    Imam Apologises For Remarks On Christians And Jews

    An imam under police investigation for allegedly making remarks against Christians and Jews during his Friday sermons at a mosque has apologised.

    His lawyer Noor Marican said the imam made the apology at the Ministry of National Development building on Friday morning (Mar 31), in front of members of the Indian Muslim association and other religious council members.

    Law and Home Affairs Minister K Shanmugamhad said in Parliament religious preaching that encourages violence or pits one religion against another will not be tolerated in Singapore.

    Video of the imam’s remarks uploaded to social media sparked widespread debate, with some criticising the uploader for whipping up tensions between religious groups, and others saying he was right in bringing the matter to light. Minister-in-charge of Muslim Affairs Yaacob Ibrahim called for calm in the Muslim community and said “on such sensitive matters, it would be better to go to the authorities in the first instance, rather than online”.

    PELAJAR Melayu yang mengikuti programme ijazah sepenuh masa di Universiti SIM (UniSIM) boleh memanfaatkan Subsidi Yuran Tuisyen Pengajian Tinggi (TTFS) mulai bulan ini.

    Ini diumum Menteri Bertanggungjawab bagi Ehwal Masyarakat Islam, Dr Yaacob Ibrahim, dalam satu majlis jamuan tengah hari Aidilfitri di Swissotel Merchant Court semalam.

    Semasa mengumum hal itu, Dr Yaacob berkata: “Saya harap anak Melayu kita dapat merebut peluang yang disediakan pemerintah kerana UniSIM telah dipertingkat menjadi universiti penuh, dan ini merupakan satu peluang baik bagi anak-anak kita.”

    Diperkenal pada 1991, TTFS ialah skim pemerintah yang memberi subsidi yuran khusus bagi pelajar Melayu di institusi pengajian tinggi.

    Ia ditadbir oleh Yayasan Mendaki, yang menentukan kriteria kelayakannya.

    Rancangan meluaskan skim tersebut kepada pelajar UniSIM dan Institut Teknologi Singapura (SIT) diumum pada 2012 apabila pemerintah mengumumkan dua institusi itu masing-masing menjadi universiti kelima dan keenam Singapura dan menawarkan programme ijazah sepenuh masa.

    Ini bermakna mahasiswa Melayu di kededua universiti tersebut boleh menikmati geran pendidikan itu sama seperti pelajar Melayu di empat universiti setempat lain, iaitu Universiti Nasional Singapura (NUS), Universiti Teknologi Nanyang (NTU), Universiti Pengurusan Singapura (SMU) dan Universiti Teknologi dan Reka Bentuk Singapura (SUTD).

    Termasuk dua institusi itu, TTFS kini boleh dimanfaatkan pelajar Melayu di 16 institusi pengajian tinggi tempatan.

    Tahun lalu, skim TTFS diluaskan kepada pelajar yang mengikuti programme diploma dan beberapa programme ijazah sarjana muda terpilih di Maktab Seni Lasalle dan Akademi Seni Halus Nanyang (Nafa).

    Kriteria kelayakan bagi TTFS disemak pada 2012 untuk memberi manfaat kepada lebih ramai pelajar.

    Antara lain, kriteria pendapatan per kapita (PCI) bulanan keluarga, yang mengambil kira saiz keluarga, diperkenal. Sebelum ini, ia berdasarkan pendapatan bulanan keluarga sahaja.

    Selepas kriteria itu disemak, pelajar daripada keluarga yang mempunyai PCI di bawah $1,000 akan menerima subsidi 100 peratus. Mereka yang mempunyai PCI antara $1,001 dengan $1,200 diberi subsidi 75 peratus, sementara PCI antara $1,201 dengan $1,500 sebanyak 50 peratus.

    Ini bermakna sebuah keluarga empat anggota dengan pendapatan bulanan $6,000 layak menerima subsidi 50 peratus kerana PCI mereka ialah $1,500.

    Sebelum ini, mereka tidak layak menerima sebarang subsidi kerana jumlah pendapatan bulanan itu melebihi had maksimum yang ditetapkan.

    Menurut satu laporan Jun lalu, TTFS yang diagih Mendaki mencapai jumlah tertinggi $30.75 juta tahun lalu, dengan 4,175 pelajar berjaya mendapat subsidi itu.

    Majlis jamuan semalam dihadiri sekitar 200 karyawan, wakil pertubuhan Melayu/Islam, kakitangan perkhidmatan awam dan anggota kesatuan sekerja.

    LEMBAGA Perpustakaan Negara (NLB) akan melakar satu proses yang lebih jelas untuk buku-buku yang telah ditarik keluar dari senarai bacaan awam “disebabkan kandungan yang kontroversi”.

    Menerusi pendekatan yang dikemaskinikan, NLB tidak akan terus memusnahkan buku-buku yang dianggap tidak sesuai, sebaliknya akan mencari jalan lain untuk mengenepikan buku-buku ini.

    Jaminan ini diberikan Menteri Penerangan dan Maklumat, Dr Yaacob Ibrahim, yang berkata, NLB tidak akan terus memusnahkan buku-buku yang dianggap tidak sesuai dibaca khalayak umum.

    “Untuk buku-buku yang masih berkeadaan baik tetapi telah ditarik keluar disebabkan kandungannya yang kontroversi, NLB akan mempertimbangkan pilihan lain selain memusnahkannya.

