    Woman Fail to Check Blind Spot When Changing Lanes, Killed Motorcyclist, Fined $7000

    SINGAPORE – A woman who ran over and killed a motorcyclist after failing to check her blind spot while changing lanes was fined $7,000 on Tuesday.

    Client relations officer Norizah Samad, 31, was also banned from driving for five years after admitting causing the death of Mr Muhammad Shaheen Abdullah, 32, through her negligence.

    She had been driving in the left lane of Bedok North Street 3 – a one-way, two-lane road – last Oct 29 when she tried to filter into the right lane after a right bend.

    After checking her rear view and right side mirrors, she turned her head to the right and signalled right before proceeding to filter. But she failed to properly check her blind spot and did not see the victim’s scooter travelling in the right lane beside her car.

    She only spotted him after half of her vehicle had entered the right lane – but by then it was too late and the car hit the victim’s scooter, causing the victim to be flung off his machine and land in front of her car.

    Despite jamming on her brakes, she could not stop the car from running over the victim and going up the right kerb.

    Norizah’s lawyer Rajan Nair said his client, a mother of two, was an “occasional driver”, having obtained her driving licence four years ago.

    He said she does not intend to drive again.

    Norizah could have been jailed for up to two years and/or fined for causing death through a negligent act.

    PELAJAR Melayu yang mengikuti programme ijazah sepenuh masa di Universiti SIM (UniSIM) boleh memanfaatkan Subsidi Yuran Tuisyen Pengajian Tinggi (TTFS) mulai bulan ini.

    Ini diumum Menteri Bertanggungjawab bagi Ehwal Masyarakat Islam, Dr Yaacob Ibrahim, dalam satu majlis jamuan tengah hari Aidilfitri di Swissotel Merchant Court semalam.

    Semasa mengumum hal itu, Dr Yaacob berkata: “Saya harap anak Melayu kita dapat merebut peluang yang disediakan pemerintah kerana UniSIM telah dipertingkat menjadi universiti penuh, dan ini merupakan satu peluang baik bagi anak-anak kita.”

    Diperkenal pada 1991, TTFS ialah skim pemerintah yang memberi subsidi yuran khusus bagi pelajar Melayu di institusi pengajian tinggi.

    Ia ditadbir oleh Yayasan Mendaki, yang menentukan kriteria kelayakannya.

    Rancangan meluaskan skim tersebut kepada pelajar UniSIM dan Institut Teknologi Singapura (SIT) diumum pada 2012 apabila pemerintah mengumumkan dua institusi itu masing-masing menjadi universiti kelima dan keenam Singapura dan menawarkan programme ijazah sepenuh masa.

    Ini bermakna mahasiswa Melayu di kededua universiti tersebut boleh menikmati geran pendidikan itu sama seperti pelajar Melayu di empat universiti setempat lain, iaitu Universiti Nasional Singapura (NUS), Universiti Teknologi Nanyang (NTU), Universiti Pengurusan Singapura (SMU) dan Universiti Teknologi dan Reka Bentuk Singapura (SUTD).

    Termasuk dua institusi itu, TTFS kini boleh dimanfaatkan pelajar Melayu di 16 institusi pengajian tinggi tempatan.

    Tahun lalu, skim TTFS diluaskan kepada pelajar yang mengikuti programme diploma dan beberapa programme ijazah sarjana muda terpilih di Maktab Seni Lasalle dan Akademi Seni Halus Nanyang (Nafa).

    Kriteria kelayakan bagi TTFS disemak pada 2012 untuk memberi manfaat kepada lebih ramai pelajar.

    Antara lain, kriteria pendapatan per kapita (PCI) bulanan keluarga, yang mengambil kira saiz keluarga, diperkenal. Sebelum ini, ia berdasarkan pendapatan bulanan keluarga sahaja.

    Selepas kriteria itu disemak, pelajar daripada keluarga yang mempunyai PCI di bawah $1,000 akan menerima subsidi 100 peratus. Mereka yang mempunyai PCI antara $1,001 dengan $1,200 diberi subsidi 75 peratus, sementara PCI antara $1,201 dengan $1,500 sebanyak 50 peratus.

    Ini bermakna sebuah keluarga empat anggota dengan pendapatan bulanan $6,000 layak menerima subsidi 50 peratus kerana PCI mereka ialah $1,500.

    Sebelum ini, mereka tidak layak menerima sebarang subsidi kerana jumlah pendapatan bulanan itu melebihi had maksimum yang ditetapkan.

    Menurut satu laporan Jun lalu, TTFS yang diagih Mendaki mencapai jumlah tertinggi $30.75 juta tahun lalu, dengan 4,175 pelajar berjaya mendapat subsidi itu.

