    SBS Transit Says There Was “No Malfunction In The Fare Gate” Based On CCTV Footage

    A toddler was hurt when the fare gates at Hougang Mass Rapid Transit (MRT) station closed on him unexpectedly on Sunday (Jul 16).

    In a Facebook post that night, the child’s aunt, Ms Kelly Ng, said her three-year-old nephew had tapped his EZ-link card and was about to walk through the gates when they “closed up on him very fast”.

    According to Ms Ng, the child’s mother informed two station staff but neither of them came out to assist her, she said.

    “Out of exasperation and seeing there is no assistance going to be rendered, my sister opened the side gate to get to my nephew fast to check on his injury. He complained about pain on his chest and stomach, and perhaps on his shoulder too,” she wrote.

    Ms Ng said the MRT staff called an ambulance and that when she arrived, the toddler was sitting on a chair “looking scared/shocked and in pain”.

    “The main grouse from my sister is the two staff did not try to assist or come out from their seat to even take a look at my nephew who has been injured by the gates. They even tried to record my sister’s conversation with them. This kind of service standard is totally unacceptable,” the aunt added in the post.

    NO MALFUNCTION OF FARE GATES: SBS TRANSIT

    In response to Channel NewsAsia’s queries, SBS Transit’s senior vice president of corporate communications Tammy Tan said the company was “sorry to hear” that Ms Ng’s nephew was hurt when passing through the fare gates.

    Ms Tan said the team had spoken to the child’s father, Mr Lim, on Monday morning to find out how the child was.

    SBS Transit has also investigated the incident with the help of CCTV footage. “From the footage, we note that the mother, who was pushing a stroller, had tapped in first followed by the child and then the father, Mr Lim,” Ms Tan said.

    “As Mrs Lim was making her way through the fare gate, there was a distance between her and the stroller causing the system to recognise this as entry by two separate entities. The stroller passed through the fare gate on the mother’s card while the mother did so on the child’s card. Therefore, when the child proceeded forward, the flaps of the fare gates closed on him as the system had detected an intrusion. There was no malfunction in the fare gate.”

    Ms Tan said that following the incident, Mrs Lim should have approached SBS Transit staff for assistance in getting her son through the fare gate instead of opening the side door manually for him.

    She added that staff at the passenger service centre were not aware of the incident until the mother came forward to alert them about two minutes later, after she had attended to her son. An ambulance subsequently ferried the child to hospital where he received outpatient treatment, she said.

    “Our staff should have come out from their office to see if the child was hurt and required medical attention,” Ms Tan acknowledged.

    “We could have handled this better and do apologise for any distress caused. We will take the necessary actions to do better … We wish Mr Lim’s son a speedy recovery.”

    Woodleigh MRT Station Temporarily Closed, Suspicious White Substance Found In Several Areas

    Police on Tuesday (Apr 18) said they are “managing a security incident” at Woodleigh MRT station after a suspicious substance was found.

    The Singapore Police Force (SPF) issued alerts on social media stating that the MRT station is temporarily closed, and they are at the scene with the Singapore Civil Defence Force (SCDF).

    SCDF officers in protective clothing were seen at the station entrance.

    Assistant station manager Mailyn B Carriaga told Channel NewsAsia that white powder (pictured below) had been found in three to four places at the station’s concourse area.

    SBS Transit, which runs the North East Line, said in a tweet at 1.49pm that the station is closed and free bus rides are available at bus stops between Serangoon and Potong Pasir MRT stations.

    15,000 Jurutera Diperlukan Untuk Industri Kereta Api Jelang 2030

    Terdapat hampir 10,000 jurutera dalam industri kereta api sekarang ini, namun jumlah itu dijangka meningkat kepada 15,000 menjelang 2030, kata Menteri Pengangkutan Khaw Boon Wan hari ini (23 Feb).

    Encik Khaw, yang juga Menteri Penyelaras bagi Prasarana, berkata sepanjang lima tahun lepas, LTA dan kedua-dua pengendali kereta api, SMRT dan SBS Transit, sudah meningkatkan jumlah pekerja yang diambil mereka untuk kejuruteraan, operasi dan penyenggaraan sebanyak 50 peratus kepada jumlahnya sekarang ini, namun, lebih ramai pekerja diperlukan.

    “Menjelang 2030, kami menjangkakan bilangan ini akan meningkat lagi – sekurang-kurangnya sebanyak lagi 50 peratus kepada 15,000. Tapi saya rasa kami akan memerlukan lebih ramai daripada itu. Ini menjadikan industri kereta api sebuah industri pertumbuhan, yang prospek pengambilan pekerjanya hampir dijamin untuk dekad seterusnya,” katanya.