    “Saya tidak mahu mendahului pertimbangan mereka, tetapi salah satu kemungkinan adalah untuk meletakkan buku-buku ini di bahagian yang lebih sesuai untuk khalayak pembacanya membuat pinjaman, sepertimana yang dilakukan dalam kes ini (kes tiga buku kanak-kanak berbaur homoseksual yang kini ditarik keluar dan dua ditempatkan di bahagian dewasa).

    “Kemungkinan lain termasuklah meletakkannya di bahagian rujukan, atau dijual atau didermakan,” kata Dr Yaacob.

    Tengkarah tercetus awal bulan lalu menyusuli tindakan NLB menarik keluar tiga buku kanak-kanak berbahasa Inggeris yang berbaur homoseksual – And Tango Makes Three, mengenai dua penguin jantan yang menetaskan telur; The White Swan Express: A Story About Adoption, yang antara lain memaparkan pasangan lesbian dan ibu tunggal; dan, Who’s In My Family?: All About Our Families, tentang pelbagai struktur keluarga.

    Keputusan itu dibuat NLB menyusuli maklum balas awam yang mendapati buku-buku tersebut tidak mencerminkan resam hidup masyarakat di sini yang konservatif.

  • Syariah Court Require Divorcing Couples with Kids To Discuss Co-Parenting at Counselling Stage

    SINGAPORE — From early next year, the Syariah Court will require divorcing couples with children who are minors to discuss their co-parenting plans at the counselling stage, as part of efforts to better protect children during divorce proceedings.

    The move, announced by Minister-in-charge of Muslim Affairs Yaacob Ibrahim at a seminar yesterday, will help ensure that parents consider the best interests of their children from the onset of the divorce process, he said.

    On average, more than 2,000 children below the age of 18 are involved in divorce proceedings every year, said the Syariah Court in a statement.

    In his speech yesterday, Dr Yaacob said divorce hurts the family even when it is amicable and that the impact on children can continue into adulthood.

    “Research has shown that those who experienced divorce as children face challenges breaking the cycle in adulthood,” he said. “The last thing we want is for the legacy of tragedy to be passed on from one generation to another.”

    To ensure a more child-centric divorce process, the Syariah Court said couples with children below the age of 18 will need to submit a post-divorce co-parenting and care arrangement plan for their children. The plan must be prepared at the marriage counselling stage before divorce proceedings commence in court.

    “This would make it compulsory for parents to consider their children’s welfare and the custody, care and control and access arrangements when making decisions that would inevitably affect their children,” said the Syariah Court.

    As part of the Syariah Court’s collaboration with Malay-Muslim self-help group Mendaki, a family social services initiative called Nadi Khidmat will be extended to the court’s clients, especially those with children who are minors, to help them access information and referral services to national agencies for other forms of assistance.

    In August, the Syariah Court’s marriage counsellors will undergo a skills-based workshop to enhance their knowledge of working with children. This will provide them with a better understanding of the complexities of helping divorcing couples who have children.

    Currently, existing administrative measures to safeguard the interests of children include pre-divorce briefings conducted by the PPIS As-Salaam Family Support Centre and the Muslim Law Practice Committee.

    The Syariah Court also refers cases of divorcing couples who have children to the Housing and Development Board, so they can receive guidance on housing after the separation.

    Social welfare reports are also prepared to help the court make informed decisions on cases that involve child custody disputes.

    SINGAPORE: Stick to guidelines put forward by the Ministry of Health (MOH) and the Islamic Religious Council of Singapore (MUIS) about the Middle East Respiratory Syndrome coronavirus (MERS-CoV), said Minister-in-Charge of Muslim Affairs, Dr Yaacob Ibrahim.

    Dr Yaacob was advising those headed to Saudi Arabia for the mini pilgrimage or umrah.

    The guidelines include vaccination against common infections like the flu, and minimising interaction with live animals like camels.

    “Ultimately, if you don’t feel well, and you feel this is not the right time for you to go, you may want to consider whether or not it’s the right time for you to go.

    “We must not forget that this is not just about our health and our family, but the entire community. Because if you come back and you bring back the virus, you can affect other people here in Singapore. So there is a certain degree of responsibility,” said Dr Yaacob, who is also Communications and Information Minister.

    He added that his other concern will be for the fasting period of Ramadan, when many pilgrims may want to spend the whole month in Saudi Arabia.

    A few hundred Singaporeans will leave for Mecca on Sunday, after having secured visas from the Saudi authorities.

    The vice president of the Muslim Travel Agents Association is currently in Saudi Arabia to appeal for 2,500 visas for Singapore pilgrims who have booked tour packages for next month.

    Earlier this month, the visa application process for Singapore was momentarily slowed due to concerns about the large number of pilgrims in Mecca, while redevelopment work was in full swing.

    Mr Agil Alkaff, one of the members of the Muslim Travel Agents Association and director of Hagel Travel, is now relieved, as most pilgrims under his care have received their visas to visit Mecca in the past few days.

    Last week, he told them to be prepared to cancel their trip, if their visa application was rejected.

    He is still waiting for 60 more applications to be approved.

    Another travel agency, Shahidah Travel, is also relieved that 120 of its pilgrims are due to depart on Saturday after getting their visas.

    However, another 300 of the agency’s clients are still without visas.

    As a precautionary measure against the MERS virus, all Singapore pilgrims departing for Saudi Arabia have also taken up additional medical insurance, which includes coverage for all emergencies while in Saudi, as well as after their return to Singapore.
