WP Takes Backhanded Swipe At Minister Shanmugam’s Comments On Town Council Affairs

The Law and Home Affairs Minister, K Shanmugam, in speaking on the the investigation of the General Manager of Ang Mo Kio Town Council (AMKTC) by the Corrupt Practices Investigation Bureau (CPIB) contrasted the approaches of PAP-run town council with the one run by Workers’ Party (WP). WP’s then-Aljunied-Hougang-Punggol East Town Council, has been under scrutiny for its relationship between its former managing agent FM Solutions and Services (FMSS) and Essential Maintenance Service Unit (EMSU) contractor FM Solutions and Integrated Services (FMSI).

Mr Shanmugam alleged that unlike the PAP-run town council, the Workers’ Party-run town council has not been transparent with the general public.

The Workers’ Party in responding to Mr Shanmugam’s harsh criticisms of its town council management said that “since CPIB is investigating the AMKTC case, we should let due process take its course and not jump to conclusions.”

In its statement, WP pointed out that when their auditors released the report on AHTC in July 2016, “some people jumped prematurely on the possibility of fraud and fictitious payments without waiting for the results of the audit.”

Their auditor, KPMG, had said in the July 2016 report that the use of this “highly irregular shortcut” made it “practically impossible” to have effective oversight of these transactions.

They added: “Such large-scale use of this practice raises questions about the management of AHTC’s finance function. Consequently, it is easier for duplicate payments or fictitious payments to be made without being detected.”

Mr Shanmugam had then taken issue with the manner the WP announced the lapses highlighted by its auditors. In a Facebook post, the Minister said KPMG’s report underlined that “AHTC’s leadership has neither upheld nor enforced integrity and ethical values”.

“The rot is at the top,” he added. “This should come as no surprise. The High Court and the Court of Appeal have already criticised Ms Sylvia Lim and Mr Pritam Singh for suppressing the truth (designed to mislead) both in Parliament and in Court. To them, the truth is a tradable commodity.”

Aljunied-Hougang Town Council subsequently ordered a 100% check on the $60m direct journal entry and dummy code issues.

WP’s unsigned statement today said, “when no fraud and fictitious payments were found, the speculators kept quiet.”

The statement further said: “Premature speculation, especially when done by influential people, may pervert the course of justice by shaping investigations. So let’s wait for the findings of the CPIB on the AMKTC case and let the law take its course.”

  • Huge Escalator Part Pierced Toddler’s Sandals But AMK Hub Still Allow Escalator To Run

Huge Escalator Part Pierced Toddler’s Sandals But AMK Hub Still Allow Escalator To Run

Stomper M‘s five-year-old grandson had a harrowing experience while on an escalator at AMK Hub last Thursday (Dec 15), slightly after 1pm.

A metal piece from the escalator that was going down to Basement 2 and towards NTUC FairPrice Xtra pierced through the toddler’s sandals.

M is upset at how staff at AMK Hub’s Customer Service handled the situation. She also raised concerns about how she saw the escalator still in operation, hours after the unfortunate incident.

M told Stomp in a phone interview:

“Last Thursday afternoon, we were going down the escalator to B2, going to NTUC.

“My grandson and his mummy were standing behind me. Halfway through, we heard something like the sound of chains dropping.

“I turned back my head, I saw my daughter carry his son and the next moment, we saw that his left shoe had something poking into his shoe.

“When we reached the end, we saw that one part of the escalator step had broken into a mysterious way. Everyone who saw that were totally stunned”

According to M, passers-by who saw what happened were in shock as well and some took photos. She continued:

“Thank God his left foot was okay. We were so shocked till we didn’t know what to do and many people came crowding around.

“No security guards were around, so I went up to the info counter for help. The escalator only stopped after I brought a kind security guard there. I put my grandson into an NTUC trolley and we all went to the info counter again.

“After minutes, the head of security came and his care was good.

“Some people in charge of AMK Hub came. I have no idea who they are, but we wasted more than an hour to two hours.

  • Disgusting Hygiene Conditions At Ang Mo Kio Giant Supermarket

Disgusting Hygiene Conditions At Ang Mo Kio Giant Supermarket

I saw your story on how a rat at their premises was ignored by Giant supermarket staff at Yishun. I have encountered bad hygiene conditions such as centipedes, flies, bee, other insects found at the premises and spoilt food items being sold at Giant located at Ang Mo Kio and have been informing NEA on this matter for the past two years.