    Majlis jamuan semalam dihadiri sekitar 200 karyawan, wakil pertubuhan Melayu/Islam, kakitangan perkhidmatan awam dan anggota kesatuan sekerja.

    Multi-disciplinary Artist Juliana Yasin Dies After A Long Battle With Cancer

    Multi-disciplinary artist Juliana Yasin died on Wednesday at noon after a long battle with cancer. She was 44.

    She graduated from Lasalle College of the Arts in 1990, and was an active member of local art collectives Artists’ Village and the now-defunct Plastique Kinetic Worms.

    Her work has been featured in more than 60 exhibitions in Singapore and other countries such as Australia, Germany and Poland.

    She was diagnosed with stage three cervical cancer in 2009, but fought it into remission. However, the cancer returned earlier this year, and spread to other organs.

    IPOH: The two models involved in the semi-nude photo shoot here have been fined RM400 each in default of a months’ jail.

    Magistrate Haslinda A Raof made the judgment on Wednesday after both freelance models Low Kah Wai, 27, and How Jo Yee, 21, pleaded guilty of causing nuisance in public at a traffic light in front of a bank along Jalan Sultan Yussuf here on Aug 25.

    Both were charged under Under Section 268 of the Penal Code and sentenced under Section 290 of the same code, which was also read together with Section 34 of the same code.

    Deputy public prosecutor Harris Ong Mohd Jeffery Ong said Low was only wearing black pants and shoes without wearing any shirt, while How was wearing white undergarments.

    “Their actions caught the attention of the public and some photographs of them were captured and circulated through social media,” he said, while pushing for the maximum penalty of RM400 to be meted out.

    “The country is made up of a multi-cultural society and their actions are unacceptable,” he added.

    On behalf of the models’ mitigation, counsel Andrew Soong said both would apologised to the people who were offended by their actions.

    “The have also cooperated with the police, pleaded guilty and save the court’s time.

    “Furthermore, the photographs on social media were not posted by them and they did not have the intention to do so,” he said.

    Both paid the fine.

    When met after the proceedings, Soong said his clients and their respective families were stressed out since the photographs went viral online.

    He said they were mulling to take actions against those who published the photographs online.

    PETALING JAYA, Malaysia – There is a provision in the Selangor Constitution disqualifying those who became citizens by naturalisation or registration from becoming a mentri besar.

    PKR president Datuk Seri Wan Azizah Wan Ismail and her deputy Azmin Ali are both Singapore-born.

    Constitutional expert Prof Dr Shad Saleem Faruqi said Article 53(3) of the State Constitution affirmed that a mentri besar should not be a citizen by naturalisation or registration.

    “However, the Sultan could use his discretion to waive any disqualification,” he said.

    Section 53(4) states: “In appointing a mentri besar, His Highness may in his discretion dispense with any provision in this Constitution restricting his choice of a mentri besar, if in his opinion it is necessary to do so in order to comply with the provisions of this Article.”

    Legal adviser to several non-governmental organisations Hamidzun Khairuddin said PKR should abide by the state laws and convention, as all the previous mentris besar were Selangor-born.

    “Apart from the existing laws, political parties must also respect conventions and customs in respective states.

    “This is democracy according to the Malaysian mould to ensure political stability in every state.

    “Abiding by convention should continue because it does not blemish state and national federalism in this country,” he said.

    Hamidzun said PKR should also stop demanding the mentri besar seat as it had the lowest number of seats (13) compared with its Pakatan Rakyat partners DAP and PAS, with 15 seats each.

    “The new mentri besar post should be given to a PAS assemblyman, as Khalid would likely vote in favour of PAS since PKR sacked him,” he said.

    On whether there was a provision allowing Tan Sri Khalid Ibrahim to remain as Selangor Mentri Besar until a replacement was appointed, Dr Shad Saleem said it was within the law.

    Khalid, he said, could resign but stay on until a new mentri besar was sworn in before Selangor Sultan Sharafuddin Idris Shah.

    “Khalid can tender his resignation under Article 53(7) (of the Selangor State Constitution). The Sultan will then decide on the next course of action. Until then, Khalid can still hold the fort.”

    He said the law was silent on whether Khalid could resign but hold on to his post until authorised to do so by the Sultan.

    “This will be more in the realm of convention. Prime ministers are known to submit resignations but stay on if asked to do so,” he added.

    The Sultan has decreed that Khalid’s resignation, tendered yesterday, will only be accepted when a new mentri besar is sworn in.

    The Sultan has also requested the three Pakatan Rakyat component parties to each submit more than two names for consideration to take over from Khalid.
