    KEMAJUAN yang ditunjukkan masyarakat Melayu/Islam Singapura boleh menjadikan mereka contoh kilauan bagi semua masyarakat Islam di dunia, kata Menteri Ehwal Dalam Negeri merangkap Undang-Undang, Encik K. Shanmugam. Namun, beliau menggariskan tiga cabaran yang boleh menghambat kemajuan itu termasuk ideologi radikal dan pengganasan yang perlu dikekang. Secara umum, beliau berkata bahawa kemajuan masyarakat Melayu dalam pelbagai ukur tara dari segi bidang pendidikan dan ekonomi merupakan satu contoh yang baik kepada masyarakat Islam lain di dunia.

    “Kita tidak memberikan mereka ikan tetapi mengajar bagaimana memancing. Kita mengambil laluan lebih lama, tetapi kini, kita mempunyai masyarakat yang utuh, lebih berpelajaran, lebih banyak aset dan bersedia menghadapi masa depan,” kata beliau, ketika berucap di Kopi Talk, satu sesi dialog Keharmonian dan Daya Tahan anjuran Persatuan Rakyat (PA), yang dihadiri sekitar 400 pemimpin akar umbi dan kakitangan Melayu/Islam daripada PA di The Grassroots’ Club malam tadi. Dalam bidang pendidikan, peratusan murid Melayu darjah satu yang meneruskan pendidikan ke peringkat posmenengah berganda daripada 45 peratus pada 1995 kepada 93 peratus pada 2015. Mereka yang akhirnya mendapat ijazah dan diploma meningkat daripada 15 peratus pada 2010 kepada 21 peratus pada 2015.

    Lebih ramai Melayu bekerja sebagai karyawan, pengurus, eksekutif dan teknisyen (PMET) – daripada 7 peratus pada 1980 kepada 28 peratus pada 2010. Dari segi pemilikan rumah, hampir 90 peratus keluarga Melayu memiliki rumah mereka sendiri dan lebih 70 peratus tinggal di flat empat bilik atau lebih besar termasuk rumah privet. “Definisi kelas pertengahan bagi saya adalah memiliki flat sekurang-kurangnya empat bilik berharga purata $300,000. Selepas subsidi, tujuh dalam setiap 10 anggota masyarakat Melayu memiliki ekuiti bernilai $150,000 hingga $200,000. Ini merupakan satu pencapaian,” katanya. Malah, secara median, pendapatan bulanan keluarga Melayu per kapita telah meningkat berganda sejak 1990.

    Menurut Encik Shanmugam, kemajuan itu dicapai hasil usaha berterusan masyarakat Melayu, pertubuhan Melayu/Islam dan pemerintah. Meskipun kemajuan itu menggalakkan, Encik Shanmugam menggariskan tiga cabaran utama yang dihadapi masyarakat Melayu/Islam Singapura iaitu pengaruh fahaman radikal dan pengganasan yang merupakan satu keprihatinan yang perlu ditangani, membantu PMET Melayu/Islam yang kehilangan pekerjaan mendapatkan semula pekerjaan, dan peratusan tinggi orang Melayu yang menyalah guna dadah dan meringkuk dalam penjara. Usaha membendung ideologi radikalisme amat penting kerana proses menjadi radikal semakin pantas, kata Encik Shanmugam.

    “Sebelum ISIS, masa yang diambil untuk menjadi radikal ialah 22 bulan, tetapi kini ia mengambil masa sembilan bulan. Malah, terdapat juga mereka yang menjadi radikal dalam tempoh satu hingga dua bulan. Bahkan, lebih ramai wanita yang menjadi radikal,” kata beliau. Minggu lalu, Kementerian Ehwal Dalam Negeri (MHA) mendedahkan bahawa Imran Kassim, 34 tahun, dikenakan Perintah Tahanan (OD) kerana cuba menyertai perjuangan bersenjata di luar negara, manakala Shakirah Begam Abdul Wahab, 23 tahun, dikenakan Perintah Sekatan (RO) kerana memulakan dan mengekalkan hubungan dengan pejuang pengganas asing. Bagi membantu PMET yang kehilangan pekerjaan, sebuah jawatankuasa dibentuk yang diketuai Setiausaha Parlimen (Ehwal Dalam Negeri), Encik Amrin Amin; dan Setiausaha Parlimen Kanan (Pendidikan merangkap Pembangunan Sosial dan Keluarga), Profesor Madya Muhammad Faishal Ibrahim.

    Encik Shanmugam juga menyuarakan keprihatinan mengenai peratusan Melayu yang tinggi yang menyalah guna dadah dan meringkuk dalam penjara. Lebih separuh atau 53 peratus individu yang ditangkap kerana salah guna dadah merupakan orang Melayu tahun lalu, meningkat daripada 32 peratus pada 2006. Pemerintah, katanya, akan terus menyokong masyarakat Melayu/Islam dan respons mereka terhadap cabaran-cabaran itu akan menentukan kejayaan mereka. “Kita mempunyai masyarakat Melayu yang berkeyakinan, rancak, moden dan dapat berintegrasi dengan masyarakat lain. Usaha itu masih belum selesai dan perlu diteruskan,” tambahnya.

    It is bad enough that the PAP has reserved the Presidential Election and that Mdm Halimah Yacob has become the President without a contest. At the same time, Mdm Halimah has left the Marsiling-Yew Tee GRC short of an MP and without a minority representative. Then the PAP says that there is no need for a by-election to fill her seat. This is an abuse of power. The PAP sees itself bigger than Singapore and continues to do as it pleases. Such unchecked control endangers the future of this nation.

