  • Ex-SCDF Major Convicted Of Taking Upskirt Pictures Of Colleagues

Ex-SCDF Major Convicted Of Taking Upskirt Pictures Of Colleagues

SINGAPORE: A former Singapore Civil Defence Force (SCDF) major was convicted on Wednesday (May 3) of two counts of insulting the modesty of a woman, after taking multiple upskirt videos of a 26-year-old colleague.

Poh Siok Peng, 45, admitted to taking the videos over two years at SCDF’s headquarters at Ubi Avenue 4 before he was caught in a sting operation involving hidden cameras in March last year.

Poh, a 20-year veteran of the force, met the victim in 2013 when she joined the SCDF. Both worked in the strategic planning department.

Deputy Public Prosecutor Chee Ee Ling said the victim sensed something amiss when Poh started to frequent her office cubicle “to chat”.

He would sit in front of her “in an awkward position” and bend down often “as if to reach for something under (the victim’s) desk”, DPP Chee said.

When the woman saw a flashing light under her desk one day as Poh chatted to her, she realised what was going on. She reported Poh to the director of manpower.

A sting operation involving hidden cameras positioned around the victim’s cubicle caught Poh in the act on Mar 9.

Poh’s phone was seized, and two upskirt videos of the victim, taken on Mar 4 and 9, were retrieved.

Poh later told the police he had been taking upskirt videos of the victim for two years before he was caught.

However, other videos he had taken of the victim were not recovered because Poh had sold his old mobile phones, he said.

He also confessed to taking an upskirt video of an unidentified woman on an escalator.

Poh said he would view the videos “in the wee hours of the night as a form of stress-relief”.

    POH “UNLIKELY TO RE-OFFEND”: LAWYER

DPP Chee argued that a jail term of at least six weeks was warranted.

However, Poh’s lawyer said the videos had not captured the victim’s “sensitive or private parts”, “only thighs”.

The lawyer urged the court to impose a fine or a jail term of less than four weeks, saying that Poh had been a young victim of a sexual crime but had since sought professional help. It was “unlikely he will re-offend in future”, the lawyer added.

Poh, who is married with two children, will be sentenced on May 17.

For insulting the modesty of a woman, Poh could be jailed for up to one year and fined.

  • Serial Upskirt Offender Sentenced To 36 Weeks Jail

Serial Upskirt Offender Sentenced To 36 Weeks Jail

A serial upskirt offender who also filmed multiple videos of his tenant showering since 2010 was sentenced to 36 weeks’ jail on Monday.

Sng Qi Zhi, 26, has been taking upskirt videos since 2007. He faced a total of 247 charges of insulting the modesty of women, 47 of which were committed after he was charged in court last November for the first 200 offences.

He pleaded guilty to 10 counts.

A court heard that Sng was arrested at Bugis+ mall at Victoria Street on Dec 18, 2012 for taking upskirt videos earlier at Bugis Junction.

Police raided his flat in Bedok and seized his mobile phone which contained 36 upskirt videos, as well as a desktop containing 1,852 upskirt videos and 76 videos of people showering.

Sng admitted to having taken multiple upskirt videos since 2007. He would target females who wore short skirts, placing his phone underneath the skirt of the targeted females as he walked past or stood behind them.

He also admitted to having taken multiple videos of his 32-year-old female tenant while she was showering in the common toilet of his home. He would place his phone on top of the toilet door without the victim’s knowledge to record the video.

After he was charged in court, he went on to commit further insulting modesty cases in Daiso store at Plaza Singapura on Dec 19. Two of the 47 charges happened on an escalator at an unknown location.

Deputy Public Prosecutor Chin Jincheng sought a sentence of at least nine months, citing several aggravating factors.

He said Sng’s offences involved the use of technology, and the proliferation of technology has led to a rise in such offences. He also mentioned the risk of dissemination of such videos on the Internet, the five-year span of his offences, and the harm done to a large number of victims.

Lawyer Louis Joseph said his client is pursuing his studies at the Singapore Institute of Management. He said Sng took proactive steps by attending counselling to address concerns and and issues pertaining to his life.

He successfully applied for Sng to defer sentence until July 6. Bail of $15,000 was offered.

Sng could have been jailed for up to one year and/or fined for insulting modesty.

  • Poly Student Found Guilty Of Taking 170 Upskirt Photos, Videos Of Women

Poly Student Found Guilty Of Taking 170 Upskirt Photos, Videos Of Women

An 18-year-old polytechnic student was convicted today for taking more than 170 upskirt photos and videos of women.

A total of 173 photos and six videos were found in Clemence Koh’s mobile phone and laptop. The offences date as far back as Dec 17 last year.

Koh would approach his victims in an attempt to take photos from underneath their dresses or would squat down to take them if he felt it was safe to do so.

He took these photos and videos in public places such as Daiso outlets and Popular bookstores.

His actions went undetected until Jan 30 this year, when he tried to film a woman from the cubicle of a public female toilet.

Koh went to the third floor ladies’ toilet at Pearl Centre, entered the second cubicle and switched on the camera function of his phone.

After the victim entered the cubicle next to him, Koh slid his handphone under the cubicle partition and attempted to take a photo.

The victim spotted the phone, shouted and left the toilet. She immediately called the police.

Koh was arrested when the police arrived.

In mitigation, Koh’s lawyer said it was his first brush with the law and that he was remorseful. He also said that Koh was a good student and had the potential to reform.

He was charged with 62 counts of insulting the modesty of the women he filmed. Six of the charges were proceeded with.

He will be sentenced on July 6.

For each charge, he could be jailed for up to one year, fined or both.