Initially NEA claimed that they are taking this matter seriously but for the past few months, NEA has refused to take my complains seriously and told me that I should speak to Giant’s management directly on my concerns. I have spoken to Giant’s management before but they don’t seem too bothered about the lack of hygiene as when I return back to the store, I always see the same issues. I even tried speaking to the senior management of NEA and writing in to REACH to find out why NEA is not taking actions but NEA just don’t not want to clarify this matter thus I wonder why is NEA only acting as a middle man passing my complains to Giant instead of ensuring that they investigate and make sure that the public’s health is not endangered.

  • Ang Mo Kio Murder Suspect Was Crying And Told Victim ‘I Love You’

Ang Mo Kio Murder Suspect Was Crying And Told Victim ‘I Love You’

She was among the morning crowd walking towards Ang Mo Kio MRT station at about 8am yesterday when she came across a shocking sight.

A man was lying on the floor of a covered walkway, bleeding profusely from his chest while another man was crying and sitting by his side.

Near them was a knife with a 20cm-long blade with blood on it.

Madam Connie Loh, a 61-year-old retiree, told The New Paper: “I heard him (the crying man) say in Mandarin, ‘Please I’m begging you, don’t let anything happen to you. I love you.’”

After a while, he lit a cigarette, tossed his lighter on the ground and started smoking, she added.

The man, who also appeared to be injured, was later arrested by the police. He was placed on a stretcher before he was taken away, Madam Loh said.

The victim, who had stab wounds on his arm and back, died in hospital.

TNP also understands he was Mr Tan Chin Siong, 48.

TNP understands that the suspect and the victim are not related.

The incident occurred at the covered walkway that runs from Ang Mo Kio MRT Station along the edge of the Ang Mo Kio Town Garden East park towards the Cheng San Community Club.

A cleaner, Mr Salauddin Habibulah, 29, said he was working at the void deck of Block 512, Ang Mo Kio Avenue 8, at about 8am when he heard a loud argument between two men at the nearby covered walkway.

He did not bother to check it out and carried on with his work.

    CURIOUS

When he later saw police cars parked in the area, curiosity got the better of him.

“When I went over to take a look, a man was lying on the floor and there was a lot of blood coming out from his chest,” he said.

Paramedics were tending to him as another man sat some distance away. Mr Salauddin also said that he saw a knife nearby on the floor.

A man who lives at a nearby block told TNP that he was exercising in the park when he heard a commotion.

When he got to the scene, a woman was performing cardiopulmonary resuscitation on the victim before the paramedics arrived.

A resident at nearby Block 596, Madam H. H. Wong, 33, was on her way to work at around 8.05am when she saw police officers running.

Curious, she followed them and at the covered walkway near the Ang Mo Kio 3G Centre, she saw two men, one soaked in blood, surrounded by police and paramedics.

“At first, I thought that the two men were dead, but I realised that the other man was alive. He was lying dazed on the ground as paramedics checked him for injuries,” Madam Wong said.

Chinese newspaper Shin Min Daily News reported that the police cordoned off an area about the size of a football field, including the covered walkway and a section of the park.

When TNP reached the scene at 10am, the police were diverting pedestrians from the walkway, which residents use to get to the nearby blocks.

A police spokesman said the victim, a 48-year-old man, was taken to Tan Tock Seng Hospital, where he succumbed to his injuries.

A 39-year-old man was arrested in connection with the case and will be charged with murder today. If convicted, he faces the death penalty.

This is the third reported murder in less than a week.

In the first case in the early hours of Monday, a man was found dead in his Bukit Panjang flat and his wife has been charged with his murder.

On Thursday, a woman was found dead in a multi-storey carpark in Toa Payoh. A man was arrested and is due to be charged today with her murder.

Two ex-cops said that such a situation is extremely rare.

Mr Luke Lee, 62, a former police investigator who is now a lawyer, said: “I’ve never seen three murders in a week. In my division, we usually had murders once a month.”

Former detective Dave Chan, 68, who is now an operation executive at Fuji Trading Singapore, said: “In this era, it is rare to find three murders in a week.”
