    LTA’s Weaknesses Shown in Recent ACS(I) Charter of MRT Trains

    On Tuesday, the Land Transport Authority (LTA) said it is looking into taking action against SMRT Corporation for permitting its trains to be chartered by a school to convey students to a sports event. The LTA has taken the view that its permission should have been sought before SMRT agreed to the charter.

    The LTA’s position has several points of weakness.

    First, as a matter of principle, the chartering of trains is no different from doing the same for buses or cabs. Further, the chartering of trains has been commonplace for large-scale events such as the National Day Parade and its previews.

    Second, the chartering of trains is more than simply novel. It helps ease the traffic on the roads by reducing the number of heavy-load vehicles and is arguably more efficient for transporting a large number of people, as in this case.

    Third, it reflects and reinforces a permission-seeking culture that limits the behaviour of organisations — in this case both the school and SMRT — to find the best ways to utilise their finite resources.

    Fourth, the news that the trains had been chartered was made public before the event and so the LTA had time to intervene if it truly felt chartering would degrade the provision of services to the public. It did not do so. Why not?

    REGULATORY CULTURE

    This episode has also put the spotlight on the regulatory culture adopted by the LTA and applied to all public transport operators.

    If the issue boils down to whether permission is required, then it speaks of a low-trust, rigid culture between the regulator and SMRT.

    This is worrying as it suggests there has been a breakdown in the relationship between the two parties, with the regulator more concerned about the appearance than the substance of operations. If so, it may make managing public expectations more challenging, as the public will be left questioning the rationale of the regulation.

    Instead, the issue should be whether due care had been taken by SMRT in determining whether there would be a disruption in service before it agreed to the charter. This would indicate a high-trust, flexible relationship with the regulator that focuses on total merit rather than specific slices of interest in decision-making.

    The LTA should not be second-guessing SMRT or other transport operators it regulates on every operational decision. This would introduce inefficiencies and also reduce confidence on the part of the transport operator to make decisions.

    How we deal with episodes such as this tells us more about ourselves than about the event itself. Singapore and Singaporeans should be known for being rational in making assessments and not for making knee-jerk reactions or over-reading into impressions. In a complex space where trade-offs are a regular feature of life in the nation, we do not have the luxury of friction-free decisions, but that does not mean we need to be fractious on every issue.

    Returning to the issue of the regulatory culture, much can and should be improved so that there need not be a public exhibition of regulation on each and every operational issue that appears to have the potential to invoke passing public interest. This is not to keep regulatory matters opaque, but to avoid tripping into a culture of appearance- rather than principle-led regulation.

    Singapore-Malaysia Open Agrobazaar at Beach Rd

    SINGAPORE: Prime Minister Lee Hsien Loong says the friendship between Singapore and Malaysia needs to be continually nurtured and tended to. Speaking at the opening of the Agrobazaar Malaysia outlet on Wednesday (Aug 27), Mr Lee said this will ensure that success will blossom along the way.

    The outlet, located in Sultan Gate off Beach Road, is an agricultural-based business that promotes Malaysian fruit and products to the overseas market. Mr Lee said the Agrobazaar is one example of what cooperation between Singapore and Malaysia can deliver, as both countries move their ties forward. He also said the Agrobazaar is “something more than food” and reflects the close economic ties between the two countries, as well as their shared culture and long friendship.

    Mr Lee also said he looks forward to deeper interactions between the people of Singapore and Malaysia in the coming years. The building of the Rapid Transit System (RTS) link between Johor Bahru and Singapore, as well as the high-speed rail between Kuala Lumpur and Singapore, are expected to improve the flow of goods and people across borders.

    However, Mr Lee said that with such close interactions between the two countries, issues can be expected to arise from time to time.

    “But I believe if we keep the lines of communication open, not just between the leaders, but also between ministers and senior officials and their counterparts, then we can manage anything which comes along, and this is the way to maintain and enhance mutual understanding, trust and respect, and continue to make progress on existing as well as new areas of cooperation,” Mr Lee said.

    Prime Minister Najib Razak also said the the Agrobazaar is a testament to the strong and enduring relationship between Singapore and Malaysia. He explained that the Agrobazaar is a launch pad for Malaysian producers to access new international markets. “Yes, we have historic cities; yes, we have idyllic beaches and of course, we have the twin towers, but our rambutan and mangosteen, and above all – durian, really pull in the crowds,” he said.

