    3000+ Punggol Residents Fed-Up With Their BTO Flats

    In Parliament yesterday (13 Jul), Minister of State for National Development Desmond Lee, who is the son of former PAP cabinet minister Lee Yock Suan, told the House that the quality of BTO flats undertaken by HDB has actually improved.

    He cited the CONQUAS score which measures the quality of buildings, showing that the quality of BTO flats has improved 13% from a score of 79 in 2003 to 89 in 2014.

    The quality of the flats has not been compromised despite a ramping up of BTO projects over the last 4 years, Mr Lee claimed. “It (quality) continues to rise and is comparable to that in private developments,” he said.

    He said that the majority of complaints with regard to the defects in new BTO flats are about “surface imperfections” such as hairline cracks on walls, scratches on timber floor, or uneven tile joints.

    “Such imperfections are mostly within acceptable industry norms and these are also common in private developments. They can and should be rectified quickly by the contractors, and do not affect the structural integrity or safety of the building.”

    Mr Lee argued that sometimes, it’s due to “differences in the understanding of what constitutes a defect”.

    “For example, some owners have given feedback on colour inconsistencies for floors with timber finishes. As timber is a natural product, it is not possible to achieve a perfectly homogenous look,” he said.

    Mr Lee assured the House that HDB has “zero tolerance” for defects which may compromise structural or safety standards.

    “Flooding” at Punggol Waterway Terraces BTO flats

    Just when Mr Lee tried to assure the House that BTO flats from HDB are of “high quality”, residents at the new Punggol Waterway Terraces BTO flats posted comments today (14 Jul) on their resident Facebook group, Punggol Waterway Terraces I [Link], complaining about rain water seeping into their flats from last night’s heavy downpour. Not only that, lift alarm was triggered waking everyone up.

    Resident, Johnny Chiang of Blk 308A wrote the following letter to their PAP MP Janil Puthucheary highlighting the problems the residents are facing with their BTO flats:

    Sir, I trust that everything is good and well on your side. It is with a heavy heart I Pen this issue on behalf of 3000+ residents because very obviously – Everything is NOT going well for the residents of Waterway Terraces 1.

    Apart from the previous issues including the 4 pipes placed awkwardly etc which we did not get much resolution from.

    Last night’s heavy downpour had caused several issues for many of us.

    At approx 2 am rain started pouring in and it seeped into the homes of many of our residents.

    This was accompanied by the ringing of lift alarm which woke most residents up. The Fire brigade were activated by our residents because we had to ensure if it was a no duff situation then help was rendered.

    Yes I agree that when mother nature decides to make her point, there isnt much anybody can do. But it also sets many of us wondering why many of our homes came with so much flaws.

    BSC has not been the best source of resolutions.

    I tag you here on social media on considerations for your administrators, because if we were to all write in, you would receive tons of the same email.

    For one, I do not believe in 200 emails to make a point across and sincerely seek your understanding on our intentions and voices together with much frustrations.

    I now invite all the affected residents to post their images and videos of the happenings last night and request that your good self, Our Honourable MP respond with your opinions.

    Fabian Lau: Alarm nt happen once already..twice since move in..first one is alarm twice..2am and 3am..last night just lighting and tio alarm..what alarm is that,if 100% move in i dont know what resident will say..this alarm really got problem and linked with wwt2…as for quality wise..the balcony door lock is not good will open itself when u lock other side ever though u lock both side..but i just close one eye..bsc is useless and just bear with it ..i guess all window is not heavy rain proof..just that few unit last night due to wind direction kanna..if next time wind direction change another side..new set of resident complain the window problem..water sit in etc …

    At 13:52pm today (14 Jul), MP Puthucheary finally responded. He said he had contacted HDB and the town council:

    This is not the first time news of defects in Punggol Waterway Terraces surface. Last month, sociopolitical site The Online Citizen reported [Link] a BTO flat owner of Punggol Waterway Terraces, Adrian Chong, complained that the contractors who were supposed to fix the reported defects in his flat, ended up creating even more defects.

