sake of the common good.

    But he said there were limits.

    By way of example, he referred to Alberto Gasbarri, who organizes papal trips and was standing by his side aboard the papal plane.

    “If my good friend Dr. Gasbarri says a curse word against my mother, he can expect a punch,” Francis said half-jokingly, throwing a mock punch his way. “It’s normal. You cannot provoke. You cannot insult the faith of others. You cannot make fun of the faith of others.”

    His pretend punch aside, Francis by no means said the violent attack on Charlie Hebdo was justified. Quite the opposite: He said such horrific violence in God’s name couldn’t be justified and was an “aberration.” But he said a reaction of some sort was to be expected.

    Many people around the world have defended the right of satirical magazine Charlie Hebdo to publish inflammatory cartoons of the Prophet Muhammed in the wake of the massacre by Islamic extremists at its Paris offices and subsequent attack on a kosher supermarket in which three gunmen killed 17 people.

    Others, though, have noted that in virtually all societies, freedom of speech has its limits, from laws against Holocaust denial to racially motivated hate speech.

    Recently the Vatican and four prominent French imams issued a joint declaration that, while denouncing the Paris attacks, urged the media to treat religions with respect.

    Francis, who has called on Muslim leaders in particular to speak out against Islamic extremism, went a step further Thursday when asked by a French journalist about whether there were limits when freedom of expression meets freedom of religion.

    “There are so many people who speak badly about religions or other religions, who make fun of them, who make a game out of the religions of others,” he said. “They are provocateurs. And what happens to them is what would happen to Dr. Gasbarri if he says a curse word against my mother. There is a limit.”

    In the wake of the Paris attacks, the Vatican has sought to downplay reports that it is a potential target for Islamic extremists, saying it is being vigilant but has received no specific threat.

    Francis said he was concerned primarily for the safety of the faithful who come to see him in droves, and said he had spoken to Vatican security officials who are taking “prudent and secure measures.”

    “I am worried, but you know I have a defect: a good dose of carelessness. I’m careless about these things,” he said. But he admitted that in his prayers, he had asked that if something were to happen to him that “it doesn’t hurt, because I’m not very courageous when it comes to pain. I’m very timid.”

    He added, “I’m in God’s hands.”

    Muslims Protest Against Charlie Hebdo’s Renewed Insult Of Islam

    Charlie Hebdo’s decision to depict the Prophet Mohammed on its front cover today has angered Muslims around the world who called it a renewed insult to their religion.

    Around three million copies of the French satirical newspaper hit the stands this morning for the first since the terror attack on its office which killed 12 people.

    The front cover showed a weeping Mohammed, holding a sign reading ‘I am Charlie’ with the words ‘All is forgiven’ above him.

    Such was its immediate popularity, the print run has since been increased to five million after issues sold out within minutes.

    Copies have since been changing hands on eBay for three-figure sums as customers rush to get their hands on the edition.

    But many Muslims believe their faith forbids depictions of the prophet and reacted with dismay – and occasionally anger – to the latest cover image.

    Some felt their expressions of solidarity with Charlie Hebdo after last week’s attack had been rebuffed, while others feared the cartoon would trigger yet more violence.  

    ‘You’re putting the lives of others at risk when you’re taunting bloodthirsty and mad terrorists,’ said Hamad Alfarhan, a 29-year old Kuwaiti doctor.

    In the Philippines, there were angry protests at the front cover and also the perceived double standards by the West.

    Placards by demonstrators in Marawi were held aloft which accused the West of remaining silent over the deaths of Muslims and that said ‘You are Charlie, I love Mohammed’.

    In one rally a picture of the Israeli prime minister, Benjamin Netanyahu, was set on fire and banners waved that declared there would be no apology from the Islamic world for the Paris massacre.

    Mr Netanyahu became a central figure in the response to the attacks after four Jewish shoppers were killed by one of the Islamic fanatics at a kosher deli the day after the Charlie Hebdo shootings.

    It came as Nigerian extremist group Boko Haram hailed the Paris massacres.

    ‘We are indeed happy with what happened in France,’ the group’s leader Abubakar Shekau said in a video posted online.

    ‘We are happy over what befell the people of France… as their blood was shed inside their country as they (try to) safeguard their blood,’ he said.

    Meanwhile, Abbas Shumann, deputy to the Grand Sheik of Cairo’s influential Al-Azhar mosque, said the new image was ‘a blatant challenge to the feelings of Muslims who had sympathised with this newspaper.’

    But he said Muslims should ignore the cover and respond by ‘showing tolerance, forgiveness and shedding light on the story of the prophet.’

    An angry reaction, he said, will ‘not solve the problem but will instead add to the tension and the offense to Islam.’

    In Jordan, the Muslim Brotherhood said it would stage a protest after Friday prayers in Amman in response to the paper’s Mohammed cartoon.