    Mr Najib also presented Prime Minister Lee with a basket of musang king durians and an oil painting of them enjoying the fruit during Mr Lee’s recent visit to Malaysia.

    A fifth of Malaysia’s agrofood products, worth more than US$1 billion, is exported to Singapore annually. Mr Najib is confident that the numbers will grow, based on the good cooperation at the Agrobazaar.

    During Mr Najib’s visit in Singapore, he also took the opportunity to see the Singapore Sports Hub – one of the country’s newest developments. Mr Najib posted a photo on Facebook, saying “Malaysia and Singapore have always enjoyed a healthy competitive spirit when it comes to football and we just couldn’t resist kicking a ball around”.

    SINGAPORE: Human resource practitioners say non-degree holders can have a successful career and a shot at senior management positions if they continue to upgrade themselves. The Singapore Human Resources Institute (SHRI) observed in particular that local companies are more open-minded about hiring workers without a degree compared to global firms.

    In his National Day Rally speech, Prime Minister Lee Hsien Loong cited Keppel Offshore & Marine as an example of a company that values workers and helps them develop skills to advance in their careers, whether they have a degree or not.

    Said SHRI President Mr Erman Tan: “Local bosses are more open-minded. Part of the reason for that is they face the challenge of recruiting talent and they are more open-minded in the sense that they believe on-the-job training, they believe in grooming them. From there, they build bonding with the employee and the employee would typically grow with the organisation. Local SMEs also believe in long-term relationships. They see that on-the-job training and job performance count more than paper qualifications.”

    SHRI says employers also look for other important attributes like relevant experience, a proven track record, people skills and leadership qualities, as well as the individual’s ability to work in a team. The institute notes that global MNCs may not be as flexible because they could be tied to a more prescribed global HR policy.

    “I think a lot employers still use paper qualifications as a filtering process,” said Mr Tan. “Typically the employer tends to give those with a degree priority. Part of the reason is because in the selection process they have to filter out some candidates, and one of the more convenient ways to filter out people is to base selection on qualifications. Unfortunately that is still the practice at this moment.”

    However, there are some positions that require a degree. HR consultancy Robert Walters cites certain roles within the finance industry as an example, but says there are opportunities for non-degree-holders to take on jobs at the more operational level.

    Said Joanne Chua, Associate Director, HR, Business Support, Robert Walters: “Steps must be taken along the way where training and development is being provided by the organisation, whether internally and externally, to up-skill the capabilities of these individuals. Because they may be technically savvy in a particular area, such as fixing of aero turbines, but when the individual is expected to step up to take on a managerial or leadership role, then that’s where the up-skilling of qualifications would be required.”

    Wanita Malaysia Tawarkan Diri Untuk Sertai Jihad Seksual, Jihad Al-Nikah

    BILIK JIHAD NIKAH DI SYRIA DILENGKAPI KALIMAH ALLAH DAN WANITA SEKSI

    Wanita Malaysia dipercayai menyertai pasukan kumpulan Negara Islam Iraq dan Syria (Isis) untuk menawarkan Jihad Al-Nikah atau jihad seksual, kata pegawai kanan risikan kepada The Malaysian Insider.

    Pihak berkuasa mengesahkan tiga wanita Malaysia pergi ke Timur Tengah untuk menyertai pasukan Isis.

    Jihad Al-Nikah merujuk kepada konsep kontroversi iaitu wanita Sunni dikatakan menawarkan diri mereka dalam bentuk peranan memenuhi keperluan seksual pejuang yang memperjuangkan undang-undang Islam.

    Konsep itu berasal daripada fahaman Wahhabi sekitar 2013, yang menyeru penyokong wanita Sunni untuk tampil melakukan jihad seks dan menyemarakkan moral pejuang terhadap regim Bashar al Assad di Syria.

    “Wanita ini dipercayai menawarkan diri mereka untuk melakukan hubungan intim kepada pejuang Isis yang cuba memperkenalkan peraturan Islam di Timur Tengah.

