Animal Cruelty: Man Wrapped Up A Stray Cat In Masking Tape, Another Woman Abandoned Her Cat

A man was fined S$6,000 for animal cruelty, after he wrapped up a stray cat in masking tape, the Agri-Food & Veterinary Authority (AVA) said on Wednesday (Aug 23).

Li Xiaojing, 30, admitted to wrapping the stray cat in masking tape after it entered his home.

He claimed the cat had urinated in his home, and that he had taped it so that it could be taken away.

The cat – with its entire body taped up tightly – was found by a member of the public at Ubi Avenue 1, community group Yishun 326 Tabby Cat said in a Feb 1 Facebook post appealing for information.

The cat was taken to a veterinary clinic, where it had to be anaesthetised before all the masking tape could be removed.

The cat did not sustain any physical injuries from the incident and has been rehomed.

In a separate case, Noorfazanah Abdul Salam, 32, was fined S$3,000 for abandoning her pet cat.

Noorfazanah said she had taken the cat to the vet on Nov 22, 2016, but took it back home as she could not afford the treatment for it.

Later that same day, she abandoned the mixed-breed cat in a pet carrier at Sumang Walk in Punggol.

A member of the public found the cat and AVA was alerted to the case the following day.

The cat was in need of urgent veterinary attention at the time, AVA said.

The cat has since been treated and rehomed, it added.

Those who abandon their pets could be fined up to S$10,000 and/or jailed up to a year. Anyone found guilty of animal cruelty can be fined up to S$15,000 and/or jailed up to 18 months.

  • Alamak! Unlicenced Pasar Malam In Bedok Defiantly Operated For 3 Whole Days

Alamak! Unlicenced Pasar Malam In Bedok Defiantly Operated For 3 Whole Days

Featuring more than 20 stalls, the pasar malam in Bedok operated for three days – July 1 to 3 – without a licence.

Repeated efforts by The New Paper to contact the pasar malam operator came up empty.

Yesterday, a spokesman for the National Environment Agency (NEA) told TNP that its officers had found stalls operating at an unlicensed pasar malam at the open area between Blocks 84 and 89, Bedok North Avenue 4 last Saturday.

The spokesman said: “In spite of warnings issued by the NEA, the operator continued to operate the pasar malam without a permit from July 1 to 3.

“NEA will apply for a summons against the operator for an offence under Section 35 of the Environmental Public Health Act (EPHA).”

The spokesman added the operator was issued a permit on Tuesday after meeting the requisite requirements. The pasar malam runs until July 16.

Section 35 of the EPHA states that “no person shall promote, organise or stage any temporary fair, stage show or other such functions or activity without first obtaining a permit from the director-general”.

Offenders are liable upon conviction to a maximum fine of $10,000 for first offence and $20,000 for subsequent offences.

The NEA spokesman reminded operators of all temporary fairs to apply for a permit before commencing the fair.

“This is to ensure that potential disamenities and public health concerns arising from these fairs such as food hygiene, waste management and noise nuisance are addressed,” the spokesman said.

In 2016, NEA had, on five occasions, taken operators to court for operating a fair without a valid permit and fines of up to $4,000 were handed out.Madam Rozaelfita Amran, 42, a griddle pancake stall owner, told TNP that NEA officers had visited the pasar malam on Monday.

She said: “They told us to call the organiser and tell them if they don’t have a licence, we (stall holders) won’t be allowed to operate. The organiser initially told us they had a licence.”

She said this was the first time she has encountered such a problem in six years of running a stall at pasar malam.

Two Suspected Lesbians In Aceh To Undergo Rehabilitation

BANDA ACEH — Two suspected lesbians detained earlier this week by Islamic Shariah police in Indonesia’s conservative Aceh province will undergo rehabilitation instead of being charged with a crime, a police chief said today (Oct 3).

The women, 18 and 19 years old, were taken in for questioning Monday night by Sharia police officers who saw them sitting and hugging each other in Ulee Lheue, a coastal neighbourhood in the capital, Banda Aceh, according to the Shariah police chief, Evendi Latief.

“They later confessed to be a lesbian couple and that was supported by pictures found on their handphones,” Mr Latief said.

The two women, identified only by the initials “AS” and “N” will not be charged because a new criminal code for Aceh that criminalises homosexuality won’t take effect until later this month, he said.

Under that code, any person found guilty of homosexuality could face up to 100 cane lashes or a maximum fine of 1,000 grams of fine gold or imprisonment of up to 100 months. Indonesia’s national criminal code doesn’t regulate homosexuality.

Aliff Aziz Nafi Curi Telefon Bimbit

    aliff aziz