    Spokesman Murad Adaileh said the brotherhood strongly condemned both the killings and the ‘offensive’ against the prophet.

    That was a widely expressed sentiment.

    Ghassan Nhouli, a grocer in the Lebanese port city of Sidon, said the magazine and the killers ‘are both wrong.’

    ‘It is not permitted to kill and also it is not permitted to humiliate a billion Muslims,’ he said.

    The Iranian government has strongly condemned the killings, but Foreign Minister Mohammed Javad Zarif said that in a world of widely differing cultures, ‘sanctities need to be respected.’

    He said: ‘I think we would have a much safer, much more prudent world if we were to engage in serious dialogue, serious debate about our differences and then what we will find out that what binds us together is far greater than what divides us.’

    Egyptian cartoonist Makhlouf appealed for peace with his own spin on the Charlie Hebdo cover, replacing Mohammed with an ordinary Middle Eastern man carrying a placard reading ‘I am an artist’ in French.

    ‘I am for art and against killing,’ he added in Arabic. ‘May God forgive everyone.’

    The image was widely circulated on social media. Turkey was rare among Muslim-majority nations to have publications running Charlie Hebdo images. But the decision has raised tensions in the officially secular country.

    Police stopped trucks leaving the printing plant of newspaper Cumhuriyet after it said it would reprint some of the cartoons.

    The vehicles were allowed to distribute the paper once officials had determined that the image of the Prophet Mohammed was not shown.

    The paper printed a four-page selection of cartoons and articles – including caricatures of Pope Francis and French President Francois Hollande – but left out cartoons likely to offend Muslims.

    However, two Cumhuriyet columnists used small, black-and-white images of the new Charlie Hebdo cover as their column headers.

    A small group of pro-Islamic students staged a protest outside the paper’s office in Ankara, the state-run Anadolu Agency reported.

    The police intensified security outside Cumhuriyet’s headquarters and printing center as a precaution.

    Meanwhile, Al Qaeda in Yemen claimed responsibility for the deadly attack on Charlie Hebdo, saying it was ordered by the jihadist network’s global chief to avenge the French magazine’s cartoons of the Prophet Mohammed.

    In a video entitled ‘A message regarding the blessed battle of Paris’, Al Qaeda in the Arabian Peninsula (AQAP) said that it had financed and plotted the assault on the weekly that left 12 people dead and shocked France.

    But it said the orders had come from the very top of the global jihadist network – Ayman al-Zawahiri, the Egyptian doctor who succeeded Al Qaeda founder Osama bin Laden after his death in 2011.

    ‘We, Al Qaeda in the Arabian Peninsula, claim responsibility for this operation as vengeance for the messenger of Allah,’ Nasser al-Ansi, one of AQAP’s chiefs, said in the video.

    Leading Algerian militant Mokhtar Belmokhtar, formerly a member of Al Qaeda in the Islamic Maghreb (AQIM), praised the ‘heroic and rare attack’ in France, hailing the Kouachi brothers as ‘two soldiers of Islam… who humiliated France.’

    France ‘thought that it was immune to the strikes of the mujahedeen,’ he said in a statement.

    Across Europe, there was high demand for scarce copies of the latest edition and several newspapers ran extracts from Charlie Hebdo.

    Spain’s El Pais published two pages of the cartoons with Spanish translation, though it did not include any images of the prophet.

    A small Italian newspaper, Il Fatto Quotidiano (The Daily Fact), published Charlie Hebdo as a 16-page supplement, in French with Italian translations of the captions.

    `’Why are we doing it?’ editor Antonio Padellaro wrote in a front-page column.

    ‘Because last Friday, when we called the surviving top editor of Charlie Hebdo, we heard him say: ‘Thanks, you’re the only Italian newspaper who asked us’.’

    Physical copies of the paper were hard to find, although newsagents in several countries said they hoped to have some in stock by the end of the week.

    In Sweden, the 320-strong Pressbyran chain of newsagents said it would sell the issue, but only online, not in stores.

    Spokesman Fredrik Klein said the decision was ‘as a security measure and out of concern for our staff.’

    There was brisk bidding for copies of Charlie Hebdo on Internet auction sites.

    On the Irish version of eBay, emailed electronic copies were selling at prices starting around 6.50 euros ($8), while hard copies attracted bids over 200 euros ($240).

    On British eBay, bidding on one copy went above 95,000 ($145,000), though it was unclear whether the bids were genuine or an attempt to make mischief.

    Michael Collingwood of Sgel, Charlie Hebdo’s Spanish distributor, said he normally received 40 copies but had been promised 1,000 this time by the paper’s French distributor.

    He figured he could sell eight times that number.

    ‘I don’t know why they only printed 3 million,’ he said. ‘Everyone wants it.’