    This is why the SDP has initiated legal action to ask the court to rule on the matter of a by-election when an MP vacates his/her seat.

    Should the government have done it the way that Goh Meng Seng suggested?

    “When it was first announced that only Halimah will be qualified for the “Reserved” Presidential Elections (obviously, by now, you know what that “Reserved” means in this Kelong Wayang!), I was having tea with my good friend cum comrade Syafarin Sarif, I told Syafarin Sarif that this is the stupidest thing PAP have done, even though it is well within my expectation. They do not have politicians among them, lest “political leaders”. MPs and Ministers, even the Prime Minister, who do not understand the psyche of Singaporeans aka voters, are not fit to be called “politicians”, lest “political leaders”. You just can’t lead without understanding the people whom you are supposed to lead!

    The only way to turn around the situation for PAP as well as Halimah, is to refrain from submitting her nomination papers and declares that she doesn’t want to be a President without Mandate or even disagree with the disqualification of the other two potential contestants! Well, this would have no impact on the reality that they have been disqualified but it would give her enormous political capital, especially among the Malay community as well as those middle ground voters! She should say that she would like the Presidential Elections to be open to ALL other races because she doesn’t want this elections to be seen as Reserved for Halimah Presidency!

    This will turn the whole public narrative upside down and imagine that all will be praising her for her courage, integrity and dignity! Whoever wants to contest against her, even Dr Tan Cheng Bock, would have a hard fight because she has captured the Malay votes, PAP support base (there will not be anyone from this group thinking to vote other people!) as well as the swing voters. This SIMPLE declaration will shut all naysayers and prove that SHE CAN BE INDEPENDENT of PAP! The Humility and Dignity display by such simple decision could have made her a very successful ELECTED President, instead of a President born out of a Kelong Wayang!

    By now, we know she chose to do otherwise, submitting her nomination papers and become the President who neither have any mandate nor legitimacy granted by the People amidst such controversy created by PAP. This is the reason why I say, I pity her. All sympathy to her for not knowing how to gain voters acceptance by doing the simple right thing, instead she is blinded by the easy low hanging carrots which are actually extremely poisonous to her legacy. Her legacy will be filled with such disgraceful event and I really wonder how she is going to live through this six years term without shame or pain!

    I was upset when the gov disguise condescension as affirmative action. I was distraught that my community was taken as a pawn in a political manoeuvring. I was disappointed that I can’t partake in democracy when there’s a walkover.

    Now that the charade has completed, I’m apprehensive about the ill effect of such disastrous policy just so that we can have a Malay President.

    The feeble justification by the gov that we need a Malay President can be felt even by those supporting it. The PAP is trying to paint itself as a champion of minority but we know it is all nothing but just political.

    At the top, we are always under-represented. And when they allow one to pass through, it is only because we have ‘progressed’. Not because we are equal in the first place.

    It surely rings hollow that the Malay community desire to have a Malay President but other pressing issues are not met with the same vigour the PAP has, to install a Malay president.

    What worries me the most is how the ill effect of this whole episode will affect the community. Especially my community.

    Given that we are viewed as getting a back door promotion to hold high office and the non-Malays are denied to participate in the presidential election, it is natural that people would feel upset about it.

    There are already fault lines to begin with before the reserved presidential system. With this whole saga playing out, it will only widen the fault lines further and scratch the delicate social fabric we have built on.

    It infuriates me that the one responsible for creating this mess playing racial politics to divide and conquer gets away scott-free. These types of policies pit us against one another.

    The people have to know that after 50 years of PAP rule, we are treated no more than a pawn in a game of chess. To be sacrificed to protect the queen falling from grace.

    The sooner we realise this, the sooner we can change our situation.

    “The 2 most vital and fundamental role of the elected Presidency are guardian of the national reserves and ensuring top public appointments undergo due diligence and has no conflict of interest. There are logical and genuine concerns that the newly walkover President may have potential conflict in fulfilling the above function. Until only recently, she is very close to the Government and has little to no track record of internally voicing any dissent against policies before while in Government. These concerns never featured much in public mainstream media prior to nomination day and the public patiently waited for the campaigning to be given the answer.

    Had there been a contest, the public would have had the opportunity to hear this critical question of independence of the potential Presidential candidates to fulfil this incredibly important safeguard. Alas, instead of ensuring in the interest of the public, for a contest thus allowing for fair comparison on competency for financial acumen to fulfil one of the 2 vital roles, it seems the committee overrides the interest of the people by disqualifying 2 of the more financially experienced candidates, when they clearly had the option of allowing for it and had done so before in the last Presidential election. Meritocracy demands the best for the job is chosen.

    This is sadly now unanswered with a no contest. We are instead focusing away into other credentials of the new President such as HDB living, first woman, tudung-wearing, almost a school dropout, etc., which are commendable but of less priority for the job. The anger of the public are not over baseless sentiments driven by racial biases. How can that be when the contest is reserved for a single race? The public is genuinely concern of the ability for the new President to have the necessary financial competence and independence required. A fair expectation for a patriotic, smart, informed and educated citizenry which should be respected and not be brushed aside as petty complaint and branded as divisive. It is an honest expression of feeling short-changed as well as our love for this country that the restless voice of the public is now raised to be heard.”