    “Konsep ini mungkin kelihatan kontroversi tetapi ia semakin berkembang apabila sesetengah wanita Islam di sini bersimpati dengan kepayahan Isis,” kata seorang pegawai risikan kepada The Malaysian Insider.

    Enggan didedahkan identitinya, pegawai itu berkata seorang wanita Malaysia berlepas ke Timur Tengah pada Disember tahun lalu.

    “Wanita itu, berusia 30-an, pergi ke Turki sebelum bertemu dengan orang tengah yang membantunya melengkapkan perjalanan ke Syria melalui jalan darat.

    “Seorang lagi wanita Malaysia berusia 40-an dipercayai bekerjasama dengan pasukan Isis pada April tahun ini,” kata sumber.

    Pegawai risikan berkata, bukan wanita Malaysia saja yang melakukan jihad seksual kerana ada juga wanita Islam lain terbabit.

    “Pertukaran risikan dengan beberapa negara mendedahkan wanita Islam Sunni dari Australia dan United Kingdom juga menyertai Isis,” katanya.

    Pegawai risikan berkata, Isis mengeluarkan fatwa pada Jun tahun ini menawarkan pengerahan Jihad Al-Nikah atau jihad seksual.

    “Sebaik saja selepas bandar Mosul di Iraq ditawan pasukan Isis, orang ramai diarahkan menghantar wanita tidak berkahwin berjihad untuk seks,” dedah pegawai risikan.

    “Dalam pengisytiharannya, Isis mengancam untuk melaksanakan undang-undang syariah terhadap mereka yang gagal mematuhi fatwa itu,” kata pegawai berkenaan.

    Pegawai risikan berkata, rakan sejawatannya di Britain mendedahkan lebih 600 umat Islam British dipercayai berjuang untuk Isis.

    “Jumlah itu termasuk wanita Islam British yang bukan berjuang di barisan hadapan, tetapi masih terbabit dengan melakukan jihad seksual.

    “Pegawai risikan Australia mendedahkan lebih 100 wanita Islam Australia berada di Syria berjuang di samping Isis,” kata pegawai risikan itu.

    Walaupun Putrajaya pada awalnya mendedahkan kira-kira 30 rakyat Malaysia berlepas ke Timur Tengah berjuang untuk Isis, tetapi angka itu dipercayai sebenarnya lebih tinggi.

    “Pemeriksaan yang dilakukan dengan rakan sejawatan kami di luar negara mendedahkan mungkin jumlah rakyat Malaysia di Timur Tengah mencecah 50 orang,” katanya kepada The Malaysian Insider.

    Setakat ini, 3 rakyat Malaysia dilaporkan maut di Syria ketika berperang menentang pasukan Presiden Syria Bashar Al-Assad.

    Mat Soh, 53, dilaporkan terbunuh selepas dilanggar lori tangki ketika pertarungan sengit antara Isis dengan pasukan Syria minggu lalu.

    Pada Jun, Ahmad Tarmimi Maliki, 26, mati selepas insiden bunuh diri yang menyebabkan lebih 20 askar Iraq maut di pangkalan mereka di Al-Anbar.

    Identiti rakyat Malaysia ketiga yang maut dalam satu insiden masih belum disahkan oleh pihak berkuasa di sini.

    Sejak konflik di Syria meletus pada Mac 2011, lebih 190,000 kematian dilaporkan setakat ini, menurut Pertubuhan Bangsa-bangsa Bersatu.

    Kejadian pembunuhan paling mengerikan ialah pada 20 Ogos ketika Isis melancarkan satu rakaman menunjukkan seorang lelaki yang dikatakan berjihad, bercakap dengan loghat selatan Inggeris, memenggal kepada seorang wartawan dan jurugambar warganegara Amerika, James Foley.

    Foley ditangkap di Syria pada penghujung 2012. Rakaman video itu menunjukkan beliau dibunuh di kawasan padang pasir.

    Video bertajuk ‘Pesanan kepada Amerika’ itu dimuat naik di YouTube sebagai amaran kepada Presiden Amerika Syarikat Barack Obama berhubung serangan terhadap militan di Iraq.

    Sebelum dibunuh, wartawan berusia 40 tahun itu dipaksa membaca satu kenyataan yang menyalahkan Amerika atas kematiannya. – 27 Ogos, 2014.