    Menteri itu berkata demikian di pelancaran Akademi Kereta Api Singapura hari ini, yang bertujuan membangunkan generasi jurutera akan datang untuk rangkaian infrastruktur kereta api yang kian meluas di Singapura.

    Akademi itu ditubuhkan di dalam Penguasa Pengangkutan Darat (LTA) yang berpangkalan di Kampus Bedok, dan di situ, para bakal jurutera dan teknisyen boleh meraih kemahiran dan pentauliahan yang diperlukan untuk menyertai industri kereta api. Akademi tersebut juga akan berperanan sebagai pusat kajian dan pengembangan (R&D) untuk kejuruteraan kereta api, dengan menjalankan kajian gunaan bersama institut kajian yang lain serta Institut-Institut Pengajian Tinggi.

    Akademi itu kini sedang bekerjasama dengan Institut Pekerjaan dan Daya Kerja (e2i) untuk membangunkan program latihan yang disasarkan kepada para jurutera dan teknisyen yang memulakan kerjaya mereka dalam sektor kereta api, serta para pekerja yang melangkah ke industri itu semasa pertengahan kerjaya.

    Program itu sudahpun mengalu-alukan kumpulan pertama hampir 30 jurutera dari SBS Transit, SMRT dan LTA, yang selesai menjalani modul asas selama tiga hari yang pertama kali disediakan, dari 9 hingga 11 Januari. Modul itu meliputi topik-topik seperti aspek kawal selia dan kewangan sistem kereta api Singapura, pemikiran tentang reka bentuk dalam kitaran kejuruteraan kereta api, dan dasar tambang pengangkutan awam.

    Dikenali sebagai program Career On-boarding for Railway Engineering (CORE), e2i akan menyediakan geran-geran latihan bagi semua peserta program yang layak. Modul-modul pertengahan dan lanjutan akan juga dibangunkan selaras dengan rangka kerja kecekapan industri kereta api.

    MEMBANGUNKAN BAKAT TEMPATAN

    Di acara itu juga, satu memorandum persefahaman (MOU) dimeterai antara LTA, Institut Teknologi Singapura (SIT) dan Majlis Antarabangsa tentang Kejuruteraan Sistem (INCOSE) untuk membangunkan tenaga manusia berkemahiran dalam kejuruteraan sistem untuk menyokong keperluan tenaga manusia dalam pengangkutan awam di sini.

    Ketiga-tiga pihak akan bekerjasama untuk membangunkan kurikulum-kurikulum pembelajaran berdasarkan pembangunan industri bagi latihan sebelum pekerjaan dan program-program pendidikan dan latihan yang berterusan.

    Sejajar dengan kerjasama itu, LTA juga mengumumkan pembukaan dua makmal di SIT untuk menjalankan latihan dan kursus-kursus untuk para pelajar di program sarjana muda Kejuruteraan Infrastruktur Mampan (Darat) SIT, program sarjana muda Kejuruteraan Sistem (Sistem Elektromekanikal) SIT-DigiPen serta para jurutera.

    Sebuah makmal juga dilengkapi dengan sofwe simulator kejuruteraan kereta api untuk membolehkan para pelajar dan pelatih cuba mereka rangkaian kereta api, dan didedahkan kepada pelbagai operasi isyarat kereta api dan simulasi. Sofwe itu diperolehi dari London Underground, dan disesuaikan untuk rangkaian kereta api Singapura.

    Lelaki Cedera Selepas Dilanggar Bas Di Hougang

    Seorang lelaki terperangkap di bawah sebuah bas selama 45 minit setelah dilanggar bas itu di Hougang Avenue 9 hari ini (30 Sep).

    Lelaki itu, yang berusia 50-an tahun, diselamatkan oleh para pegawai Pasukan Pertahanan Awam Singapura (SCDF). Beliau mengalami kecederaan pada kaki namun dalam keadaan sedar ketika dibawa ke Hospital Tan Tock Seng, menurut SCDF.

    SCDF menyatakan ia menerima panggilan tentang nahas itu sekitar 10.35 pagi, dan mengerahkan sebuah kereta bomba, Red Rhino, dua motosikal bomba, sebuah ambulans dan sebuah kenderaan sokongan ke tempat kejadian. Hospital itu juga diletakkan dalam keadaan bersiap sedia untuk menerima pesakit itu.

    Encik Bernard Chua, seorang pengawal keselamatan berusia 44 tahun, berada di dalam bas itu apabila nahas itu berlaku.

