    Interior Designer Jailed And Caned For Tying Up And Robbing PRC Victims

    An interior designer who robbed three Chinese nationals in two separate cases was sentenced to 15 years’ jail and the maximum 24 strokes of the cane on Friday (Aug 21).

    Tan Choon Keap, 34, had tied up all his victims and even asked one to perform oral sex on him. For the other two victims, he made them strip and took their photographs, threatening to upload them if they reported the matter to the police.

    Tan, who pleaded guilty earlier to five of 13 charges, had called a 25-year-old prostitute on Oct 24, 2013 to book her services. He turned up at her flat in the early hours the next day wearing military fatigues and a helmet to hide his identity.

    He robbed her of $1,950 at knifepoint.

    After she performed oral sex on him, he tied her up in the toilet and relieved her of her two cellphones worth $1,798.

    He reoffended more than a year later while out on bail.

    On Nov 3 last year, he went to a 29-year-old stall assistant and part-time masseuse’s flat for a massage, wearing a black cap and a surgical mask.

    During the massage, he asked her for sex but she refused. She only agreed to remove her top if he did not touch her.

    He later held a knife to her neck, pushed her to the bed and sat on top of her. He gagged her and robbed her of $4,000, lying that he needed money for his son’s operation.

    He also tied her wrists and ankles and blindfolded her while he ransacked her room.

    He pulled down her panties and took photos of her with his cellphone. He then molested her.

    The victim’s co-tenant, a 21-year-old student, was also relieved of $4,000. Tan had also tied her up and blindfolded her. He found another $10,000 and took it.

    He subsequently got the the older woman to cut the younger woman’s T-shirt and pull her shorts down to her ankle area, exposing her private parts.

    After telling the 29-year-old to remove her clothes, Tan made the two gesture a V sign with their hands and took their photographs with his mobile phone.

    He was arrested two days later at the Resorts World Sentosa casino where he used part of the loot to gamble.Police recovered $9,378 from his wife’s bank account.

    District Judge Toh Yung Cheong noted the high level of harm and property loss caused to the victims, He said it was clear the offences were planned and methodically carried out.

    Dear family and friends, i was robbed earlier today in JB around Lorong Bapok, my car window screen was smashed and i have lost everything, thankfully Ive not lost my life. Alhamdulilah. Well… to cut things short. The culprit who robbed me earlier had used up all the money in my bank even b4 i call the bank to block the card. Now i am left with $0. Nothing. Not even a single cents with me. And the culprit had even swipe my Crdit card amounting to 800 bucks in a bar name Elite in Grand Paragon Johor Bahru. Also, my card was used to pump petrol at Shell at the following address.

    Stesyen Minyak Shell, Lot Ptd 71041, Jalan Serampang, Taman Pelangi, Johor Bahru, 80400, Johor Bahru, Johor, 80050, Malaysia

    Amounting up to rm200. I had make a police report in Perling but they told me it is out of their area and they need to refer my case to the Central station. Its already more than 12hrs and i have not receive any news. Even with all the details i have provided.

    Anyone here who knows of anyone who can get me a cctv record at the said petrol kiosk on the culprit photo and vechicle plate number. It is at 0133hrs on 24 July 2015.

    Also anyone from Grand Paragon Johor Bahru at a bar named Elite at 0217hrs.

    Please help me to share this post and i hope to get some information and leads to the culprit. I thank all of u in advance for the help rendered.

    Murder Charge Of Father-Son Pair Reduced

    The lawyer for the father-son duo charged with the murder of a man allegedly trying to rob a family member in Malaysia, told The Straits Times that the charge against part-time cook Moo He Hong, 57, and Moo Wee Keong, 29, will be amended to causing death by negligence.

    Mr Gobind Singh Deo added that the case is due to be rementioned at the Rembau magistrate’s in Negeri Sembilan on Wednesday.

    “The amended charge will be under Section 304(A), a far more minor charge compared to murder which carries the death penalty,” said Mr Gobind.

    “It is two years’ jail maximum and/or fine. I will do the necessary to obtain bail on Wednesday.”

    When contacted by The Straits Times, Mr Moo’s Singaporean wife – Kuek Soo Lan – revealed that bail for each of the men could be set at between RM10,000 (S$3,762) and RM15,000.

    “I’m so happy right now, my heart is literally beating out of my chest,” a relieved Madam Kuek said in a phone interview.

    “They have been locked up for almost three weeks and it has been a testing period for the family.”

    The elder Moo and his son were detained in the wee hours of Feb 24 near their house in Gemencheh, Tampin, after subduing Chan Boon Poh, who was allegedly attempting to rob Madam Kuek with a parang.

    They were charged with murder after Chan died while he was tied up.

    Muhammad Kadar, who has been on death row for five years for knifing an elderly housewife more than 110 times in 2005, did not get to escape the gallows on Sept 29.

    The decision by the Court of Appeal to affirm the sentence cast the spotlight once again on the long-running trial, which lasted three years and saw many twists and turns.

    Muhammad, 39, and his older brother Ismil, first went on trial in 2006, charged with murdering their neighbour, Madam Tham Weng Kuen, 69, at her Boon Lay flat while robbing her. The case took a dramatic turn when Muhammad made a stunning confession in court that he was the sole assailant. He had told police earlier that Mr Ismil was the main culprit.

    The High Court did not conclude who the assailant was but ruled that the pair were guilty of murder under the law on common intention.

    They appealed against their convictions, and Mr Ismil was freed in 2011 after the Court of Appeal cleared him of murder. But he went back to jail 15 months later for consuming drugs.

    The brothers were sentenced to hang in 2009 for murdering Madam Tham. The elderly housewife’s husband, who was a stroke patient and bedridden, was in another room in the house when it happened and could do nothing to help. The husband died in 2006 without seeing the culprit brought to justice.

Rajah, one of three judges sitting in the Court of Appeal, pointed out that many parts of the crime scene had not been checked for fingerprints – the bedroom of Madam Tham’s bedridden husband, kitchen toilet, toilet walls, kitchen window and the tap of a sink that appeared to have been used.

    More than two years after the pair were given the mandatory death penalty, Ismil escaped the gallows in April 2011, with the prosecution’s acceptance that he was not guilty of murder.

    4. Ismil cleared of murder

    Ismil – who spent six years in prison including two years on death row – was released from prison in July 2011 after he was cleared of murder by the Court of Appeal.

    The court issued a strongly worded judgment highlighting “serious lapses” by police and prosecutors. The police had been given three statements by the victim’s husband in which he said he saw only one intruder in their flat. These were not made available to the defence until very late in the trial.

    Adapting to life outside prison was a challenge for Ismil, who found work as a dispatch assistant with help from his lawyer.

    Asked about how he felt, Ismil said then: “I feel like a new person, but very out of place. I think I will need some time to get used to the sudden freedom.”

    6. Back in jail

    After making headlines for how he was on the road to a more normal life, Ismil was sent back to prison 15 months after he was freed. He was jailed seven years and given six strokes of the cane for consuming drugs. Ismil told the judge: “I have tried to do… my very best. I have planned for the best, but it did not work out.”

    Ismil’s mother, Madam Asnah Ismail, said she was neither sad nor disappointed at the turn of events. “When he wasn’t taking these things, he was a good person,” she said in Malay.
