The breeder is unable to pay for anything. She has no income as she does not have a job, and since the cats are in such bad condition, she cannot even sell them for any other form of income. Government agencies have stepped in to offer assistance to her.

However, this does not give a reason for the authorities to let the breeder go scott-free. How the authorities treat or take action against the breeder will set the tone for future similar cases. Just take a look at last week’s case where 23 year old Illya Natasia Abdul Manaf, who was fined $2,500 by the Agri-Food and Veterinary Authority (AVA) for abandoning her cat at a staircase landing due to a family conflict (Case background: http://rilek1corner.com/2017/06/22/23-year-old-illya-natassia-abdul-manaf-fined-for-abandoning-pet-cat-due-to-family-conflict/). And that was only one cat. This case has 94 cats in very devastating condition, and 1 died. Something has to be done to the breeder/hoarder.