    Mr Chong noted that his parquet flooring got worse after the contractors tried to rectify some defects. A defective pipe was left unchanged. New defects kept appearing each day as the contractors tried to resolve old problems.

    “There are some defects which pictures won’t be able to tell much, like loosening of the rubber tracks for the sliding doors at the balcony and service yards.” said Mr Chong.

    “Considering the amount we paid for the flat, we did not expect to see such bad defects or bad workmanship. Water pressure of the tap, shower head and toilet flushing were also weak. Timber skirting around the house were also painted with white paint making it looked so cheapskate,” lamented Mr Chong on the quality of the furnishings.

    The defects were submitted to the building service centre set up by the building contractor, and Mr Chong was given an appointment to have a joint inspection with the supervisor to highlight and go through the defects.

    However, Mr Chong faced difficulties in getting the contractors to do a decent job without incurring new defects as they tried to rectify existing ones.

    “As working personnel, we do not have the luxury of time to keep going down to the unit to rectify the defects and monitor them. They (the contractors) delayed our renovation plans as we cannot start our renovation without having them to rectify the existing defects first.”

    He added that as a flat owner, the minimum expectations are to provide his family a unit that is free from defects and good enough to live in comfortably.

    This is especially so considering the fact that at Punggol Waterway Terraces, a 3-room flat ranges from $186,000 to $237,000 while a 5-room flat costs between $374,000 and $458,000.

    Other netizens wonder why older HDB flats did not seem to have so many problems.

    In any case, it’s not known what MP Puthucheary, HDB or the Pasir Ris-Punggol Town Council will do about the flooding issue. Pass the buck down to the foreign workers to fix?

    Wild Dogs And Wild Boars Sighted In Punggol

    Wild dogs and wild boars have been sighted in Punggol recently, causing residents to raise concerns about the possible dangers that the animals present.

    Residents of Edgefield Plains have made complaints to the Agri-Food and Veterinary Authority Singapore (AVA) regarding the animals, reported Chinese evening newspaper Shin Min Daily News on Tuesday.

    According to the residents interviewed by Shin Min, people have been witnessed leaving food for stray dogs in a field close to Edgefield Plains.

    Some residents have reportedly resorted to carrying wooden sticks to defend themselves against the animals.

    In response to public feedback on the wild boars and stray dogs in the vicinity, an AVA spokesman told The Straits Times that surveillance and control operations are being conducted in the area.

    PAP Activists Distributing Flyers Urging Residents To Quiz Their Workers’ Party MPs

    People’s Action Party (PAP) activists in Aljunied GRC have gone on the offensive, distributing flyers today (March 13) urging residents to quiz their Workers’ Party (WP) Members of Parliament (MPs) over the accounting and corporate governance lapses committed by Aljunied-Hougang-Punggol East Town Council (AHPETC).

    Titled “What You Should Ask WP’s Aljunied Hougang Punggol East Town Council”, the flyer — which was in English and Chinese and came complete with a chart — compared AHPETC’s managing agent rates with those of some PAP town councils. Among other things, it charged that there was improper governance by AHPETC and that the town council had “overpaid its friends at FMSS by at least S$6.4 million”.

    “This is our ‘lost money’. It means we have less money to clean and maintain our estate,” the flyer said, reiterating that serious problems that could affect residents were flagged by the Auditor-General’s Office (AGO).

    The lapses, which were highlighted by the AGO in its audit report on AHPETC, prompted National Development Minister Khaw Boon Wan to table a motion in Parliament last month. Among other things, the motion called on town councils to uphold higher standards of accounting and reporting to safeguard residents’ interests.

    During the parliamentary debate, PAP ministers and MPs had zeroed in on a potential conflict of interest: AHPETC secretary Danny Loh and his wife, the town council’s general manager How Weng Fan, are also the main directors and shareholders of AHPETC’s managing agent FM Solutions and Services (FMSS).

    Adding that the WP had deliberately remained silent to queries posed by auditors and in Parliament, the flyer also listed questions that residents should confront the WP MPs with, including how much FMSS and other businesses owned by AHPETC employees earnt from the town council, as well as what the town council’s latest financial situation is. The flyer added: “Why did AHPETC allow the husband-and-wife team to verify and approve payment on work done by FMSS, which is owned by them?”

