K Shanmugam: Israel Needs to Show Greater Commitment, Hamas Should Stop Attacks on Israel

    K Shanmugam PAP

Yesterday, I made a statement on Singapore’s position on what is happening in Gaza.

    I made the following points:

    1. Both Israel and Hamas are in the wrong. Both bear responsibility for what is happening.
    i. Hamas had launched over 2,000 rockets at Israel, many of them before Israel responded.
ii. Israel’s response has been disproportionate. Israel can and should do more to ensure that civilian casualties are minimised.

    2. Hamas is deliberately using civilians as shields. The Hamas spokesman Sami Abu Zuhri had gone on Gaza national television and said that the human-shield strategy has proven “very effective”. This is a deliberate strategy. President of the Palestinian National Authority (PNA) Mahmoud Abbas has accused Hamas of using civilians and has said, “What are you trying to achieve by sending rockets?… I do not like trading in Palestinian blood.” There has not been one rocket from the West Bank, controlled by PNA.

    3. Israel needs to show greater commitment to the two-state solution, and should comply with its international law obligations. And Hamas should stop its attacks on Israel, and change its intention to destroy Israel.

If indeed it is a pure targeting of innocent civilians, that is completely unacceptable. It is an international crime and we would support prosecution under international criminal laws.

    4. We have supported the Palestinians in their legitimate aspirations.
    i. Last year, at the United Nations General Assembly, Singapore voted for all 17 Palestinian-related resolutions.
ii. We have consistently supported the right of Palestinians to have their own state.
iii. I met the PNA FM last year.
iv. We also supported visits from Ministers from PNA to Singapore.
    v. Indeed, we financially support that: since 2013, we have been participating in the Conference on Cooperation among East Asian Countries for Palestinian Development, or CEAPAD.

During CEAPAD I in Tokyo last year, we announced Singapore’s enhanced technical assistance package for the PNA, worth at five million Singapore dollars for five years, which is more than what several of our regional countries have pledged. Under this package, we have received several delegations and study visits.

vi. Senior Minister of State for Foreign Affairs Masagos Zulkifli met with the PNA Prime Minister during CEAPAD II in Jakarta, early this year. And SMS Masagos encouraged the Prime Minister to send more Palestinians to Singapore under this package.

    5. There is a limit to what Singapore can do to solve the crisis. We do not have much leverage on either side even though we have relationships with Israel, the PNA and several Arab countries.

    6. We will support the UN in the role that it has taken. We support the decision of the Human Rights Council in Geneva to establish an independent Commission of Inquiry to investigate all violations of international law, including violations of humanitarian law.

    7. We say that all parties involved should cooperate in that inquiry. There is also a limit to what the international community can do. The number killed in Syria over the past two years is 180,000. Thousands of innocent children and women have been killed. This is more than the number killed in Palestine in 20 years – yet, there was not much that the international community could do in the Syrian case. And thousands have been killed in Sunni-Shia conflict in Iraq in the last 12 months. Again, there is not much that the international community can do.

Political will is needed to overcome the problems and bring an end to the conflict.

There was a sharp exchange yesterday between Minister of State (National Development) Maliki Osman and Workers’ Party Member of Parliament Muhamad Faisal Abdul Manap, which even saw Parliament Speaker Halimah Yacob stepping in to remind MPs of the importance of providing details when they cite incidents involving government agencies and public servants.

During the debate on the Family Justice Bill, Mr Faisal had alleged that when he was a counsellor, he came across a couple who were having housing issues and advised to file for a divorce by the Housing and Development Board — so that the wife would be eligible to buy a house under the Singles Scheme and she could subsequently remarry her husband. Mr Faisal, however, could not provide the details. Here are excerpts of the exchange:

Dr Maliki (left): It is very important for Members of the House to understand that if we highlight cases in this House, we have to be prepared to disclose all information … Because I don’t think allegations of such a nature can be allowed to go past without verification. I hope Mr Faisal will be able to get back to the (client) and ask … for permission for us to clarify this situation. If not, I hope the case that was highlighted here should not be considered seriously in this Chamber.

Mr Faisal (right): I don’t have (the) contacts since I am no longer a counsellor. But again, I used that as one example of many cases I have encountered of such difficulties … I don’t have the details of my client.

    halimah yacob PAP

Mdm Halimah: It is quite different to say that HDB rejected the appeal (compared) to saying that it is because of the advice of the HDB officer that the couple should divorce … So since you cited the person and you said you got her approval to raise the issue, the question asked by the Minister of State is whether you can provide particulars so he can verify and prevent (the situation) from repeating if (it) is indeed … as you have said.

Dr Maliki: These are very serious statements that are being made against our civil servants … If such allegations are made, we must give them a chance to clarify …

Mr Faisal: I have no intention of disregarding the good work that has been done by civil servants in our public services. I just wanted to feedback the experiences that I had encountered …

    Dr_Maliki_Osman_PAP

Dr Maliki: It is very important for us to uphold the integrity of this Chamber and … that of our Civil Service. The Member highlighted a case and made very serious allegations that a HDB officer actually asked the couple to divorce … For such allegations to be made in this Chamber, it is very serious.

Mdm Halimah: Although Members are covered by parliamentary privilege, it is important when incidents are cited, particularly involving government agencies and public servants, the particulars can be provided … to verify … the facts. That will really help to improve the debate in the House, it adds credibility to the whole process … as well.

(After Law and Foreign Minister K Shanmugam had wrapped up the debate)

Mr Faisal: It is not my intention to give a negative impression of any of the public services or government offices. I will be more careful in future and I apologise.

Finally, One PAP MP Show Support For Gazans

This Israel response to the Hamas attack had been described by a reporter as akin to Mike Tyson punching a baby that spat on him. Israel has claimed the right to defend themselves but, their response has been described as disproportionate by an Israel human right activist

“We are targeted by mostly shitty rockets. Gazans are being shelled with heavy bombs. We have shelters, sirens, Iron Dome. They have 0.”

It is indeed heart wrenching to see images of innocent children being killed and the agony of their parents. Unless both sides agree to a truce and work towards PEACE, the violence will continue and more innocent people will lose their lives and families.

‘Israel under renewed Hamas attack’, says the BBC. More balance is needed

  • Gaza Conflict: Singapore Can Send Humanitarian Aid Says Yaacob Ibrahim

    Photo AP
    Photo AP

Like many Muslim Singaporeans, my colleagues and I are disturbed and saddened about the conditions in Gaza.

Over the past weekend, I have also shared views on the matter:

“With the unrest in Gaza still going on, there are two things that we can do at this point – firstly help those affected through humanitarian effort and secondly, keep praying for peace. I am happy that we are able to organize a donation drive and collect a lot of money which can be channeled to those in need. I think there is a strong desire in the Muslim community to see an end to all hostilities and hopefully with all the efforts by the world leaders, together with what we can do here in Singapore, peace can come to the region as soon as possible. Meanwhile, we can continue to pray and use the blessings of the month of Ramadan, to do the best that we can through the means that we have here in Singapore.”

It is heart wrenching to see innocent victims of this deadly episode dying and suffering.

Let us continue to do our part to bring peace to the region.

We welcome the decision by the National Library Board (NLB) not to pulp the two children’s books, “And Tango Makes Three” and “The White Swan Express.” These books are published in the U.S. and written by U.S. authors.

The U.S. is strongly committed to upholding universal values of human rights and fundamental freedoms. These include freedom of access to knowledge, which lies at the heart of a successful democracy, and is key in creating an informed and dynamic citizenry.

We also believe in promoting tolerance and mutual respect, which are critical to an inclusive society that celebrates diversity. – KW
