    Zainudin Nordin Has Better Chance Of Joining FIFA Council

    The path into the Fifa Council may have just become easier for Zainudin Nordin.

    The outgoing president of the Football Association of Singapore (FAS) has made known his desire to run for a spot in Fifa’s top decision making body, and was slated to challenge three other men from the Asian Football Confederation (AFC) – Chinese Football Association general secretary Zhang Jian, former Iranian Football Federation president Ali Kafashian Naeni and Qatar Football Association (QFA) vice-president Saoud Al-Mohannadi – for two positions.

    With less than two weeks before the AFC Congress on Sept 27 in Goa, there has been no official word from Fifa on its next course of action over Al-Mohannadi.

    This comes after its Ethics Committee recommended that Al-Mohannadi be banned for at least two years and six months for a failure to properly cooperate and provide truthful information to the investigatory chamber in the framework of an investigation unrelated to the awarding of the 2022 Fifa World Cup to Qatar.

    A Fifa spokesman told The New Paper that the organisation “can’t comment on potential scenarios”, but sources suggest that Al-Mohannadi could drop out of the race.

    With Zhang backed by the East Asian Football Federation, he is believed to be a shoo-in for one of the two spots, leaving Zainudin (inset) to battle it out with Kafashian for the remaining slot available on the Fifa Council.

    The FAS president told TNP that there will be no jet-setting around the continent to campaign, and he is not assuming anything with regard to Al-Mohannadi’s situation.

    “That is between the Fifa Ethics Committee and him, and it would be inappropriate for me to comment on the matter. I’m just focused on my candidacy and putting forward what I believe in, and can bring to the table,” he said.

    “I don’t have the kind of resources like some (other candidates in the past) do, and I campaign on my ability and the limited resources that I have.

    “I will write to all Member Associations of AFC to tell them who I am and what I stand for, and I will use the internet and social media to communicate how I can value add to the Council,”

    Zainudin’s candidacy will leverage Singapore’s transparent and clean reputation, focusing on ethics and governance. These are factors he believes are vital, as Fifa aims to close the chapter on the reign of its former president Sepp Blatter, who is now mired in corruption investigations.

    “The FAS has been, at least for the last three years, in the top three National Sports Associations in Singapore, based on Sport Singapore’s governance audits that look at systems, processes and transparency, and that’s something I’m proud of,” said Zainudin, who will step down as president when the association conducts its first election, which is targeted to be held before the end of 2016.

    “Systems and processes are very important for any organisation because that allow its leader to function freely and look at the important bigger picture.

    “Singapore is known for its systems and processes, and that is one of the key reasons why we are clean. It may be tedious to implement, but it’s a vital step.”

    Zainudin is part of the AFC’s Governance Reform Task Force that has already implemented recommendations of a PricewaterhouseCoopers report.

    “We’ve already installed similar processes in the AFC, system that govern procurement, finance, appointments, ethics, appeals, and even whistle blowing. It is something that we should be proud of,” he said.

    “Asean is a part of Asia, and it can be a leader in new things, like the Asean Super League (ASL), something that Asean and even the world can look forward to,” said Zainudin who spearheads the Asean Football Federation committee driving the ASL project.

    Zainudin will reveal his manifesto in the week ahead.

    Car Lands Up In Woodlands HDB Lift Lobby After Driver Loses Control

    A Toyota shot down a flight of stairs from a multi-storey car park and ended up at the lift lobby of a block in Woodlands on Friday (Sep 16), after its driver lost control of the vehicle.

    A caller to Mediacorp’s news hotline alerted Channel NewsAsia to the incident, saying that he was “shocked” to see the car at the lift landing of Block 791, Woodlands Avenue 6.

    A second-storey resident, who wanted to be known as Madam Low, said: “At about 3.15pm, I was preparing my dinner when I heard a loud sound. I came down and saw this uncle get out of the car.” She added that the car had come to a stop diagonally from the lift, and that nobody appeared to be injured.

    The Singapore Civil Defence Force confirmed that it received a call for an ambulance. Paramedics assessed that a Chinese man in his 60s had minor injuries but refused to be taken to a hospital.

    When Channel NewsAsia visited the scene at around 5pm, the car was being towed up the stairs and back to the car park.

    The driver, who wanted to be known only as Mr Tan, told Channel NewsAsia that he was trying to leave the car park at around 3pm but that he had stepped on the accelerator instead of the brakes. “I got the brakes wrong (sic), then I accelerated too much,” he said.