    “Saya di dalam bas apabila tiba-tiba terdengar bunyi ‘boom’ yang amat kuat. Kemudian saya dengar orang ramai dalam bas terpekik-pekik. Kami kemudian menyedari ada seseorang yang dilanggar. Tiada sesiapa yang menghubungi polis, saya orang pertama yang menghubungi polis,” katanya.

    Gambar-gambar yang dilihat oleh Mediacorp menunjukkan lelaki itu dalam kesakitan, dan kepala serta lengannya juga berdarah.

    Apabila Mediacorp ke tempat kejadian sekitar 11.45 pagi, sekurang-kurangnya lima pejalan kaki dilihat menyeberangi jalan raya tanpa menghiraukan lampu trafik dalam tempoh setengah jam.

    Seorang penduduk di kawasan itu, Cik Lim, berkata memang satu kebiasaan untuk melihat orang ramai menyeberangi jalan raya tanpa menghiraukan lampu trafik di situ.

    “Ini jalan raya kecil. Memang biasa orang ramai menyeberang tanpa menggunakan lampu trafik. Saya tidak menjangkakan nahas sebegini berlaku,” katanya.

    Hairline Cracks Found, 11 Sengkang-Punggol LRT Trains Withdrawn From Service

    Hairline cracks have been found on 11 first-generation Sengkang-Punggol LRT (SPLRT) trains, SBS Transit and the Land Transport Authority (LTA) said in a joint statement on Friday (Sept 9).

    The trains were withdrawn from service as a precautionary measure after the discovery of the defects during SBS Transit’s fleet-wide inspection in July. Six of the trains have been repaired and returned to service.

    The remaining five are expected to be reinstated by the middle of next month.

    The cracks were found on the bogie frames of the trains and do not compromise its weight bearing property, said the statement. One of the core functions of the bogie frame is to support the guidance system of the trains.

    An independent assessor, TUV Rheinland, and the manufacturer Mitsubishi Heavy Industry (MHI) had separately assessed that the defects are not safety-critical, the statement added.

    Friday’s news came about two months after Hong Kong news agency FactWire broke the news that 26 China-made SMRT trains hairline cracks were found to have hairline cracks and would be sent back in batches to their manufacturer’s plant in China for repairs.

    An LTA spokesperson said checks by SBS Transit were “intensified” after the discovery of cracks on the Kawasaki-Sifang MRT trains operated by SMRT. “The latest checks concluded that there are no new discovery of cracks on the other lines. The operators will continue to carry out regular inspections on all train components,” she said in response to TODAY’s queries.

    The FactWire report on the SMRT train defects, which was published in early July, sparked a public outcry. Transport Minister Khaw Boon Wan had described the cracks on the SMRT trains – the first of which was discovered in July 2013 – as a routine matter that had been “mis-spun into a controversy”. He added that had the hairline cracks found on the trains compromised safety or service availability, the authorities would have released the information “immediately”.

    While SMRT did not withdraw the affected trains from service before they were sent for repairs, in order to minimise disruption to train operations, SBS Transit said it immediately pulled the affected trains from service as it had adequate capacity to keep operations going.

    A sample of the affected bogie frame has been sent to MHI’s research and development centre in Japan to determine the cause. When contacted, an MHI spokesperson said it is unable to comment as a detailed analysis is being carried out.

    The affected trains have been operating since the SPLRT was launched in 2003. There are a total of 57 trains in the SPLRT fleet and a maximum of 36 trains are deployed at any one time, SBS Transit and LTA said. The operator has been inspecting all its LRT trains on a weekly basis for any new defects.

    SBS Transit and LTA said they are working with MHI to “redesign, strengthen and replace” the bogie frame structures on all 57 trains. They added: “The detailed improvement timeline is being worked out and MHI will bear the replacement costs.”

    The LTA spokesperson said there was no need to ship the affected trains back to Japan as the rectification works were “less complex” as compared to the works to rectify the hairline cracks on the 26 SMRT trains.

    Mountbatten Member of Parliament Lim Biow Chuan, who sits on the Government Parliamentary Committee for transport noted that the Government was more transparent in sharing information about the latest discovery of hairline cracks.

    The defects of the 26 SMRT trains had “caused quite a bit of alarm” among the public as to whether there was a cover-up, he noted.

    “Having learnt a precious lesson that if you don’t tell people, people (will) speculate and attribute all sorts of unsubstantiated comments about why (the) trains are being brought back,” said Mr Lim. “So to avoid any kind of speculation, then I think (LTA and SBS Transit) felt that in this case (it would be) better to tell… although they assessed (the hairline cracks) not to be a major issue.”
