    Cobbler Jailed And Caned For Raping 13 Year Old God-daughter

    Terence Ng Kean Meng, 43, has been sentenced to 14 years’ jail and 14 strokes of the cane Wednesday (May 27) for two counts of raping a 13-year-old schoolgirl and sexually penetrating her with his finger.

    Two other charges were taken into consideration. The victim cannot be named as she is a minor.

    Ng, a divorcee who owns a makeshift cobbler stall near Commonwealth MRT, first noticed the victim when she was loitering near his stall in October 2013.

    After finding out that she had run away from home, he offered to take care for her as her godfather. He even went to the victim’s house to convince her then-ill mother to let him take care of the schoolgirl.

    Although Ng’s defence lawyer Subir Singh Grewal said that the relationship between Ng and the victim started out as a platonic one, the prosecution led by Deputy Public Prosecutor Vikneswaran S/O Kumaran accused Ng of developing an attraction for the victim and having sexual thoughts about her.

    Ng then proceeded to have consensual sex with the victim three times in the next five weeks after they first met.

    On one occasion, Ng brought the victim to his flat. After the victim complained of stomach problems, Ng placed some ointment on her stomach. After she said she was feeling better from the ointment, Ng asked her if she wanted to have sexual intercourse. She said yes, and he proceeded to insert his finger into her vagina.

    In this instance, Ng committed digital penetration on a minor, which is a form of sexual penetration.

    Shortly after the instances of consensual sex, the victim’s mother died and the 13-year-old confided about Ng’s actions to someone at school. She was told to file a police report, and Ng was arrested four days after she did so.

    Under Section 375 of the Penal Code, any man who has sexual intercourse with a woman under 14 years of age is liable to be convicted with statutory rape, with or without the woman’s consent.

    A psychiatric report by Dr Jason Lee Kim Huat found Ng to not be suffering from any mental illness or intellectual disability. However, Ng’s defence said that the accused only had Primary 6 educational qualifications.

    Ng’s mother filed a statement, saying that he was filial and helped to provide for the family, although he had lacked proper education. She said a psychiatric evaluation when Ng was 7 years old revealed he was behind his peers in terms of physical and mental development. However, the family did not have enough money to help rehabilitate Ng.

    The defence also argued that there was no report indicating that the accused had paedophilic tendencies or that the victim had suffered any psychological trauma.

    Ng could have been jailed for up to 20 years and liable to a fine or caning for each charge of statutory rape with a girl under the age of 14.

    Jover Chew Among Five Arrested Over Sim Lim Square Cheating Cases

    Five men related to the now-defunct Mobile Air, including its owner Jover Chew, were arrested yesterday over a series of cheating cases at Sim Lim Square, The Straits Times understands.

    Police said that they had received several reports against Mobile Air last year for dishonest sales practices in which mobile phone customers were coerced into buying mobile phones and in-house warranties at inflated prices.

    These victims ended up paying for the devices at much higher prices or had to pay fees to cancel the deal.

    Mr Chew, 32, and his shop became infamous after videos were posted in November of a crying Vietnamese tourist begging staff at the shop to refund his money.

    After the video went viral, online vigilantes posted Mr Chew’s personal details online, driving him out of the mall.

    The five men arrested were between 31 and 38 years old. They are to appear in court tomorrow.

    Police NSF Found With Gunshot Wound To Head

    A full-time Police National Serviceman was found dead with a gunshot wound to his head on Wednesday (May 27).

    The Singapore Police Force (SPF) confirmed on Wednesday evening that the full-time officer had been discovered inside a locked security post in the Tanglin area that morning.

    Authorities said the 20-year-old had reported for duty at about 8pm the evening before, “in preparation for his night shift duties and had drawn his service revolver from the armoury, before proceeding to the duty point”.

    The service revolver was lying beside him, and he was pronounced dead at about 7.50am by paramedics at the scene.

    Police said the case has been classified as “unnatural death”, and that they are investigating. “No foul play is suspected,” the authorities said in a press release.

    A 47-year-old man who sexually assaulted his daughter in 2012 and 2013 was jailed on Wednesday (May 27) for 13 years and given 12 strokes of the cane.

    The man, who cannot be named to protect the victim’s identity, had touched his 12-year-old daughter’s vagina and violated her repeatedly in 2012.

    He had told her to undress following the victim’s complaint of having body aches.

    While massaging her, he touched her private parts.

    She kept the incident a secret as she feared nobody would believe her.

    Unfortunately, a year later in February 2013, the man assaulted her again in a room he was sharing with his wife, another daughter and the victim, then 13.

    Amos Yee Recommended For Reformative Training

    The prosecution in the Amos Yee trial on Wednesday (May 27) called for the teen to be sent to the Reformative Training Centre (RTC) instead of probation.

    He was back in the State Courts on Wednesday for an urgent hearing after his probation officer filed a report to the State Court, indicating what had transpired between Yee and the officer after the accused was found guilty on May 12.

    The teen refused to attend any interviews with the probation officer and has informed her that he does not want probation, since the Court made the order for a probation report on May 12.

    Yee was found guilty of two charges – one for making offensive or wounding remarks against Christianity and another for circulating obscene imagery. A third charge, for the teen blogger’s statements to the late Mr Lee Kuan Yew in a YouTube video, was withdrawn.

    It was made known to prosecutors on May 21 that Yee had republished the offending video and image pertaining to the case. He was asked to take both materials down when he was charged for his offences.

    Prosecutors said to media after a short hearing on Wednesday that recommending an RTC charge for Yee would be in line with attempts for rehabilitation as it was understood that a jail term or fine would not have rehabilitative effects on him.

    Reformative training at the RTC is an option for young offenders aged between 16 and 18 years old who are assessed to be unsuitable for probation. Offenders will be detained for a minimum of 18 months in the RTC.

    Yee’s defence lawyers have asked for time to convene and come to a decision on the RTC request that the prosecution has surfaced.

    The trial will reconvene on Jun 2. If the judge makes a decision in favour of RTC, Yee will have to be remanded for up to four weeks for a report to be conducted on his suitability for an RTC sentence.

    Yee remains out on bail at the S$10,000 pledge.