    The 62-year-old self-employed man added he was in the area for work. “I came to work here only. I was taking someone here.”

    The driver said that he was unsure what to do next. “How to get a new car now?”

    The police said investigations into the incident are underway.

    Commuters Soaked While Alighting, Boarding Train

    Heavy rains on Wednesday afternoon resulted in some commuters getting wet while on the train.

    According to a Shin Min Daily News report yesterday, commuters on the East-West line were surprised when train doors opened at Tanah Merah station at around 1.50pm.

    Rain fell from the top of the carriage into the gap between the carriage and the platform, soaking commuters alighting and boarding the train. Some resorted to opening their umbrellas in an attempt to avoid getting wet.

    The floors of the carriages were also wet with rainwater that had flowed into the cabins.

    Train service reportedly continued to run despite the damp situation, even as it was said by commuters to have been the same at Queenstown station, some 15 stops away.

    Motorcyclist To Be Charged For Dangerous Riding In Yishun

    A motorcyclist will be charged in court for riding dangerously after he went against the flow of traffic and exceeded the speed limit by more than three times, the Singapore Police Force said on Thursday (Sep 15).

    During a Traffic Police operation along Yishun Avenue 1 on Jul 6 at 2.45am, the 23-year-old motorcyclist was spotted riding against the flow of traffic. When approached by officers, he made a U-turn and sped off at about 167kmh, exceeding the road’s speed limit of 50kmh.

    He was arrested at 3.20am at the junction of Yishun Avenue 1 and Seletar West Link.

    If convicted of dangerous driving, the motorcyclist faces a fine of up to S$3,000 or up to 12 months in jail for a first offence. For a second or subsequent conviction, he faces a fine of up to S$5,000, up to two years’ jail, or both.

    He also faces separate charges for failing to obey road signs and riding without headlamps.

    “Traffic Police takes a serious view of such dangerous road behaviour and will continue with our enforcement efforts to take such errant motorists to task,” the police said.

    Unemployment In Singapore Rises, More Workers Made Redundant In Q2

    Amid weaker economic conditions, Singapore’s unemployment rate rose in the second quarter, according to the Ministry of Manpower (MOM).

    The overall unemployment rate rose from 1.9 per cent in March to 2.1 per cent in June, figures released in the ministry’s half-quarterly Labour Market report showed. Among citizens, unemployment rose from 2.6 per cent to 3.1 per cent and rose from 2.7 per cent to 3 per cent among residents.

    Unemployment rose further among residents aged 30 and above, and in particular, for those aged 50 and above, which saw unemployment rise for the fifth consecutive quarter. Those with higher qualifications were not spared, with unemployment rates among degree holders rising to their highest level since 2009.

    Total employment grew by 4,200, down from 13,000 in the previous quarter and 9,700 in the same quarter a year ago.

    MORE JOBSEEKERS THAN OPENINGS

    For the first time since June 2012, there were more jobseekers than job openings during the second quarter, according to the report.

    The number of seasonally adjusted vacancies fell from 50,000 in March to 49,400 in June, continuing a downward trend since March 2015. Coupled with the increase in unemployed people, the ratio of job vacancies to unemployed people fell to 93 openings per 100 seekers, compared to 103 in March.

    MORE WORKERS LAID OFF

    A total of 4,800 workers were made redundant during the second quarter, up from 4,710 the previous quarter and 3,250 in the same period a year ago. This was the highest second-quarter redundancy since 2009, which saw 5,980 jobs shed, according to MOM.

    Altogether, 9,510 workers were laid off in the first half of the year, also the highest since 2009.

    Based on Central Provident Fund (CPF) records, 45 per cent of residents laid off during the first quarter re-entered employment by June, the lowest rate since June 2009, the ministry said.

    Responding to the Manpower Ministry’s half-quarterly Labour Market report, NTUC Assistant Secretary-General Cham Hui Fong, said: “While we continue to see slower growth in employment and anticipate that more workers may be made redundant in the coming months, we noted that total employment continued to grow with improvement in productivity. Hence, to ensure sustainable employment growth, we need to push for higher productivity via jobs redesign or re-skilling.”

    Ms Cham added that according to the latest JobsBank statistics, there are more than 60,000 job vacancies across different sectors. “NTUC will work with the tripartite partners to encourage working people to attend relevant training programmes so that they are equipped with the right skills to take on the available jobs as the economy restructures,” she added.