    It was not stated on the flyer who had come up with the contents. When contacted, PAP Paya Lebar branch chairman K Muralidharan Pillai confirmed that the flyers — which were distributed to units in Kovan — were handed out by PAP activists today. Adding that it was a ground-up initiative by the activists, he said they had nothing to hide and that “there was no difficulty in understanding that (the flyer) was from the PAP”. The plan is to distribute the flyers throughout Aljunied GRC, he said.

    He pointed out that the WP MPs had said in Parliament that they would answer to residents directly on AHPETC’s lapses. Adding that the flyers contained publicly available information, Mr Muralidharan said: “Our activists decided to help residents understand the core issues and suggested questions that they may wish to ask of their MPs. Residents are free to make up their own minds as to what they wish to do after reading the flyer.”

    The WP did not respond to queries by press time.

    Some Kovan residents who received the flyer told TODAY that they were wondering who had distributed them. Nevertheless, a resident who gave his name only as Mr Seah said: “Everything in the flyer is directed at WP. It is quite obvious that it is from the PAP.”

    SINGAPORE — Train services between Punggol and Sengkang MRT stations were disrupted for nine hours yesterday, in what was the longest breakdown on the North-East Line (NEL) since the record 12-hour delay in March 2012.

    Yesterday’s disruption, which took place between 6am and 3pm, affected about 18,000 commuters. Initially, train services between three stations — Punggol, Sengkang and Buangkok — were hit and scores of commuters fanned out of the stations to bus stops and taxi stands. At about 8am, trains were turned around at Sengkang station, enabling service between Sengkang and HarbourFront stations.

    NEL operator SBS Transit said the disruption was due to a power fault caused by a dislocation of the cantilever arms holding the contact wire of the power supply line at the tunnels near Punggol station. As a result, power supply to the trains was cut off. This is the first time the arms have dislodged, added SBS Transit.

    The Land Transport Authority (LTA) said it would carry out an investigation into the cause and the operator’s management of the incident, which was criticised by some commuters, in contrast to the praise SBS Transit received from commuters and Transport Minister Lui Tuck Yew in the aftermath of the March 2012 disruption.

    Student Chia Yao Le, 19, was among the commuters who were affected yesterday. She ended up half an hour late for school. She said the service staff deployed did not know where the queues for the free shuttle buses started. “It was confusing with so many people.”

    Another commuter, Mr Joke Jong, said he noticed only one sign that was placed outside the train station. The 31-year-old Indonesian said: “There were a lot of people queuing for the shuttle buses … people were asking around for where to start queuing.”

    Mr Mohammad Faruq Senin, 23, and Mr Matthew Yeo, 21, both Nanyang Technological University undergraduates, were stuck at Sengkang station for a while before they gave up waiting to board a free shuttle bus. “The queues were very long,” said Mr Yeo.

    Addressing commuters’ feedback, SBS Transit’s senior vice-president of corporate communications, Ms Tammy Tan, said when the disruption happened, the operator immediately instructed all its Goodwill Ambassadors to head to affected stations. “It, however, took some time for all our Goodwill Ambassadors to reach the various stations and this might have affected information dissemination on the ground. We deeply apologise to all commuters affected,” she said.

    SBS Transit said more than 70 Goodwill Ambassadors and traffic inspectors were sent to assist commuters, while more than 20 engineers were involved in the recovery work.

    Checks were also conducted to ensure safe operations before full service resumed, it added. The operator said it is conducting detailed investigations to determine the cause of the fault.

    Almost 40 shuttle buses were in operation during the disruption, while commuters were able to board public bus services for free at designated bus stops near the affected stations.

    This is the fourth major disruption on the NEL this year. In April, train services towards Punggol station were delayed for almost an hour due to a power fault, while on March 29, a stalled train at Clarke Quay station disrupted services by 40 minutes. Eight days before that, a power fault delayed services for more than half an hour along nine stations.
